Annual General Meeting continued… At 17.00 hrs onwards President, INSA welcomed all the Fellows. Thereafter, the regular agenda items were taken up. 1. Condolence at the passing away of the distinguished Fellows. The sad demise of Professors Ramamirtha Jayaraman, Umakant Waman Kenkare, Govind Swarup and Khadg Singh Validya, Fellows of the Academy were reported. The obituary notes were read by the President, INSA and all those who were attending the meeting stood in silence for a minute as a mark of respect to the departed soul. 2. Confirmation of minutes of General Body Meeting held on 7 August, 2020. Professor Gaiti Hasan, Vice-President (Fellowship Affairs) gave a brief overview of the issues discussed in the General Body Meeting of the Academy held on 7 August, 2020. The minutes were, thereafter, confirmed by the members of the general body. 3. Announcement of result of scrutiny of voting papers for election of Officers and Members of the Council for the year 2021. President, INSA thanked Professor Subrata Sinha and Professor JP Khurana who were appointed as scrutineers for counting the e-votes for the election of Fellows, Foreign Fellows and INSA Council for 2021. She also profusely thanked Professor Gadadhar Misra, Vice-President and Mr Dhirendra Tripathi for their support in developing an e-voting portal and conducting the voting process for the election of Fellows, Foreign Fellows and Council during last two years. Professor Gaiti Hasan announced names of those who were elected as members of the Council 2021. The list is attached at Annexure-II. 4. Announcement of result of scrutiny of voting papers for election of Fellows and Foreign Fellows for the year 2021. Professor Gaiti Hasan, Vice-President announced names of those elected as Fellows and Foreign Fellows of INSA and read their citations as per Annexure-III. 3 5. Announcement of name of recipients of the INSA Medal for Young Scientist Award 2020. The names and brief citation of 40 scientists (Annexure-IV) selected as awardee of INSA Medal for Young Scientists 2020 were announced by Professor Gaiti Hasan, Vice-President. 6. Announcement of name of recipient of the INSA Young Historian of Science Award 2020. Professor Gaiti Hasan, Vice-President announced the name of the INSA Young Historian of Science Awardee for the year 2020: Ms. Barsha Ritu Goswami (b 13.02.1988), PhD Scholar, Dept. of Chemistry, Tejpur University, Assam for the significant contributions made by her towards a scientific study on Mahī, a traditional herbal ink of medieval Assam. 7. Announcement of name of recipients of the INSA Teachers Award 2020. Professor Gaiti Hasan, Vice-President announced the names of the 14 outstanding Teachers (Annexure-V) as recipient of the INSA Teachers Award for the year 2020. 8. To inform the Fellows about the creation a Data Cell in INSA. Professor Gaiti Hasan, Vice-President briefed the Fellows that INSA will create a Data Analytics, Data Interpretation and Program Evaluation Cell to assess the impacts of Science Initiatives of INSA / Nation. Council considered and agreed to create a Data Cell in the Academy. It was decided that a small Committee will be constituted to suggest the implementation of this proposal. 9. To inform the Fellows about instituting an award to recognize outstanding contributions in developing / improving new technology for the benefit of the society. Professor Gaiti Hasan, Vice-President informed the Fellows that the Council deliberated on the institution of an award to recognize life time achievements of scientist for developing / improving new technology for the benefit of the society. During the discussion, number of suggestions were proposed by Professor GD Yadav and others regarding streamlining of various INSA awards. It was noted that frequently many awards receive few or no nomination. The members felt the need to review INSA awards. Accordingly, President, INSA proposed that a small committee comprising of Professor GD Yadav and others will be constituted to review all existing 72 awards of INSA (including the above mentioned award). 10. Announcement of names of representatives of Cooperating Academies and the Govt. of India on the Council of INSA for the year 2021. The names of Professors Kunal Ghosh, Madhoolika Agrawal and Sandeep Verma as representatives of the Asiatic Society, the National Academy of Sciences (India) and the Govt. of India, Department of Science & Technology, respectively were announced. It was noted that the nomination of the representative of Indian Science Congress Association is awaited. 4 11. Submission of the list of Fellows corrected up-to-date. Professor Gaiti Hasan, Vice-President informed that the number of Fellows as on 20 October, 2020 stood at 929. A list of Fellows corrected up to date is available at www.insaindia.res.in. 12. To read as required under Rule 40(c) the name of nominees for election as INSA Fellow / Foreign Fellow from 26 June, 2020 to 25 July, 2020. Professor Gaiti Hasan, Vice-President, INSA read the names of those whose nominations were received for election as INSA Fellow and Foreign Fellow. 13. Annual Report of the Academy for the year 2019-20. Professor Gaiti Hasan presented the highlights of the annual report along with the audited annual balance sheet for FY 2019-20. The report have been submitted to DST. 14. Review of work of the Academy by the President, INSA. The highlights of the activities of the Academy in past one year was presented by President, INSA. A brief note is given at Annexure-VI. The meeting ended with a vote of thanks to the Chair. _____ 5 Annexure-I Professor RA Mashelkar, FNA, FRS National Research Fellow Inclusive innovation: View from a personal lens The post-pandemic devastation of lives and livelihoods is rapid and massive. Globally, in just over 100 days, around 100 million families plummeted from poverty to extreme poverty, 450 million jobs were lost, 1.6 billion children went out of school, with almost one third without access to online learning due to digital deprivation and inequalities increased sharply. We urgently need the magic of access equality despite income inequality. That means embracing inclusive innovation. The narrative will focus on the personal experience gained during the execution of Anjani Mashelkar Inclusive Innovation Awards as also through the championing globally of the concept of Gandhian Engineering, both

