Diocesan Advisory Committee for the Care of Churches MINUTES ______________________________________________________ ______________________ Minutes of the meeting of the Diocesan Advisory Committee held at Jubilee House on 12 November 2018 Present: Mr CJ Perrett (Chaired in B Gamble’s absence) Revd Canon E B Gamble (arrived late due to flat tyre) Mrs B Cast Messrs J Mordan, M Goodwill-Hodgson, M Exton, C Andrews, Dr M Hawkes FJR Stephenson, W Young, R Howes, Dr M Hawkes, J Mordan Revd A Dempster , Revd D Stevenson Mrs A Redgate, Diocesan Registrar Mr J Pickett – DAC Secretary Ms T West – Registry Clerk Apologies: Archdeacon of Newark, Archdeacon of Nottingham, G A Renton 4584 MINUTES The minutes of the Meeting held on Monday 8 October 2018 were confirmed and signed. 4585 CONFLICTS OF INTEREST Mark Goodwill-Hodgson: Mapperley Revd Bronwen Gamble: Langar Carl Andrews: Langar Barbara Cast: Bleasby Revd Adrian Dempster: Kirkby in Ashfield Revd David Stevenson 4586 MATTERS ARISING from the Minutes a) 014DF Beckingham All Saints [Grade II* - 12th Century] Architect: Mr G W Smith Local Authority: Bassetlaw To undertake repairs to the Chancel wall and the East Window - AA 3/9/2018 1 To undertake urgent repairs to the east and south walls of the Chancel and the removal, repair and refitting of the East window 2 East Window: Whilst the lead matrix of the window remains reasonably firm in situ, the removal of all the panels for structural masonry works will compromise the strength of the panels. 3 The dismantling and re-leading of the panels will allow the long-term repair of the large number of cracks thal resulted from the bomb damage in 1941 and will enable the elimination of the structural rifts in the panels. 4 To replace the existing ferrous tie-bars with new architectural brass tie-bars 5 To re-fix the wire guards with new stainless steel fixings and screws. 6 On completion of the conservation works a standard post-conservation report to be produced. The report to detail the treatments used and the extent of any interventions, a care and maintenance plan, and a photographic record of the project 7 Chancel Wall Repairs: Deep point all cracks with lime mortar as specified by architect; cintec ties to be installed by contractor licenced by Cintec 8 All in accordance with Report on Structural Movement dated 1 February 2018 from Mr G W Smith, Church Architect and drawings P463/01 & 03 and specification from Capstone Consulting Engineers, Buxton, Derbyshire Deferred. Still awaiting further updates on required work from Church Architect b) 059F Eastwood St Mary [Unlisted, but in conservation area - Reb 1967] Architect: Mr M Stewart Local Authority: Broxtowe Garden Project - IC 24/9/2018 Visit by Frank Stephenson, Jonathan Pickett, Roger Howes on 16/10/2018. Noted. Frank Stephenson reported on the visit to the DAC. c) 048BX Langar cum Barnstone St Andrew [Grade I - 13th Century] Architect: Mr C Andrews Local Authority: Rushcliffe Revisions to Roll of Honour - AA 28/9/2018 1 To replace the existing Roll of Honour with a revised version to add seven additional names following recent research 2 Revised Roll will be prepared using the same font and ink as near to the existing one as possible, and using the same frame or another of the same appearance and dimensions 3 All in accordance with details and photograph provided No objection. DAC reviewed the response from the parish following questions asked by the committee and were happy to move the proposed work forward. d) 230L Woodborough St Swithun [Grade II* - 14th Century] Architect: Mr P C Rogan Local Authority: Gedling Audio Visual System - IC 24/9/2018 Visit by Jonathan Pickett, Mark Goodwill-Hodgson, William Young on 17/10/2018. Noted. The DAC Secretary reported on the visit NEWARK ARCHDEACONRY 4587 FACULTY PETITIONS with DAC Certificate None received 4588 FACULTY APPLICATIONS a) 097L Kirkby in Ashfield St Wilfrid [Grade II - reb. 1908] Architect: Mr G A Renton Local Authority: Ashfield Redecoration in Ringing Chamber (List B) 19/10/0208 1 To re-decorate the walls and wooden ceiling of the ringing chamber 2 Prepare and paint the walls with an undercoat of Keim Ecosil-Grund, followed by a top coat of Keim Optil Interior Silicate in white 3 Repiant the wooden ceiling with an oil based paint in the same colour as now. 4 All in accordance with photos and correspondence provided No objection subject t (1) To use stone coloured paint not white to prevent the likelihood of re- painting (2) To consider painting the ceiling white rather than like for like b) 059F Eastwood St Mary [Unlisted, but in conservation area - Reb 1967] Architect: Mr M Stewart Local Authority: Broxtowe