1St October Punjab Akali Dal Has Announced That the Party Would Hold Date: 1st October Punjab Akali Dal has announced that the party would hold ‘Kisan March’ which would commence from all three religious ‘Takht Sahibs’ in Punjab and culminate at Mohali. Date: 28th September Delhi, Uttarakhand, Karnataka, Tamil Nadu, Uttar Pradesh, Gujarat, and Punjab A tractor was set on fire near Delhi’s India Gate as a mark of protest by Punjab Youth Congress workers. A joint forum of several farmers, labourers and Dalit organisations observed a statewide bandh in Karnataka after the state government went ahead and tabled a bill to amend the APMC act.Several Congress andJanata Dal (Secular) (JD-S) workerswere detained by police as they protested against the Act. In Tamil Nadu, DMK and its allies hit the streets in Chennai, Coimbatore, Madurai, Tiruchirappalli and Tirunelveli among other places across the state, protesting the three farm sector legislations, with chief M K Stalin saying his party was ready to challenge the Centre’s contentious move in court. In Uttarakhand, Congress held a protest march led by state unit president Pritam Singh towards the governor house.The State Industrial Development Corporation of Uttarakhand limited (SIDCUL) and labour sanyukt morcha, a labour rights body in US Nagar district, also held a protest rally separately. In Uttar Pradesh, Congress and Pragatisheel Samajwadi Party (Lohia) workers staged protests in Lucknow. Uttar Pradesh Congress Committee (UPCC) president Ajay Kumar Lallu and other party workers were held by police during the protest, while members of the Pragatisheel Samajwadi Party students’ wingwere stopped as they tried to march towards the chief minister's residence. In Gujarat, nearly 100 Congress workers, including state party president Amit Chavda, were detained in Gandhinagar after they staged a protest against the farm acts. Date: 26th September Odisha Members of different farmer bodies, Left parties, trade unions and Congress party staged demonstrations in Bhubaneshwar and other parts of the state on Friday. Date: 25th September Punjab, Haryana, Uttar Pradesh, Kerala, Maharashtra, Tamil Nadu, Karnataka and Telangana All India Kisan Sangharsh Coordination Committee (AIKSCC) announced ‘Bharat Bandh’which was observed by farmers in Punjab, Haryana and Uttar Pradesh. In Punjab women protesters under the banner of Kisan Mazdoor Sangharsh Committee (KMSC) in Amritsar took out a protest march. The Delhi-Amritsar highway was blocked at several places by farmers from the Bharatiya Kisan Union (BKU) and the Revolutionary Marxist Party of India (RMPI). In Haryana, farmers blocked the Rohtak-Jhajjar road. Protests were also held at several places, including Rewari and Yamunanagar. In Kerala, the Samyuktha Karshaka Samithi staged protests outside central government offices in the state. In Maharashtra, Swabhimani Shetkari Sanghatna (SSS) and CPI-led All India Kisan Sabha (AIKS) held protests at different locations across the state.More than 10,000 peasants blocked the Mumbai-Baroda- Jaipur-DDelhi national highway at two places in Palghar district–Charoti in Dahanu tehsil and Boisar Naka in Palghar tehsil. In Telangana, AIKSCC, Unions and left parties organised protests in Hyderabad. Date: 24th September Punjab and Haryana Farmers in Punjab and Haryana observed ‘Rail Roko’ agitationacross the two states. It was scheduled to conclude on September 26 but was extended by three more days. Haryana Police used water cannons to stop Haryana Youth Congress (HYC) activists from heading toward Delhi to protest against the acts. Date: 23rd September Delhi and West Bengal Members of the Congress, Trinamool Congress, Communist Party of India (CPI), Communist Party of India (Marxist) (CPI-M), Dravida Munnetra Kazhagam (DMK), Rashtriya Janata Dal (RJD), Aam Aadmi Party (AAP), Samajwadi Party (SP) and the Nationalist Congress Party (NCP) took out a silent protest march in the Parliament complex. In West Bengal, TMC staged a sit-in in Kolkata’s Mayo Road and Left parties brought out a rally in the city. Date: 21st September Rajasthan and Karnataka As a mark of protest around 247 Krishi Upaj Mandis in Rajasthan remained closed and the All India Kisan Sabha staged ‘Paraav’ outside the District Collectorateoffice in Sri Ganganagar and Hanumangarh. In Bengaluru, hundreds of farmers, labourers and members of Dalit organisations protested against the bills. Among those who participated in the protests were veteran freedom fighter HN Doreswamy, Swaraj Abhiyan chief Yogendra Yadav, writer Devanur Mahadeva, and former Justice HN Nagamohan. Date: 20th September Haryana Farmers in Haryana blocked roads and burned copies of the three farm acts as they were passed in the Rajya Sabha. Given the apparently insurmountable political power of the rural lobby at the end of the 80s, this would seem as a paradox. A nuanced analysis reveals, however, that there are economic constraints to how far rural power can go, in addition to self-limitations to its collective action due to conflicting identities like class, caste, region and religion. In part the marginalization of agriculture since the 90s might be explained by the shrinking policy space for national governments under increasingly supranational regimes of a changing global political economy. But to the extent that the change in economic priorities was a choice that the Indian government made, the political feasibility for this was provided by the growing ethnicization and communalization of political discourse in India since the 90s which subsumed the political force of the agrarian interest. The relative quiescence in Farmers’ Movements today is also to be seen in the context of the slow but remarkable flux within the contemporary rural society which is changing the identities of the farmers and how they relate to farming and the village.

