ANNUAIRE 2006-2007 ANNEXE 3 – INSTITUTIONS AU KIVU (au 31 mai 2007) La Constitution de la Troisième République adoptée à l’issue d’un référendum populaire organisé en décembre 2005 et promulguée par le chef de l’Etat en février 2006 prévoit la mise en place des gouvernements provinciaux. C’est à l’issue des dernières élections (29 octobre 2006 et 19 janvier 2007) que ceux-ci ont été mis en place sur toute l’étendue du pays, Bukavu (Sud-Kivu) et Goma (Nord-Kivu) y compris. Ainsi, on voit des visages nouveaux à la tête des deux provinces du Sud-Kivu et du Nord-Kivu. Par contre, le statu quo reste de mise à l’intérieur de chaque province. Seuls les administrateurs des territoires désignés sont des non-originaires. Les deux adjoints, c’est-à-dire des administrateurs territoriaux assistants, sont originaires des territoires concernés. C’est dire qu’à la base, c’est le RCD- Goma qui est toujours le maître du jeu : la seule exception est la situation des deux territoires de Lubero et Beni où le RCD-Goma est devancé par le RCD- ML. Il faudra attendre les élections prévues pour 2008 pour que l’on assiste probablement à des bouleversements à ce niveau. 1. Il pourrait être remplacé d’un moment à l’autre par un Havu de la place si leurs revendications étaient concluantes. .

North Kivu Field MUHINDO KYUSA Muhindo Kyusa The North Kivu Field (formerly known as North Kivu Association) is located in the eastern part of North Kivu Province of the Democratic Republic of the Congo. It occupies the two territories of Lubero and Beni. Its headquarters is in Kyaghala, Butembo City. A large part of the region is populated by the Nande tribe. The field has a common border to the east with Uganda, to the north with the province of Ituri, to the south with the territory of Rutshuru and to the west with the territory of Walikale. The territory of Lubero covers an area of 18,096 square kilometers and includes four communities (chiefdoms) while the territory of Beni covers an area of 7,484 square kilometers and also includes four communities (chiefdoms). There are two major cities in the region, Beni and Butembo. The average altitude of this region is around 1,500 meters but varies from 850 meters or a slope of 4,000 meters. The North Kivu Field was originally organized as the North Congo Field in 1954.1 It was known as the North Zaire Field from 1971 to 1995.2 From 1995 to 2018, it was known as the North Kivu Association.3 Demographics The population of the North Kivu Field is characterized by an attachment to the land. Ethnically, the population is homogeneous (especially in Lubero), made up predominantly of the Nande ethnic group. This homogeneity means that people know each other, sharing origins, social customs, professional memberships, religion, and networks which engender trust.

ABOUT IMAGES The International Men and Gender Equality Survey (IMAGES) — created and coordinated by Promundo and the International Center for Research on Women (ICRW) — is one of the most comprehensive studies ever on men’s practices and attitudes as they relate to gender norms, attitudes toward gender equality policies, household dynamics including caregiving and men’s involvement as fathers, intimate partner violence, health and economic stress.1 As of 2013, it had been carried out in 10 countries (including this study in the Demo- cratic Republic of the Congo) with additional partner studies in Asia inspired in part by IMAGES.2 The data provide insights on men’s use of violence against partners, participation in caregiving and men’s reactions to the global gender equality agenda, among other themes. The survey includes both women and men and is carried out with respondents aged 18 to 59. In keeping with World Health Organization recom- mendations for survey research about sexual and gender-based violence, the survey is carried out with men and women in the same communities but not in the same households. All ethical procedures are followed. The survey is carried out together with qualitative research to map masculinities, contextualize the survey displacement on gender relations.
