    2008 Speech Strasbourg 30 October 2008 Maria Larsson, Minister for Children and the Elderly Speech by Ms Maria Larsson at the Conference "Protecting and promoting the rights of persons with disabilities in Europe" Ladies and gentlemen, dear participants! As you already know this conference has been arranged in cooperation between Sweden, the Council of Europe Committee of Ministers and the Nordic Council of Ministers. And one objective of the Swedish Chairs of these two organisations is to strengthen the status of disability issues in the work of the Council of Europe and in Nordic cooperation. Disability issues have therefore been given priority and a prominent place in the programmes of the two Swedish Chairs. It is high time to start to think about disability issues as questions of human rights. Around 650 million people with disabilities are dependent on the protection provided by the UN Convention on the Rights of Persons with Disabilities. The Convention does not create new rights but aims to remove obstacles that prevent persons with disabilities from enjoying human rights. And it is important to keep in mind that all human rights are indivisible and interdependent. For Sweden it is important that the continuation of the process is inclusive. Men and women with disabilities and their representative organisations must be involved in and participate fully in the implementation of the Convention. People with disabilities must themselves have a major say in the monitoring process. "Nothing about us without us!" This motto was often repeated in New York during the negotiations on the UN Convention. The rights for everyone to participate in society on equal terms should be the main focus.

    The Swedish Sex Purchase Act: Claimed Success and Documented Effects1 By Susanne Dodillet and Petra Östergren Conference paper presented at the International Workshop: Decriminalizing Prostitution and Beyond: Practical Experiences and Challenges. The Hague, March 3 and 4, 2011 Introduction Sweden's criminalization of the purchase of sexual services in 1999 is said to be a unique measure: to only punish those who buy sexual services, not those who sell them. However this alleged uniqueness is questionable, and for several reasons. There are a number of other laws and regulations against prostitution, which effectively make Swedish prostitution policy similar to those countries in the world that attempt to reduce or eradicate prostitution with legislative means. Another reason the claim to uniqueness is doubtful is that one must examine more than the wording of a law or policy model ("it is only those who buy sex who are being punished") when analyzing it – one has to consider the actual consequences. For instance, a law against the purchase of the services offered in massage therapy, psychotherapy or sexual health counselling would obviously not only punish the buyers, but also carry negative consequences for those who offer the services. Therefore, to only focus on one of several prostitution laws, ignore its consequences and call this a "unique" policy model is either ignorant or a deliberate deception. But there are some aspects of the Sex Purchase Act that can be said to be unique. One such aspect is the way it has been justified by policymakers. The Sex Purchase Act was introduced by feminist policymakers who argued that prostitution is a form of male violence against women, that it is physically and psychologically damaging to sell sex and that there are no women who sell sex voluntarily.

    “Fully Acceptable” Policies on Homosexuality in the Swedish Parliament between 1933-2010 Master’s Thesis The Department of Government Uppsala December 2020 Author: Markus Sjölén Gustafsson Supervisor: Per Adman Abstract This study looks at the development in policy towards homosexuals in Sweden from criminalization to constitutional protection. A study on the ideational development in parliament has yet to be conducted. By studying the frames expressed in the official documents between 1933 and 2010 the study analyses ideas in terms of problems and solutions to describe how change occurred. The result is that Swedish policy towards homosexuals has been determined by two frames of understanding: a sexual frame and an emotional frame. The policy process of the frames developed similarly in terms of institutionalization. Initially both frames saw homosexuals as dangerous which resulted in a different legal status. The frames gradually harmonized with a new scientific understanding that reinterpreted homosexuality as harmless and the different legal status problematic.
