Washington, D.C. 20006 202-872-9160 ATSC A/65:2013 Program and System Information Protocol 7 August 2013 The Advanced Television Systems Committee, Inc., is an international, non-profit organization developing voluntary standards for digital television. The ATSC member organizations represent the broadcast, broadcast equipment, motion picture, consumer electronics, computer, cable, satellite, and semiconductor industries. Specifically, ATSC is working to coordinate television standards among different communications media focusing on digital television, interactive systems, and broadband multimedia communications. ATSC is also developing digital television implementation strategies and presenting educational seminars on the ATSC standards. ATSC was formed in 1982 by the member organizations of the Joint Committee on InterSociety Coordination (JCIC): the Electronic Industries Association (EIA), the Institute of Electrical and Electronic Engineers (IEEE), the National Association of Broadcasters (NAB), the National Cable Telecommunications Association (NCTA), and the Society of Motion Picture and Television Engineers (SMPTE). Currently, there are approximately 150 members representing the broadcast, broadcast equipment, motion picture, consumer electronics, computer, cable, satellite, and semiconductor industries. ATSC Digital TV Standards include digital high definition television (HDTV), standard definition television (SDTV), data broadcasting, multichannel surround-sound audio, and satellite direct-to-home broadcasting. Note: The user's attention is called to the possibility that compliance with this standard may require use of an invention covered by patent rights. By publication of this standard, no position is taken with respect to the validity of this claim or of any patent rights in connection therewith. One or more patent holders have, however, filed a statement regarding the terms on which such patent holder(s) may be willing to grant a license under these rights to individuals or entities desiring to obtain such a license. Details may be obtained from the ATSC Secretary and the patent holder. Revision History Version Date Initial version of A/65 approved 23 December 1977 Revision A approved 31 May 2000 Revision A was the result of incorporating PSIP Corrigendum A/66 and PSIP Amendment A/67 after their approval by the full ATSC. Amendment No. 1 approved 31 May 2000 This amendment added Annex H, “An Overview of Directed Channel Change” Amendment No. 1A approved 12 August 2002 This revised Amendment 1 was prepared to address issues raised during the ballot process as well as substantive issues raised subsequently. Although most of the changes were made to clarify Directed Channel Change specifications and requirements, some were made to address other issues. Amendment No. 2 approved 6 August 2002 This amendment included changes to A/65A that corrected editorial errors and clarified the original specification. It also contained additional provisions to handle circumstances that were not covered in the original document. Amendment No. 3 approved 1 April 2002 This amendment added a section describing the Redistribution Control Descriptor. Revision B approved 18 March 2003 This revision rolled-up all previous amendments and incorporated additional clarifications to the text. 2 ATSC A/65:2013 Program and System Information Protocol 7 August 2013 Amendment No. 1 approved 28 April 2005 This amendment added PSIP support for delivery of data per Amendment 1 to A/53C, Annex D (Enhanced VSB). Revision C approved 2 January 2006 This revision rolled-up A/65B Amendment No. 1 into the body of the document. A/65:2009 approved 14 April 2009 This revision incorporated a number of changes relating to the definition of the Service Type concept. Others are miscellaneous clarifications of a general nature were also made. A/65:2013 approved 7 August 2013 The primary motivation and substance of this revision was to remove the E VSB feature. This was done in conjunction with changes to A/53 Part 1, Part 2, and Part 3. It is ORDERED and ADJUDGED that the petitions for review of the orders of the Federal Communications Commission be DENIED. Petitioner PMCM TV, LLC obtained a license from the Federal Communications Commission to operate television station WJLP in northern New Jersey on radio-frequency channel 3, the same radio-frequency channel used by PMCM’s predecessor station in Nevada. However, the FCC assigned WJLP virtual channel 33, the channel to which viewers tune their televisions in order to watch WJLP. The FCC did this to protect the “Channel 3” brand identity of intervenor broadcasters that already used virtual channel 3 in service areas that overlapped with that of WJLP. For similar reasons, the FCC refused to require cable operators to carry WJLP on cable television as “Channel 3.” PMCM seeks review of both decisions.

Abstract This paper presents a historical review of a series of pivotal FCC decisions that helped shape today’s communications landscape. These decisions generally involve the appearance of a new technology, communications device, or service. In many cases, they involve spectrum allocation or usage. Policymakers no doubt will draw their own conclusions, and may even disagree, about the lessons to be learned from studying the past decisions. From an academic perspective, however, a review of these decisions offers an opportunity to examine a commonly-asserted view that U.S. regulatory policies — particularly in aviation, trucking, and telecommunications — underwent a major change in the 1970s, from protecting incumbents to promoting competition. The paper therefore examines whether that general view is reflected in FCC policies. It finds that there have been several successful efforts by the FCC, before and after the 1970s, to promote new entrants, especially in the markets for commercial radio, cable television, telephone equipment, and direct broadcast satellites.

    Renewal Primer for Television Stations for Renewal Cycle Beginning June 2020 March 2020 This primer provides detailed guidance on the television station license renewal process.1 Please have those involved in the license renewal process at your station take some time to review these materials. Stations must begin their post-filing announcements on the date that their renewal application is filed. Note that we are happy to set up a call with our clients to walk through this process and answer any questions. We are also glad to handle the mechanics of filing renewal applications through the FCC’s “new” Licensing Management System (“LMS”). SECTION I: THE BASICS The deadline by which a station is required to file its license renewal application is determined by the state in which the station is licensed. Attachment A contains a state-by-state list of license renewal application filing dates and license expiration dates.2 After filing its license renewal application, a station must air post-filing announcements for one month.3 Pre-filing announcements are no longer required.4 Section II of this memorandum provides detailed guidance on the required post-filing announcements, the specific text required, and sample statements for certifying compliance with the public announcement requirements (Attachments B-E). The license renewal application must be filed electronically through the FCC’s Licensing Management System (LMS) platform using FCC Form 2100/Schedule 303-S (“Form 303-S”). A sample copy of the Form 303-S from LMS is available at Attachment F, along with the FCC’s instructions for the form.
