Administrative Matters HAMILTON COUNTY BOARD OF EDUCATION 1 QUARTERLY_SESSION – MARCH 17, 2016 The Hamilton County Board of Education met in Regular Session in the Board Room at 3074 Hickory Valley Road on Thursday, March 17, 2016 Chairman Welch called the meeting to order at 5:30 p.m. ROLL CALL: Present were Chairman Welch, Vice Chairman Horn, Mr. Galloway, Dr. Highlander, Dr. Martin, Ms. Mosley, Mr. Ricks, Mr. Testerman, Mrs. Thurman, and Ms. Snakenberg. APPOINTMENT OF ACTING SUPERINTENDENT Mr. Ricks made a motion, seconded by Mrs. Thurman, to appoint Dr. Kirk Kelly and Dr. Lee McDade to serve as Co-Acting Superintendents. Discussion followed. Mrs. Mosley amended the motion, seconded by Dr. Highlander, to state that Dr. Kelly act as primary and Dr. McDade act as supporting co-acting superintendents. ROLL CALL VOTE: Mr. Galloway, Dr. Highlander, Mrs. Horn, Dr. Martin, Ms. Mosley, Mr. Ricks, Mr. Testerman, Mrs. Thurman, and Chairman Welch voted aye. MOTION UNANIMOUSLY APPROVED I. Approval of the Agenda Chairman Welch stated the following requests to amend the agenda: Following Roll Call add: APPOINTMENT OF ACTING SUPERINTENDENT. Under item IV. Under Approval of Minutes add: Minutes of the Special Called Session of March 7, 2016 and Minutes of Special Called Session of March 10, 2016. Add Board Matters as item VII. Add items: A. Zero Tolerance Suspension Appeal Review by Board; B. Selection of Realtor for East Brainerd Elementary; C. Retention of an Outside Investigator; and D. Discussion of Interim Superintendent. Under Delegations add: C. Raylene Casson; D. Clarence Seay; and E. Linda Staughler. Dr. Martin made a motion, seconded by Dr. Highlander, to approve the agenda, as amended. ROLL CALL VOTE: Mr. Galloway, Mrs. Horn, Dr. Highlander, Dr. Martin, Ms. Mosley, Mr. Ricks, Mr. Testerman, Mrs. Thurman, and Chairman Welch voted aye. MOTION UNANIMOUSLY APPROVED Executive Session No Executive Session was called. Meditation and Pledge to the Flag HAMILTON COUNTY BOARD OF EDUCATION 2 QUARTERLY_SESSION – MARCH 17, 2016 Krystal Scarbrough, Principal at Chattanooga School for the Liberal Arts, gave the meditation and led the pledge to the flag. II. Recognitions and Presentations A. 2016 SSAC Events – Student SPEAK OUT / TSBA SCOPE – Jadyn Snakenberg Ms. Snakenberg presented a brief update and video about the Superintendent’s Student Advisory Council (SSAC) 14th Annual Student SPEAK Out in February and TSBA SCOPE in March. B. National Board Certification – Karen Glenn Ms. Glenn recognized six educators that have achieved National Board Certification (NBC): Tina Childers - Hixson Middle School, Christine Heffington – CSAS, Michelle Howell – CSAS, Yang Mathews - Signal Mountain Middle/High, Michele Pesce - East Ridge Elementary, and Jessica Smith - Signal Mountain Middle/High. C. Red Bank High School Wrestling Team – Steve Holmes Justin Roberson, Coaches Turner and Weinsburg recognized the Red Bank High School Wrestling Team for winning the 2016 A- AA State Wrestling Dual Meet. Red Bank Wrestling Roster: 2016 State Dual Champions - Zack Gee, William Riechel, Christopher Cagle, Gage Swanson, Justin Lanham, Gage Evans, Trent Comeaux, Jonah Bird, Cody Slatton, Gabriel McDuffie, Ashton Tubbs, David Johnson, Jackson Hash, Russel Kell, Gacomo Gunneson, Robert Perry, Devin Crawl, Devon Suddeth, and Anthony Ottinger. III. Delegations A. Dan Liner, HCEA Mr. Liner addressed the Board requesting completion of collaborative conferencing and work toward creating a memorandum of agreement (MOA) before the end of this school year. B. Raylene Casson Ms. Casson addressed the Board regarding the mentoring program at Orchard Knob Elementary School. C. Clarence Seay Mr. Seay addressed the Board regarding the school climate and challenges toward achieving student success at Brainerd High. He