MOST IMPORTANT DECISION MADE BY THE ECU BOARD : The report on the activities between the two meetings was adopted The Board made a decision on signing the contract with Convekta Company concerning the mutual organization of chess tournaments on the internet The report on the work of the Commissions for Sofia Rule, Dress Code and Copyright on the use of chess games from the ECU competitions created by President Danailov was adopted Members of the working group were appointed - 1. Dirk de Ridder, Almog Burstein, Theodoros Tsorbatzoglou. They will prepare the proposal on the changes of the ECU Tournament Rules and Regulations until the next Board meeting © Europechess.net Page 1 The extension of cooperation with the University of Dallas was accepted with great pleasure Important decisions concerning the bidding procedure for 2013 were made The organization of the following competitions for 2013 was granted - solo bidders: European Youth Rapid and Blitz Championships Budva, Montenegro European Amateur Championship Pardubice, Czech Republic European Individual School Championship, Subotica, Serbia The organization of the following competitions in 2012 was granted: European Rapid & Blitz Chess Championship Warsaw, Poland European Youth Rapid and Blitz Championships Banja Vrucica, Teslic Bosnia & Herzegovina The next Board meeting will be held in Albena, Bulgaria from 13-14 September, 2011. ECU Board met with the Mayor of Iasi © Europechess.net Page 2 POLAND AND ROMANIA WON THE EUROPEAN YOUTH TEAM CHAMPIONSHIP-U 18’2011 Poland and Romania won the European Youth Team Championship U 18. The event, organized by the European Chess Union, Romanian Chess Federation and Municipality of Iasi, was held in the town of Iasi, Romania on July 14-22, 2011. The team of Poland The team of Romania 1 In the Open section of the tournament the final ranking is the following: Poland, Turkey, Romania 1, Hungary, Croatia, Romania 2, Slovenia, Bulgaria, Germany, Israel, Romania 3, Moldova. The team composition of the new European Champions was: IM Marcel Kanarek, FM Zbigniew Strzemiecki, FM Daniel Sadzikowski and Pawel Weichhold. In the girls section of the tournament the final ranking is the following: Romania 1, Hungary 1, Hungary 2, Bulgaria, Romania 2, Poland, Slovenia, Romania 3. The silver took Andreas Diermair with 7 points, the bronze is for Georg Danner, who finished with 6.5 points. In women's section, IM Eva Moser defends her title with 8 points final result. With the same points finshed the tournament the silver holder WIM AnnaChristina Kopinits. The third place is for Barbara Schink-6.5 points. The silver took the Bulgarian IM Sasho Nikolov, who finished with 6.5 points. On the shared third place with 6 points finished FM Riste Menkinoski, IM Orce Dancevski and GM Vlatko Bogdanovski. The Championship was held on July 1624, 2011 in Struga and organized by the Chess Federation of FYR of Macedonia and Alkaloid. Other results: 3rd (1995, 1997, 2001), 4th (2000) Two Decades at the Top of Chess This is not a comeback, since Boris Gelfand never left the chess elite in the last twenty years. However, at the age of 41, the Israeli player has reached a new peak and is experiencing a a third wind. He is back in the world Top-10, officially as number 9 (in fact, a virtual number 5, if one takes into account his latest results that have not yet been recorded). He had not been ranked so high since 2006. Age does not seem to matter for this player who is unanimously appreciated in the field, both for his technical prowess and his personality. In Biel, he will not only be the senior player of the Grandmaster tournament, but also the top ranked and the Festival’s most loyal participant. Since his first appearance in 1993, he has come seven times to Biel; it is precisely at this Festival that he earned one of his greatest victories: in 1993, he finished first in the Interzonal Tournament (which, by then, was the only qualifying competition for the world championship), out of 73 participating grandmasters (including Anand and Kramnik). His victory in Biel against Anand is mentioned in his book, My Most Memorable Games.

