JORGE ROSIÑOL ABREU, Presidente del H. Ayuntamiento Constitucional del Municipio de Carmen, en cumplimiento a lo dispuesto por los artículos 115 de la Constitución Política de los Estados Unidos Mexicanos; 102 de la Constitución Política del Estado de Campeche; 61, fracción II, 146, 149 y 150 de la Ley Orgánica de los Municipios del Estado de Campeche, a los ciudadanos y autoridades del Municipio, para su publicación y debida observancia, hago saber: Que el Honorable Ayuntamiento Constitucional del Municipio de Carmen, en sesión ordinaria de Cabildo celebrada el día cuatro del mes de diciembre del año dos mil tres, ha tenido a bien en aprobar y expedir el siguiente acuerdo: PRIMERO: Se aprueba el BANDO MUNICIPAL DE CARMEN, para quedar como sigue: “BANDO MUNICIPAL DE CARMEN” TITULO PRIMERO DISPOSICIONES GENERALES CAPÍTULO I FUNDAMENTO Y OBJETO ARTICULO 1.- El Municipio de Carmen es parte integrante de la división territorial, de la organización política y administrativa del Estado de Campeche; está investido de personalidad jurídica, es autónomo en lo concerniente a su régimen interior; está administrado por un Ayuntamiento de elección popular directa, no existiendo autoridad intermedia entre éste y el Gobierno del Estado. ARTICULO 2.-. Son fundamento de las normas del presente Bando: El artículo 115, Fracción II, Párrafo Primero y Segundo de la Constitución Política de los Estados Unidos mexicanos, el artículo 102 de la Constitución Política del Estado Libre y Soberano de 6 Reglamento de Bando Municipal de Carmen Campeche y los artículos 61, fracción I, y II; y 146 de la Ley Orgánica de los Municipios del Estado de Campeche. ARTICULO 3.- El presente Bando es de interés público y tiene por objeto: establecer las normas generales básicas para orientar el régimen de gobierno y la organización y el funcionamiento de la Administración Pública; identificar autoridades y su ámbito de competencia. Sus disposiciones son de observancia general y obligatoria en todo el territorio municipal. ARTICULO 4.-. El presente Bando y los demás Reglamentos y Acuerdos que expida el Ayuntamiento serán obligatorios para las Autoridades Municipales, los vecinos, los habitantes, los visitantes y transeúntes del Municipio de Carmen, y sus infracciones serán sancionadas conforme a lo que establezcan las propias disposiciones municipales. ARTICULO 5.- Las autoridades municipales tienen competencia plena sobre el territorio del Municipio de Carmen, para decidir sobre su organización política, administrativa y sobre la prestación de los servicios públicos de carácter municipal, ajustándose a lo dispuesto por la Constitución Federal, la Estatal y las Leyes Federales y Estatales relativas. ARTICULO 6.- Le corresponde directamente la aplicación y cumplimiento del presente Bando al Ayuntamiento, por conducto del Ciudadano Presidente Municipal o, en su caso, por regidores o síndicos o bien por el Servidor Público en quien el Primer Edil delegue atribuciones. CAPITULO II FINES DEL AYUNTAMIENTO 7 Reglamento de Bando Municipal de Carmen ARTICULO 7.- Es fin esencial del Ayuntamiento lograr el bienestar general de los habitantes del Municipio, por lo tanto las autoridades municipales sujetarán sus acciones a las siguientes disposiciones: I. Respetar la dignidad de la persona humana y, en consecuencia, las garantías individuales establecidas en el título primero de la Constitución Política de los Estados Unidos Mexicanos; II. Salvaguardar y garantizar la integridad territorial del Municipio; III. Garantizar la seguridad jurídica con la observancia del marco normativo que rige al Municipio, de conformidad con la jerarquía del orden jurídico mexicano, dentro del ámbito de su competencia; IV. Revisar y actualizar la Reglamentación Municipal de acuerdo con las necesidades de la realidad social, económica y política del Municipio; V. Satisfacer las necesidades colectivas de sus habitantes mediante la adecuada prestación de los servicios públicos municipales; VI. Promover y organizar la participación ciudadana para cumplir con los planes y programas municipales; VII.Promover el adecuado y ordenado desarrollo urbano de todos los centros de población del Municipio; VIII.Conducir y regular la planeación del desarrollo del Municipio, recogiendo la voluntad de los habitantes para la elaboración de los planes respectivos; IX. Administrar justicia en el ámbito de su competencia; X. Salvaguardar y garantizar dentro de su territorio la seguridad y el orden público; XI. Promover el desarrollo de las actividades económicas, agrícolas, industriales, ganaderas, comerciales, artesanales, turísticas y demás que se señalan en la Ley Orgánica Municipal o que acuerde el Ayuntamiento, con participación de los sectores social y privado, en coordinación con entidades, dependencias y organismos estatales y federales; XII.Coadyuvar a la preservación de la ecología y a la protección y mejoramiento del medio ambiente del Municipio, a través de acciones propias, delegadas o concertadas; 8 Reglamento de Bando Municipal de Carmen XIII.Garantizar la salubridad e higiene pública; XIV.Promover la inscripción de los habitantes del Municipio al padrón municipal; XV.Preservar y fomentar los valores cívicos, culturales y artísticos del Municipio, para acrecentar la identidad municipal; XVI.Promover y garantizar la consulta popular, de tal manera que permita a los habitantes ser escuchados; XVII.Interesar a la ciudadanía en la supervisión y autogestión de las tareas públicas municipales; XVIII.Propiciar la institucionalización del servicio administrativo de carrera municipal; y XIX.Las demás que se señalen en las leyes respectivas. ARTICULO 8.