AFTERNOON SESSION – 4:00 P.M. ANNOUNCEMENTS By Mayor George V. Harvie

Passing of Reni Mayor Harvie extended his sincere condolences to the family and Masi friends of Reni Masi, especially his wife Susan and three sons. Reni was a former MLA and long-time resident, who served as MLA for from 1996 to 2004. After retiring from provincial politics, Reni successfully ran as a Surrey School Trustee. Reni was a community driven individual dedicated to coaching and mentoring others and his service and contributions to Delta will always be remembered. Mayor Harvie asked that staff send a card expressing condolences to the Masi family on behalf of Council.

Regular Meeting – October 26, 2020 395 Passing of Chester Mayor Harvie also extended his deepest condolences to the Hendrickson family and friends of Chester Hendrickson. Chester was an active member of the Lions Club since 1970, earning a Dedicated Humanitarian Service Award for his great work. Chester had a positive influence on this community and will be remembered for his dedicated service.

COVID-19 City Mayor Harvie thanked Delta residents for their continued Update commitment to practicing physical distancing and for their ongoing support of local businesses. Mayor Harvie was pleased to hear that the COVID-19 outbreak was declared over at Delta View Care Centre last Friday.

Mayor Harvie commented on the increase in COVID-19 transmission throughout the province, and as noted by Dr. Bonnie Henry, that a significant transmission of COVID-19 is resulting from social gatherings. Mayor Harvie reminded everyone that we need to continue to limit large social gatherings right away, every gathering, event or occasion needs to be small, and residents need to stick with their immediate household with up to an additional extra “safe 6”. The Provincial Order will be enforced by police officers, bylaw officers and health officers. It is now an expectation that people wear masks in public spaces.

Mayor Harvie discussed the importance of clarity of the enforceable order, during his telephone conversation last week with Fraser Health Authority’s Dr. Victoria Lee, in order to ensure that these orders can be carried out effectively within Delta.

Mayor Harvie advised that Delta Hospital has declared their COVID-19 outbreak over and are planning to re-open to admissions on October 28, 2020. Mayor Harvie thanked the hard work of hospital staff and Fraser Health in managing the outbreak.

With Halloween taking place this Saturday, Mayor Harvie encouraged residents to check out the Halloween Guidelines from the BC Centre for Disease Control, available on Delta’s website and social media. Mayor Harvie commented that Delta Police will have extra patrols out on Halloween weekend. The City’s annual Halloween Patrol will also be underway thanks to the help of city staff who will help protect Delta parks and facility assets.

Regular Meeting – October 26, 2020 396 Mayor Harvie’s next update on the City’s response to the COVID-19 Pandemic will take place at the Virtual Townhall scheduled for Tuesday, October 27, 2020 and will stream live on the City’s Facebook page at 11:00 a.m. Mayor Harvie asked residents to join him for a conversation focused on supporting local businesses over the holiday season and the new exciting Home for the Holidays campaign.

Virtual Run for Mayor Harvie recently participated in the virtual Run for Delta in Delta support of Delta Hospital and Community Health Foundation and Surrey Food Bank, which serves families in North Delta. Mayor Harvie noted that this run raised over $8,000 for the local hospital and food bank. Mayor Harvie thanked everyone who participated in the event and the volunteers of Mercy4Mankind, a part of the Ahmadiyya Muslim Youth Association, for all their hard work in organizing this fantastic event.

Moonlight Gala Mayor Harvie commented that he is looking forward to the upcoming virtual Moonlight Gala on Saturday, November 7, 2020 in support of the Delta Hospital.

Delview Mayor Harvie commented on his excitement to participate in Thanks4Giving Delview Secondary School’s 28th Annual Thanks-4-Giving Drive Drive October 28, taking place on Wednesday October 28, 2020 from 4:00 p.m. to 2020 8:00 p.m. Mayor Harvie encouraged the community to join him in dropping off a donation in support of Deltassist and the Surrey Food Bank and he noted that COVID-19 Pandemic safety protocols will be in effect for the drop-off.

Council Business Mayor Harvie noted that a Public Hearing is scheduled for October 27, 2020 at City Hall and that the next Regular Meeting will be held November 9, 2020 at North Delta Centre for the Arts.

In response to Council queries, the A/Director of Community Planning and Development noted the following:  There are a number of trees being retained at the rear lot, but the trees on the side lot conflict with the building envelope.  Tree #4843 is a Japanese Maple in poor health and structure as illustrated on page 1 of 3 of Attachment H.  Tree #4844 on the rear of the property is a Douglas Fir that has been previously topped off.  Staff request the design guidelines from the developer at the time of the application, should they choose to change the design later on in the process, it would require further completion of check list items and Council approval.

2020/2021 Adult Report by the Transportation Technical Committee dated October School Crossing 2, 2020 regarding 2020/2021 Adult School Crossing Guard Guard Program Program. Council discussed the recommendation and agreed that due to the increase in traffic and traffic speeds, it would be more appropriate to increase the budget in order to allow for the addition of two crossing guards, one at English Bluff Elementary and the other at Ladner Elementary, rather than re-allocate the existing crossing guards from Richardson Elementary and South Park Elementary as requested by the Delta School District.

In response to Council queries, the Director of Engineering noted that construction will take place shortly to improve the crosswalk at 112 Street and 83 Avenue which will include improved lighting and flashing lights.

Mayor Harvie advised that the Director of Engineering will be in attendance at the next Delta Council/Delta Board of Education Liaison Committee meeting to discuss this issue.