Roof Works (List B) 2/10/2018 1 To undertake roof repairs to the Parish Room and the Nave 2 Parish Room: Completely remove and renew all areas in a 2 layer elastomeric system with 100mm insulation boards approx 85 square metres with 18lm of abutment flashings and 19lm of guttering detail 3 Nave: completely remove all existing and renew in a 2 layer elastomeric felt system with 100mm insulation boards along with 19lm guttering detail and 20lm abutment flashings 4 All in accordance with specification and quotation dated 16 August 2018 from Wrights, Bulwell, Nottingham No objection c) 097L Kirkby in Ashfield St Wilfrid [Grade II - reb. 1908] Architect: Mr G A Renton Local Authority: Ashfield Hearing Loop System (List B) 26/10/2018 1 To replace the current copper tape loop system with a high level induction loop system 2 Single core 2.5mm cable (coloured to blend in) to run at high level at the top of the supporting wall alongside or behind the lighting track hidden from view to come down and connect to the loop driver 3 All in accordance with details of driver and photos provided No objection d) 233P Clumber Park St Mary the Virgin [Grade I - 1889] Architect: *None* Local Authority: Bassetlaw CCTV System 26/10/2018 1 To install a CCTV system within the chapel 2 System to comprise two CCTV cameras installed on top of the Rood screen 2 3 They will be attached to wooden boards not part of the original fabric and will not be visible from ground level 4 Wiring will run into the Vestry and follow electrical wiring already in place 5 The monitoring system will be located in the Vestry not open to the public and will be fre standing 6 One of the cameras will face the altar enabling the re-instatement of altar ware for display 7 The second camera will face the west door to monitor the entrance and exit to the chapel 8 All in accordance with details and photos provided and Statements of Significance and Need No objection subject to: (1) Church Architect to be consulted and approve proposals for wiring and cable runs; wiring to be coloured to blend in with background (2) CCTV to comply with Protection of Freedoms Act 2012. e) 082BL Thorney with Wigsley St Helen [Grade II* - 1854] Architect: Mr B P Bradley Local Authority: Newark & Sherwood Reordering 28/10/2018 1 To reorder the Nave with removal of the pews, installation of underfloor heating, insertion of a Tea Bar and accessible toilet and moving the font 2 Carefully remove all the existing nave pews and take away, offset any value within the tender (Note The Choir pews are being retained) 3 Carefully lift all the floor boards and supporting joists to the raised pew platforms as shown on drawing E01 (all areas in nave not tiled) and cart away 4 Carefully lift and retain the cast iron heating duct grilles G shown on E01 – to be replaced on the ducts once infilled see detail. 5 Disconnect, remove and cart away all the cast iron pipe-work within the floor ducts. Any value to be offset within the tender. 6 Tiles around Font: Carefully lift the terracotta tiles around the font base from a line/joint, symmetrical with the south side of the door, retain all sound tiles for reuse. 7 Carefully protect and lift the existing stone font from its base and place in a suitable temporary location within the church ready for fitting in a new position – probably the Chancel 8 Carefully lift the large circular font base, to enable it to be moved forward into the new location (this may be just into the central aisle whilst the new slab is poured.) 9 Floor Boarded Areas: The exact overall depth of the void below the pew level is thought to be about 150-200mm below nave tile level. Allow to excavate a further 200mm and cart away all material, form a clean and level base; this should give an overall depth to FFL of around 400mm 10 Font area: Allow to excavate to a depth of 400mm ( to match above) after the font base has been removed ( see below) and cart away all material, form a clean and level base 11 Allow to insert 250mm celotex insulation and 100mm limecrete topping within the existing pipe ducts, to leave depth of iron grilles below finished level 12 Lay 25mm of sand blinding with a 1200 guage dpm on top taken up the side walls; Lay a 125mm limecrete slab over with a smooth top finish 13 Allow to excavate, remove material and thicken the slab to 250mm under the new font location 14 Lay 125mm thick of Celotex insulation on the limecrete slab with a 600g separating layer over, fit a 20mm strip of vertical insulation material against the external walls 15 At this stage new 18mm underfloor heating pipework will be fixed to the insulation and supply pipework will be installed to the radiators.