- Para el cumplimiento de sus fines y funciones, el Ayuntamiento y demás autoridades municipales tendrán las atribuciones establecidas por la Constitución de la República, la Constitución Local, las Leyes Federales y Estatales, la Ley Orgánica de los Municipios del Estado de Campeche, el presente Bando y los Reglamentos Municipales. CAPÍTULO III NOMBRE Y ESCUDO ARTICULO 9.- El Nombre y el Escudo son el signo de identidad y símbolo representativo del Municipio, respectivamente. El Municipio conserva su nombre actual de "Carmen" y el Escudo los cuales no podrán ser cambiados, sino por acuerdo unánime del Ayuntamiento y con la aprobación de la Legislatura del Estado. Contacto: [email protected] Resumen El general Lázaro Cárdenas emprendió su gira electoral el 8 de diciembre de 1933 y la concluyó el 30 de junio de 1934. Recorrió más de 20 mil kilómetros y de ellos 7,294 corresponden a los trayectos que realizó por ferrocarril. Durante su campaña dio a conocer el Primer Plan Sexenal cuyos objetivos concretos se resumen en: atención a la educación, la agricultura, las obras públicas y las comunicaciones. En materia ferroviaria planteó la integración geográfica del país mediante vías férreas que unieran a las regiones tradicionalmente aisladas. En este contexto el gobierno cardenista autorizó la construcción de un ferrocarril que conectara a los estados de Veracruz, Oaxaca, Tabasco, Chiapas y Campeche al que se le denominó Ferrocarril del Sureste. Al amparo de esta línea férrea se afianzaron algunas localidades en torno a las estaciones del tren, tal como sucedió con Escárcega de Matamoros o nacieron ciudades a las que se les denominó ferrocarrileras, como es el caso de Teapa. En este sentido, el objeto de este artículo, dar un panorama general sobre las vicisitudes que se presentaron durante la construcción de la línea y de qué manera se conformó la ciudad de Escárcega.

    AMBIVALENCES AND ASYMMETRIES IN THE URBANIZATION PROCESS IN THE GULF OF MEXICO: ENVIRONMENTAL PRESSURES AND POPULATION CONCENTRATION Cuauhtémoc León and Hipólito Rodríguez FRAMEWORK: A DEFINITION OF THIS SPACE Three different countries surround this great marine water body; human activities both inland and in coastal zones and marine areas have modified, and will continue to modify this space’s biochemical, ecosystemic and, of course, socio-economic conditions. Such activities can be formally identified as the Gulf of Mexico’s economic and social space. From a historical perspective, they have had certain common traits and have perhaps been evolving at different intensities, but at least in a parallel fashion. The pace of changes has left marks shaping the landscape that can be “read,” yet unfortunately, in most instances these comprise an expansion and sequence of deleterious transformations. The boundaries of the Gulf of Mexico and, therefore, of what is considered to be its coastal zone, were defined a priori. Actually, they are of an operational nature so as to be able to deal simultaneously with three dimensions: the terrestrial landscape analyzed as ecoregions; socio-demographic dynamics studied on the basis of municipalities (or counties); and urban cores or cities, which enable us to easily visualize population concentration. Thus, the coastal zone was delimited as a mostly terrestrial strip having municipal boundaries (and therefore jurisdictional ones) and landscape features. As a result, this is not necessarily a region in the economic or geographic sense but rather, most likely, it is composed of asymmetrical, disconnected, and perhaps complementary territorial and political units which at most depend upon one another to a certain degree.

Lilia Susana Padilla y Sotelo1 Armando García de León L.2 RESUMEN La isla del Carmen ubica en su territorio una ciudad y un puerto homónimos, localizados en el estado de Campeche, México, en ella se han registrado acontecimientos históricos, sociales y económicos que han marcado su desarrollo, el más reciente el descubrimiento de los mas importantes yacimientos de hidrocarburos del país en la denominada Sonda de Campeche en lo que corresponde al Golfo de México. La presencia de Petróleos Mexicanos (PEMEX) en la región, es preponderante pero en épocas pasadas también han sido de relevancia otras actividades económicas que le anteceden, como la explotación del palo de tinte y madera, el cultivo del chicle y la pesca de camarón.     A Characterization of the Shark Fisheries in Campeche, Mexico by Jessica Ritter Dr. Michael Orbach May 2013 Masters project submitted in partial fulfillment of the requirements for the Master of Environmental Management degree in the Nicholas School of the Environment of Duke University 2013 ABSTRACT Since the early 1990s, shark landings in the Mexican state of Campeche have declined drastically, mirroring an overall decrease in shark populations across the Gulf of Mexico. Historically, most research on the Campeche shark fisheries has focused on assessing the health of shark populations, with little emphasis placed on understanding the human dimension of these artisanal fisheries. This study begins to fill that knowledge gap through participant observation and informal interviews with fishery participants. Results clarify the organizational structure and the rules-in-use of the fisheries, as well as the attitudes of fishery participants towards government regulations.
