A "no" vote opposes this amendment to require a one-time two-thirds vote in each legislative chamber in 2024 or thereafter to pass a spending plan for revenue from the state's cap-and-trade program. Overview What would Proposition 70 require? Proposition 70 would require a one-time two-thirds vote in each chamber of the California State Legislature to use revenue from the State Air Resources Board's auctioning or sale of greenhouse gas emissions allowances under the state's cap-and- trade program. To make sure no revenue is spent without the two-thirds vote, the measure would place all revenue from the cap-and-trade program in a Greenhouse Gas Reduction Reserve Fund beginning on January 1, 2024. The vote would take place anytime on or after January 1, 2024. Revenue would collect in this reserve fund until the one-time two-thirds vote occurred.

This past year, legislators have acted on health reform, addressed issues of poverty and assistance for the developmentally disabled community and moved forward to increase the state’s minimum wage. A balanced budget was approved and substantial dollars set aside for a rainy day fund. Greenhouse Gas Emission targets and overtime pay for farmworkers were the latest issues that were tackled. We appreciate these significant 2016 accomplishments. However, the Legislature has yet to respond to one of our state’s most important issues, California’s transportation fiscal crisis. Every year for the past two legislative sessions, transportation advocates, stakeholders and the general public have worked to find a solution to this crisis and each year the problem has gone unresolved. Just before the Legislature adjourned, business leaders from across the state joined other transportation stakeholders in Sacramento to hear from Legislators and Administration officials regarding the status of legislation on transportation funding and reform. What we were told was not good news. While there are some leaders willing to talk about the crisis and even offer solutions, consensus has been stymied by differences of opinion and no real engagement among the principal parties. Everyone in California seems to recognize that our transportation system is in terrible shape and the cost of repairs are going up each year.

    H CURRENT HISPANIC-AMERICAN MEMBERS H Robert Menendez 1954– UNITED STATES REPRESENTATIVE 1993–2006 UNITED STATES SENATOR 2006– DEMOCRAT FROM NEW JERSEY The son of Cuban immigrants with a keen mind for foreign policy, Robert Menendez rose steadily through the world of New Jersey politics to fulfill his childhood dream of becoming a United States Senator. “I have walked in the shoes of the average New Jerseyan all of my life,” Menendez said in 2005, “and I know the challenges they face.”1 Image courtesy of the Member Robert Menendez was born on January 1, 1954, in New York City, one of three children born to Mario, a carpenter, and Evangelina Menendez, a seamstress. The couple emigrated from Havana, Cuba, to New York, eventually settling across the Hudson River in Union City, New Jersey. Menendez graduated from Union Hill High School in 1972 and went on to earn his bachelor’s degree in political science from St. Peter’s College in Jersey City in 1976. Three years later, he was awarded a J.D. from Rutgers University’s School of Law in Newark. Menendez is divorced, with two children, Alicia and Robert, Jr. Menendez became involved in community issues early on, and in college he won a spot on the Union City Board of Education. He served on the school board from 1974 to 1978, and once he completed his law degree, he took a job with Union City’s mayor. After racketeering charges were leveled against his boss, Menendez ran for mayor in 1982 but lost to his embattled mentor.

With California’s bicameral legislative process consisting of two houses, bills can originate from either the Assembly or Senate. With so much proposed legislation flowing through the standard processes in both houses, tracking bills can become difficult and time-consuming. As the world’s eighth- largest economy and the only state in the U.S. to implement a comprehensive program of regulatory and market-based mechanisms to achieve reductions in greenhouse gas (GHG) emissions, California represents an important site of inquiry. The passage of Assembly Bill 32, the Global Warming Solutions Act of 2006 has made the state a global leader on climate change science and policy innovation. While no subnational government can halt climate change alone, California’s environmental policies have a long history of success and replication. Through an extensive analysis of the state’s climate policies and interviews with key stakeholders, this dissertation highlights the challenges California faces in influencing global climate policy while addressing the needs of local communities that are already adversely impacted by air pollution.

The district includes the Conejo Valley, parts of the San Fernando Valley, and a slice of the Santa Clarita Valley. It includes Thousand Oaks, Simi Valley, Oak Park, Moorpark, Bell Canyon, Agoura Hills, Calabasas, Malibu, Westlake Village, Hidden Hills and other cities and areas. It has a population of about one million, 12% of which are Asian Americans. Out of over 500 thousand registered voters, 40% are democrats, 30% are republicans, and the remainder without a party preference. It is currently represented by Democrat Fran Pavley of Agoura Hills, whose term will end at the end of 2016 and will not seek for re-election. Republican candidate Steve Fazio and Democratic candidate Henry Stern are currently competing for the seat. CCCA Civic Engagement Seminar Series About Steve Fazio Steve Fazio is the Republican candidate for California 27th district senator. Fazio earned an MBA and a doctorate from Pepperdine University. He has business experience as the owner of Fazio Cleaners. He also served as a reserve police officer with the Los Angeles Police Department for 20 years (from 1981 to 2011). Fazio is a member of the Los Angeles City Fire Commission. He founded the Las Virgenes Chapter of the Young Presidents Organization and served as the founding president for the Sierra Canyon School Board of Trustees. Fazio has been a member of various organizations in the region, including the Cedars Sinai Board of Governors, the Woodland Hills Chamber of Commerce, the Brentwood Chamber of Commerce, AIPAC, WPO, AJC, and the Lincoln Club.