The serotonin1A receptor is an important neurotransmitter receptor of the GPCR superfamily and is implicated in the generation and modulation of various cognitive, behavioral and developmental functions. We demonstrated that membrane cholesterol is necessary for ligand binding, and G-protein coupling of serotonin1A receptors. Interestingly, recently reported crystal structures of GPCRs have shown structural evidence of cholesterol binding site(s). In this context, we reported the presence of cholesterol recognition/interaction amino acid consensus (CRAC) motifs in the serotonin1A receptor. We also showed that the receptor is more stable and compact in the presence of membrane cholesterol. Our recent results utilizing coarse-grain molecular dynamics simulations to analyze the molecular nature of receptor-cholesterol interaction offer interesting insight in cholesterol binding site(s) in the receptor and oligomerization of the receptor. We showed utilizing homo-FRET and photo bleaching image correlation spectroscopy (pbICS) that the oligomerization of the serotonin1A receptor is modulated by membrane cholesterol.

Words won’t be suffice to describe the painstaking labour of Hindi translation team. During the period April 2019 - March 2020, there were 144 students pursuing their PhD and 42 scholars pursuing their post-doctoral programme at IMSc. Spread through this period, the Institute organized or co-sponsored several workshops and conferences. The First IMSc discussion meeting on extreme QCD matter held during September 16 - 21, 2019 brought together senior scientists to deliver a set of pedagogic lectures on the current state-of-the-art, open problems and challenges in the area of hot and dense QCD matter. The annual meeting of the International Pulsar Timing Array (IPTA) was organized during June 10 - 21, 2019 by its Indian arm, of which IMSc is a part. An NCM sponsored workshop on Combinatorial Models for Representation Theory was organised in IMSc during November 4 - 16, 2019 and saw active participation from Ph.D students and postdocs from across the country. An ACM-India Summer School on Graphs and Graph Algorithms and a meeting on Recent Trends in Algorithms were both organised during the year.

Bose National Centre for Basic Sciences, Kolkata 700106, India Based on some analytic structural properties of the Gini and Kolkata indices for social inequality, as obtained from a generic form of the Lorenz function, we make a conjecture that the limiting (effective saturation) value of the above-mentioned indices is about 0.865. This, together with some more new observations on the citation statistics of individual authors (including Nobel laureates), suggests that about 14% of people or papers or social conflicts tend to earn or attract or cause about 86% of wealth or citations or deaths respectively in very competitive situations in markets, universities or wars. This is a modified form of the (more than a) century old 80 − 20 law of Pareto in economy (not visible today because of various welfare and other strategies) and gives an universal value (0.86) of social (inequality) constant or number. I. INTRODUCTION Unlike the universal constants in physical sciences, like the Gravitational Constant of Newton’s Gravity law, Boltzmann Constant of thermodynamics or Planck’s Constant of Quantum Mechanics, there is no established universal constant yet in social sciences. There have of course been suggestion of several possible candidates. Stanley Milgram’s experiment [1] to determine the social ‘contact-distance’ between any two per- sons of the society, by trying to deliver letters from and to random people through personal chains of friends or acquaintances, suggested ‘Six Degrees of Separation’.
