Structural discrimination and inequality are also rampant in prisons, rehabilitation centers and therapeutic communities, as discussed in Chapter 3. As the IACHR ob- serves, those environments turn into institutional breeding grounds for the mar- ginalization of persons of African descent and persons living in extreme poverty. All of the above has rendered the Brazilian police, statistically, one of the most lethal police forces in the world as well as the one with the largest number of murdered officers. 7. The IACHR also garnered information showing that, for the most part, Brazil’s justice system has made no progress in terms of investigations, convictions, and reparation to victims of institutional violence. In the Commission’s opinion, as highlighted in Chap- ter 5, such crimes have largely gone unpunished, which, in intersection with structural discrimination, reinforces the assessment that the justice system is

Gordon Institute for Public Policy | Kimberly Green Latin American and Caribbean Center By Luis Bitencourt The FIU-USSOUTHCOM Academic Partnership Military Culture Series Florida International University’s Jack D. Gordon Institute for Public Policy (FIU-JGI) and FIU’s Kimberly Green Latin American and Caribbean Center (FIU-LACC), in collaboration with the United States Southern Command (USSOUTHCOM), formed the FIU-SOUTHCOM Academic Partnership. The partnership entails FIU providing research-based knowledge to further USSOUTHCOM’s understanding of the political, strategic, and cultural dimensions that shape military behavior in Latin America and the Caribbean. This goal is accomplished by employing a military culture approach. This initial phase of military culture consisted of a yearlong research program that focused on developing a standard analytical framework to identify and assess the military culture of three countries. FIU facilitated professional presentations of two countries (Cuba and Venezuela) and conducted field research for one country (Honduras). The overarching purpose of the project is two-fold: to generate a rich and dynamic base of knowledge pertaining to political, social, and strategic factors that influence military behavior; and to contribute to USSOUTHCOM’s Socio-Cultural Analysis (SCD) Program. Utilizing the notion of military culture, USSOUTHCOM has commissioned FIU-JGI to conduct country-studies in order to explain how Latin American militaries will behave in the context

Fearnside National Institute for Research in Amazonia (INPA), Manaus, Amazonas, Brazil; [email protected] ABSTRACT: Brazil’s planned São Luiz do Tapajós dam is a key part of a massive plan for hydropower and navigable waterways in the Tapajós basin and on other Amazon River tributaries. The dam’s Environmental Impact Study (EIA) illustrates the fragility of protections. EIAs are supposed to provide input to decisions on development projects, but in practice these studies tend to become formalities in legalizing prior decisions made in the absence of information on or consideration of project impacts. The EIA has a tendency to minimize or ignore significant impacts. Loss of fisheries resources is likely to be critical for Munduruku indigenous people and for traditional riverside dwellers (ribeirinhos), but the EIA claims that there is "low expectation that natural conditions of aquatic environments will be significantly altered". The destruction of Munduruku sacred sites is simply ignored. The Brazilian government’s priority for the dam has resulted in blocking creation of the Munduruku’s Sawré Muybu indigenous land and other indigenous lands throughout Brazilian Amazonia. With the exception of one legally recognized community (Montanha e Mangabal), non-indigenous ribeirinhos are considered as not 'traditional people'. Even the one recognized community is not considered to require free, prior and informed consent.

The president already had sorne of these powers before the State of Siege was declared, under the State of Emergency and under the State of Danger to Internal Peace. Under interim provision 24 of the Constitution, which comes into effect during the State of Danger to Internal Peace, the president has the power t o detain individual s without charge for up to twenty days, to banish individuals for three months, and to expel people from or ban them from entering the country.

Baudelairism and Modernity in the Poetry of Scapigliatura Alessandro Cabiati PhD The University of Edinburgh 2017 Abstract In the 1860s, the Italian Scapigliati (literally ‘the dishevelled ones’) promoted a systematic refusal of traditional literary and artistic values, coupled with a nonconformist and rebellious lifestyle. The Scapigliatura movement is still under- studied, particularly outside Italy, but it plays a pivotal role in the transition from Italian Romanticism to Decadentism. One of the authors most frequently associated with Scapigliatura in terms of literary influence as well as eccentric Bohemianism is the French poet Charles Baudelaire, certainly amongst the most innovative and pioneering figures of nineteenth-century European poetry. According to the information received by Amnesty International, Reinaldo Silva, age 18, was being sought by the police accused of killing an off-duty police officer, on 19 March, in Corumbá, during a failed attempt at assaulting a taxi driver. During the exchange of fire with the off-duty police officer Reinaldo Silva was wounded in the cheek. The following day he gave himself up to the police under the protection of the Paraguayan consul in Corumbá, to whom the authorities had given assurances for Reinaldo Silva's physical safety. Reinaldo Silva was taken under police custody to the local hospital, Hospital de Caridade, to be treated for his wound. While he was undergoing treatment, the hospital was reportedly invaded by over 40 uniformed military police officers, who stormed the hospital's emergency treatment room and, overcoming the resistance of the hospital staff and the police guard, shot Reinaldo Silva dead. After killing Reinaldo Silva the police officers reportedly celebrated in the street by firing their weapons to the air. After the killing, the general command of the Mato Grosso do Sul military police ordered the removal of the commander of the Corumbá military police force from his post and the detention of the police officers involved in the assassination.