The City Manager confirmed that the Heritage Advisory Commission and the Parks, Recreation and Culture Commission will be directly involved with the heritage restoration design for St. Stephen’s Church and their comments and recommendations will be presented to Council for consideration.

Regular Meeting – October 26, 2020 405 Mayor Harvie suggested that a future joint meeting be held regarding St. Stephen’s Church with both the Parks, Recreation and Culture Commission and the Heritage Advisory Commission in attendance.

Contract Award: Report by the Parks, Recreation and Culture Department dated 2020 Urban October 14, 2020 regarding Contract Award: 2020 Urban Reforestation Reforestation Project. (File: 02220-20) Project (F.06) -- Recommendations MOVED By Cllr. Jackson, Endorsed SECONDED By Cllr. Kruger, A. THAT a contract for the supply, planting and maintenance of trees at various parks in accordance with the Urban Reforestation Project be awarded to GLE Green Landscape Experts Ltd. in the amount of $272,159.00, plus applicable taxes. In response to Council queries, the Director of Parks, Recreation and Culture noted the following:  This contract represents only a portion of the 2020 Tree Planting Initiative. Council had asked that Parks, Recreation and Culture work with the Ministry of Transportation and the Regional Parks system to increase the tree canopy for the entire municipality with a strong focus on areas which have a lower tree canopy.  This contract focuses on the public open spaces. A report to Council will follow with the road and the park systems.  Native trees will be chosen whenever possible.  The Climate Action Department staff have been included in the review process.  The remaining balance of the initial $600K of the Capital Plan funding will be allocated to other sites within the Ministry of Transportation and the Regional Parks system.

Regular Meeting – October 26, 2020 406 Mobility and Report by the Office of the City Manager dated October 7, 2020 Accessibility regarding Mobility and Accessibility Committee. Kruger, THAT a Mobility and Accessibility Committee be established, generally in accordance with the Terms of Reference included as Attachment 'A'.

The City Manager advised that this committee will be a staff operational committee chaired by the City Manager, which will address any necessary fundamental changes early on in the development process. The Committee will consist of seven members of the community who are experiencing mobility and accessibility issues, appropriate staff, and other stakeholder groups from the community.

MHTFSR Report by the Community Planning and Development Department Recommendations dated October 16, 2020 regarding Mayor’s Housing Task Force Report (F.08) for Scott Road Recommendations Report. (File: P19-20) Presentation: Marcy Sangret, A/Deputy City Manager The A/Deputy City Manager provided a PowerPoint Presentation (On File) regarding the recommendations Report of the Mayor’s Housing Task Force for Scott Road.

During the overview of the presentation and in response to Council queries, the A/Deputy City Manager noted the following:  This report has been put forward with unanimous approval from the Task Force and is following a similar process to the Ladner Village Renewal Advisory Committee.  Any changes to the Official Community Plan (OCP) would undergo a public consultation component required under the Local Government Act.

Regular Meeting – October 26, 2020 407  Staff will look at bylaw changes required for implementation and will then forward a report to Council requesting Council endorsement of the Community Consultation Strategy on these bylaw changes and the changes to the OCP.  In some instances as the districts are reviewed, the allowable building heights and densities are less than what the area plan calls for presently. The landowners and community members will be provided the opportunity to understand and comment on the recommendations of the Task Force.  Council would be presented with a report which identifies which groups would form the basis of the consultation during the bylaw change process.  In the interim, it is recommended that new development applications proceed and each be reviewed within the context of the Task Force recommendations but each would go through their own review, consultation and Council consideration.  The recommendations will be presented to Council at a meeting that will allow for fulsome discussion.

Mayor Harvie noted the following:  The Task Force was able to meet eleven times during the COVID-19 Pandemic.  The recommendations will give certainty to both the development community and the residential community.  The North Delta Area Plan was used as a template.  Any major development would have an expanded notification area to ensure that North Delta residents are made aware of the project.

Mayor Harvie thanked the members of the Mayor’s Housing Task Force for Scott Road.

The City Manager provided a brief summary of the City’s past and future actions taken in order to build community resilience and support local businesses across Delta during the COVID-19 Pandemic.

In response to Council queries, the City Manager and Director of Corporate Services noted the following:  Staff will continue to work with the Delta Chamber of Commerce with the intention to advance the recommendations in the report.  Light Up North Delta is scheduled for December 1, 2020.

Mayor Harvie commented on the good work of the Delta Chamber of Commerce and City staff, and thanked Garry Shearer, Executive Director and Lydia Elder, Manager of Policy Development, Government & Stakeholder Relations of the Delta Chamber of Commerce, asking that Council’s compliments be passed on to the Delta Chamber of Commerce Board of Directors.

-- Conflict of Interest Cllr. Kruger declared a conflict of interest with respect to Item F.10 due to his firm’s involvement with Deltaport although he is not working on it himself and departed the meeting at 5:47 p.m. prior to any discussion related to this item.

Regular Meeting – October 26, 2020 409 GCT Deltaport Report by the Corporate Services Department dated October 14, Expansion Berth 4 2020 regarding GCT Deltaport Expansion Berth 4 Project Process (F.10) Commencement of Environmental Assessment Process. In response to Council queries, the City Manager noted the following:  Staff will review the project in the same manner as any other proposal and will report back to Council prior to the November 27, 2020 deadline.  Staff will revisit the concerns regarding the native eelgrass beds.