The tractors carry the flag of the Bharatiya Kisan Union | ChalChitra Abhiyaan The decline of farmer identity from the 1990s brought a generation of upwardly mobile Jats close to the BJP. The waning of urban economic opportunities has reminded youth of the security from ties to the land, spurring the resistance to the farm laws. Following the Bharatiya Janata Party government’s attempt earlier this year to forcibly remove farmers protesting the farm laws on the borders of Delhi, the epicentre of the movement has shifted deep into the Jat- dominated villages of western Uttar Pradesh (UP) and Haryana. The large presence of Muslim farmers in the several kisan mahapanchayats across the region has been read as a sign of a reemergence of a farmers’ identity, an identity that had been torn apart by the 2013 Muzaffarnagar riots that pitted the mostly Hindu Jats against Muslims. Neither the Jat claim to Hindutva a few years ago nor the re-emergence of a farmer identity in the present happened overnight. The deepening agrarian crisis and changes in social relations in western UP since the 1990s had accelerated social and spatial mobilities in the region, leading to fissures in the farmer’s polity and the BJP gaining politically. A younger generation of upward mobile Jats, dislocated from agriculture, hardly identified with the kisan identity. Urban workspaces and cultures began shaping their socio-political identities. The way Adityanath charismatically won over Bollywood on the turf that can be said to belong to another ‘Saffron character’ Uddhav Thackeray, one can only say that the leader isn’t looking back anytime soon. With the dramatic achievements of their sur- prise ‘nominee’ Adityanath, his two mentors— Narendra Modi and Amit Shah—are quite upbeat with an all round success of ‘Yogi experiment’.

Linking macro and micro economic factors to social structural and symbolic meanings, the article highlights the ways in which a range of new risks and contradictory social trends render the lives of agriculturists into distress conditions. Such conditions of distress are compounded by the social structuring of commercial agriculture that has led to the ‘individualization of agriculturists’. These trends combine with the larger context of neo-liberal India, where agricultural issues and agriculturists are in a state of ‘advanced marginalization’, and account for the making of distress in which large numbers of agriculturists have taken their lives. 3 SUICIDES AND THE MAKING OF INDIA’S AGRARIAN DISTRESS A.R. Vasavi Between the years 1998 and 2000, news of suicides among agriculturists trickled through some newspapers and television channels. By 2004, the suicides became the index of a crisis in India’s agriculture and led to widespread debates and reports. Even as the suicides in Maharashtra gained momentum between 2005-6, enforcing the Prime Minister to visit the region and declare ‘monetary relief packages’, the nature of the suicides gained another dimension. In Mysore, four agriculturists attempted to commit suicide in the Deputy Commissioner’s office grounds, and several of those committing suicide in the Vidharbha region of Maharashtra wrote notes addressed to the government1.

In news Content In news: Three farm laws enacted in September, 2020 to allow agri-businesses to freely trade farm produce without restrictions have gained criticism countrywide. They permit private traders to stockpile large quantities of essential commodities for future sales and lay down new rules for contract farming. Farmers are of the view that the reforms will make them vulnerable to exploitation by big corporations, erode their bargaining power and weaken the government’s Minimum Support Price system that offers cultivators assured prices from the government. The laws are being blamed as pro-corporate and will eventually be detrimental to the farm sector. Thousands of farmers have been camping at Delhi’s borders and disrupted traffic movement from and to Haryana seeking the repeal of the laws. The blockade has also hit the supply of goods from Punjab, Haryana, Himachal Pradesh, and Jammu and Kashmir.