presented a handout to board members. D. Linda Slaughter Ms. Slaughter addressed the Board regarding the I-Zone schools and recruitment. IV. Approval of the Minutes of the Regular Session of November 19, 2015, the Quarterly Session of December 17, 2015, the Executive and Special Called Session of January 6, 2016, the Special Called Executive Session of January 19, 2016, the Regular Session of January 21, 2016 and the Regular Session of February 18, 2016. Add: Approval of the Minutes of HAMILTON COUNTY BOARD OF EDUCATION 3 QUARTERLY_SESSION – MARCH 17, 2016 the Special Called Session of March 7, 2016 and the Special Called Session of March 10, 2016. Dr. Martin made a motion, seconded by Mr. Galloway, to approve the minutes. ROLL CALL VOTE: Mr. Galloway, Mrs. Horn, Dr. Highlander, Dr. Martin, Ms. Mosley, Mr. Ricks, Mr. Testerman, Mrs. Thurman, and Chairman Welch voted aye. MOTION UNANIMOUSLY APPROVED Chairman Welch recognized County Commissioners Warren Mackey and Sabrena Smedley who were present in the audience. V. Approval of the Consent Agenda Dr. Martin made a motion, seconded by Dr. Highlander, to approve the Consent Agenda. Mrs. Horn requested to remove item V. C. (2) items (5) Real Word University and (6) Marcelus Barnes. ROLL CALL VOTE: Mr. Galloway, Mrs. Horn, Dr. Highlander, Dr. Martin, Ms. Mosley, Mr. Ricks, Mr. Testerman, Mrs. Thurman, and Chairman Welch voted aye. MOTION UNANIMOUSLY APPROVED V. C. (2) Conferences and Consultants (5) & (6) Real World University, Joe Martin, E.D. and Marcelus Barnes, Unity Performing Arts Foundation of Chattanooga (UPAFC) Mrs. Horn asked for clarification regarding the contributions these consultants bring to the classroom. Ms. Sheryl Randolph and Ms. LeAndrea Ware addressed the question. Mrs. Horn made a motion, seconded by Dr. Galloway, to approve Conferences and Consultants, as recommended.   • Clinical Education Plan
    Lee University Clinical Education Clinical education represents the athletic training students' formal acquisition, practice, and preceptor evaluation of Athletic Training Clinical Proficiencies through classroom, laboratory, and clinical education experiences under the direct supervision of a preceptor. Formal evaluation of the application and integration of clinical proficiencies are completed by a preceptor and may be in conjunction with additional clinical instructors. Student placement at clinical sites are considered non-discriminatory with respect to race, color, creed, religion, ethnic origin, age, gender, disability, sexual orientation, or other unlawful basis. Related to clinical education is field experience, in which students have the opportunity to practice clinical proficiencies under the supervision of a preceptor. These experiences will be throughout each semester while enrolled in the MSAT program. During the student’s last spring semester, they will have an embedded component to ensure students are fully competent to practice autonomously in situations upon graduation. All students will receive OSHA training prior to any clinical placement is allowed. Clinical competency courses shall include academic syllabi that contain measurable educational objectives and specific clinical proficiency outcomes, and other necessary clinical education requirements that can be assessed over time. Clinical supervision is defined by visual and auditory interaction between the student and the preceptor. This policy of instructor supervision is a must and should be maintained in all occasions, without exceptions. Students are not allowed to work in any sport or facility without preceptor supervision. Students should arrive early to assist with pre-game treatment and will assist after events when warranted. Students are not allowed to travel with teams unless the preceptor is accompanying the student.