Bei beiden Teilnahmen brillierte er und holte sich jeweils unangefochten den Turniersieg, 2003 mit 8 aus 10 und 2004 mit 7.5 Punkten. Anlässlich seiner beiden Besuche erspielte er 11 Siege und 9 Remis, womit er ungeschlagen ist. Biel ist für Alexander Morozevich ein exellentes Pflaster. Der 29jährige Moskowiter Grossmeister treibt seine Gegner oft zur Verzweiflung, indem er wie kein anderer auf dem Schachbrett ein taktisches Feuerwerk zu entzünden vermag. Unter seinesgleichen gilt er als einer der kreativsten und unberechenbarsten Spieler überhaupt. Er wird deshalb bei seinem dritten Gastspiel im Kongresshaus den Hattrick anstreben, was im Grossmeisterturnier bisher nur Anatoly Karpov in den Jahren 1990, 92 und 96 erreicht hat. Als aktuelle Nummer 9 der Weltrangliste (Rang 4 war bisher seine beste Klassierung) wird er der H öchstdotierte in Biel sein. In den letzten Monaten hat Alexander Morozevich hervorragende Leistungen erzielt. Im Herbst 2005 erreichte er an den Weltmeisterschaften in San Luis, Argentinien, den 4. Rang (den Titel holte Veselin Topalov). Im Anschluss war er massgeblich an der Goldmedaille Russlands bei der Mannschaftsweltmeisterschaft in Beer‐Sheva, Israël, beteiligt. Mit Schwarz erkämpfte er sich und seinem Team den entscheidenden Punkt gegen China. Schliesslich gewann er im Frühling 2006 zum 3. Mal in seiner Karriere zusammen mit Anand das prestigeträchtige Amberturnier in Monaco (eine Kombination von Rapid‐ und Blindpartien).

Il y a remporté avec un brio déconcertant les deux tournois des grands maîtres auxquels il a participé. En 2003, avec 8 points sur 10, puis en 2004 avec 7,5 points. En deux visites et vingt parties, Alexander Morozevich a fêté 11 victoires et 9 nuls. Il reste invaincu. Bienne lui sied à merveille. Artiste déroutant pour ses adversaires, le grand maître moscovite (29 ans) n’a pas son pareil pour mettre le feu à l’échiquier. Considéré par ses pairs comme l’un des joueurs les plus créatifs et imprévisibles du circuit mondial, il visera donc la passe de trois au Palais des Congrès (ce que seul Anatoly Karpov est parvenu à accomplir au tournoi des grands maîtres, en 1990, 92 et 96). Actuel numéro 9 mondial (son meilleur classement fut le 4e rang), il sera le mieux cot é de tous à Bienne. Alexander Morozevich a aligné les performances de premier choix ces derniers mois. A l’automne 2005, il a décroché (à San Luis, en Argentine) le 4e rang du championnat du monde individuel (remporté par Veselin Topalov).     ETHICS COMMISSION _- PROCEDURAL RULES 1. Register of cases All complaints and reports concerning violations of the FIDE Code of Ethics shall be addressed to the FIDE Ethics Commission (hereafter called the “EC”) through the FIDE Secretariat. The FIDE Secretariat will transmit copy of them to the Chairman of the EC. A Register of the cases of the EC is set up at the office of the FIDE Secretariat. The Chairman of the EC will communicate to the FIDE Secretariat the name and the progressive number assigned to each case. 2. Language The working language of the EC is English. The EC shall, at the request of any party, authorize a language other than English to be used by the parties involved. In that occurrence, the EC may order any or all of the parties to bear all or part of the translation and interpreting costs. The EC may order that all documents submitted in languages other than English shall be filed together with a certified translation in the language of the procedure. 3. Notifications and Communications All notifications and communications that the EC intend for the parties shall be made through the FIDE Secretariat. All communications that the parties intend for the EC shall be made through the FIDE Secretariat. 4. Representation and Assistance The parties may be represented or assisted by persons of their choice. The names, addresses, telephone and facsimile numbers, e-mails addresses of the persons representing the parties shall be communicated to the FIDE Secretariat. 5. Intervention If a FIDE Federation, a FIDE Organ or any other person has an interest in a case submitted to the competence of EC, it may submit to the EC memorials and documents.

His global achievement at the Festival is impressive: 30 games, 18 wins, 10 draws, and 2 losses. In 39 years of history, no other grandmaster ever reached such an average. It is not a strict manual; instead it follows my personal experience on the subject of openings. There are many opening theory manuals available in the market with deep computer analysis – but the human part of the process is missing. This book aims to fill this gap. I tried to present the material which influenced me the most in my chess career. This is why a large chapter on the Isolated Queen’s Pawn is present. These types of opening positions boosted my chess understanding and helped me advance to the top. My method of explaining the evolution in thinking about the IQP is to trace the history of games with the Tarrasch Defence, from Siegbert Tarrasch himself to Garry Kasparov. The recommended theory moves may have changed in the 21st century, but there are many positional ideas that can best be understood by studying “ancient” games. Some readers may find this book answers their questions about which openings to play, how to properly use computer evaluations, and so on. However, the aim of this book is not to give readymade answers – I will not ask you to memorize that on move 23 of a certain line you must play ¤d5. In chess, the ability to analyse and arrive at the right conclusions yourself is the most valuable skill. I hope that every chess player and coach who reads this book will develop his or her understanding of opening preparation.
