SUBMISSION FOR BOUNDARY CHANGES – KNOWLE WARD .

The heart of Knowle Ward is the Broadwalk shopping area and Redcatch Park. The shopping area, as well as a wide variety of shops, contains a large doctor’s practice and huge dentist’s practice, together with a post office, financial institutions and leisure facilities. For a large percentage of the people in the existing and proposed ward area it is the hub for daily and weekend life. It is very sociable and events within the park regularly attract very large local crowds from both sides of Broad Walk and the Wells Rd area. i The Airport and Callington Rds are hard boundaries, although both sides of Wootton Park need to be included because they do not belong elsewhere, but Hither Bath Bridge is clearly more connected with ward. ii The Salcombe Rd to Newquay Rd area are part of what is quite commonly known as and there are very good community reasons for following the boundary of the Knowle West Regeneration Area. At present these few streets are in Knowle and do not share an elected representative with the main part of Knowle West ( Ward). Although we are from different parties the ward Cllrs work closely together and we are in complete agreement with the Filwood Cllrs over this. iii We are also in agreement that Beckington Rd & Walk and Wingfield Rd have far more in common with Knowle (area called lower Knowle) and should never have been placed in the Regeneration Area. We hope that the boundary movement can be agreed and we would then seek to amend the Regeneration Area boundary to match this and the reality on the ground.

It would of course follow that the rest of Redcatch Rd joins the part already in Knowle ward. iv It follows that the group of streets in between Redcatch Rd and Wells Rd - Sylvia Ave, Ravenshill, Ketch Road, Tyning Road, Fitzgerald Road should also be included in Knowle Ward. Again we have Sylvia Avenue being reunited. This group is not quite as tightly dependent on Broad Walk but there is no other significant centre that they point to. The new school being opened on the South side of St John’s lane will further reduce the crossing of St John’s Lane. St John’s Lane is again a very hard boundary and delineates lower Knowle from Windmill Hill.

Perrett Park clearly fits within Knowle, as do the Bayham Rd Allotments, but Victoria park is a different community and there is little crossing of St John’s lane.

v The group of streets on the West of Wells Rd from Crowndale Rd to Lilymead Ave (not including Knowle Road) are in character with Knowle, face mainly to Wells Rd/Broad Walk for services and community, and should be transferred from Windmill Hill Ward to Knowle Ward. vi Currently in Windmill Hill ward the area of older houses to the East of Wells Rd, together with the ones on the inner side of St John’s lane have the identity of Totterdown, but the ones on the Bath Rd clearly belong to West ward. Totterdown looks more to the city centre than to any local facilities except with regard to the Hillcrest school which is on the Windmill Hill/ Knowle border. There is a particularly strong residents association (T.R.E.S.A.) that represents Totterdown and we feel it would be detrimental to split their area.

Proposed boundary changes - i Hither Bath Bridge - Move from Knowle Ward to Stockwood Ward.

It is not part of the community of Knowle. ii Newquay Rd (part) Daventry Rd (part) Salcombe Rd, Minehead Rd, Chilton Road, Teignmouth Road, Exmouth Road , Dunster Rd, Crediton Cres (part) Somerdale Avenue (part), Ilminster Avenue (part) Silverton Court to move from Knowle to Filwood Ward.

This would then match the Knowle West Regeneration Area boundary and has been agreed with Filwood Ward Labour Councillors.

iii Beckington Road & Walk, Wingfield Road and the Lower part of Redcatch Road. Move to Knowle Ward from Filwood Ward.

These are part of the Knowle West Regeneration Area but we agree with Filwood councillors that they are not a cohesive part of the Filwood community.

iv Ravenhill Road, Ketch Road, Tyning Road, Fitzgerald Road and Sylvia Avenue (part). Move from Windmill Hill Ward to Knowle Ward. v The rest of Bayham Road (part), Lilymead Ave, Haverstock Road, Brecknock Road, Fairfoot Road, Crowndale Road (part), Wells Road (part), and Perrett Park. Move from Windmill Hill Ward to Knowle Ward vi Crowndale Road to Lilymead Ave are definitely recognised as a part of the Knowle community, whereas the other side of the road has a different character and we recognize the necessity of keeping the Totterdown area together as a cohesive community.
