Administrative Matters HAMILTON COUNTY BOARD OF EDUCATION 1 QUARTERLY_SESSION – MARCH 17, 2016 The Hamilton County Board of Education met in Regular Session in the Board Room at 3074 Hickory Valley Road on Thursday, March 17, 2016 Chairman Welch called the meeting to order at 5:30 p.m.

ROLL CALL: Present were Chairman Welch, Vice Chairman Horn, Mr. Galloway, Dr. Highlander, Dr. Martin, Ms. Mosley, Mr. Ricks, Mr. Testerman, Mrs. Thurman, and Ms. Snakenberg.

APPOINTMENT OF ACTING SUPERINTENDENT

Mr. Ricks made a motion, seconded by Mrs. Thurman, to appoint Dr. Kirk Kelly and Dr. Lee McDade to serve as Co-Acting Superintendents. Discussion followed.

Mrs. Mosley amended the motion, seconded by Dr. Highlander, to state that Dr. Kelly act as primary and Dr. McDade act as supporting co-acting superintendents.

Meditation and Pledge to the Flag HAMILTON COUNTY BOARD OF EDUCATION 2 QUARTERLY_SESSION – MARCH 17, 2016 Krystal Scarbrough, Principal at Chattanooga School for the Liberal Arts, gave the meditation and led the pledge to the flag.

Recognitions and Presentations A. 2016 SSAC Events – Student SPEAK OUT / TSBA SCOPE – Jadyn Snakenberg Ms. Snakenberg presented a brief update and video about the Superintendent’s Student Advisory Council (SSAC) 14th Annual Student SPEAK Out in February and TSBA SCOPE in March. B. National Board Certification – Karen Glenn Ms. Glenn recognized six educators that have achieved National Board Certification (NBC): Tina Childers - Hixson Middle School, Christine Heffington – CSAS, Michelle Howell – CSAS, Yang Mathews - Signal Mountain Middle/High, Michele Pesce - East Ridge Elementary, and Jessica Smith - Signal Mountain Middle/High. C. Red Bank High School Wrestling Team – Steve Holmes Justin Roberson, Coaches Turner and Weinsburg recognized the Red Bank High School Wrestling Team for winning the 2016 A- AA State Wrestling Dual Meet. Red Bank Wrestling Roster: 2016 State Dual Champions - Zack Gee, William Riechel, Christopher Cagle, Gage Swanson, Justin Lanham, Gage Evans, Trent Comeaux, Jonah Bird, Cody Slatton, Gabriel McDuffie, Ashton Tubbs, David Johnson, Jackson Hash, Russel Kell, Gacomo Gunneson, Robert Perry, Devin Crawl, Devon Suddeth, and Anthony Ottinger.

III. Delegations A. Dan Liner, HCEA Mr. Liner addressed the Board requesting completion of collaborative conferencing and work toward creating a memorandum of agreement (MOA) before the end of this school year. B. Raylene Casson Ms. Casson addressed the Board regarding the mentoring program at Orchard Knob Elementary School. C. Clarence Seay Mr. Seay addressed the Board regarding the school climate and challenges toward achieving student success at Brainerd High. He presented a handout to board members. D. Linda Slaughter Ms. Slaughter addressed the Board regarding the I-Zone schools and recruitment.

Approval of the Minutes of the Regular Session of November 19, 2015, the Quarterly Session of December 17, 2015, the Executive and Special Called Session of January 6, 2016, the Special Called Executive Session of January 19, 2016, the Regular Session of January 21, 2016 and the Regular Session of February 18, 2016. The presentation of the monthly financial statement compares actual year-to-date expenditures to the original adopted budget and the year-to-date amended budget. (4) Budget Amendments – Christie Jordan (a) Federal and Self-funded HAMILTON COUNTY BOARD OF EDUCATION 9 QUARTERLY_SESSION – MARCH 17, 2016 Approval of the following budget amendments for Federal Grants and Self-Funded Programs for FY2016. The Federal Programs budget is amended by items #1-3. Items #1-2 consist of a current award and carryover funds from the prior year. Item #3 is a current year award. The Self-Funded Programs budget is amended by items #4-5, and consists of grants awarded by non-federal agencies and designed for a specific purpose. Item # 4 consists of current year contributions. Item #5 consists of carryover contributions. (1) Title II Part A, Teacher & Principal Training & Recruiting, with transfers between line items and a net increase of $4,558 for a state reallocation. (2) Title III English Language Acquisition, with transfers between line items and a net increase of $4,251 for a state reallocation. (3) 21st Century Community Learning Centers (Year 2, East Lake Academy), with transfers between line items. (4) Bible History Teachers Self-Funded Program, with transfers between line items and a net increase of $76,750. VI. Administrative/Business Matters A. First Reading - Board Policy 6.304 Student Discrimination, Harassment, Bullying, Cyber-Bullying and Hazing – Dr. Lee McDade Dr. McDade stated that at the request of the Board’s Policy Committee it was necessary to revise our current board policy regarding Student Discrimination, Harassment, Bullying, Cyber- Bullying and Hazing. He stated no action required on first reading.

VII. Board Matters A. Zero Tolerance Suspension Appeal Review by Board – Dr. Lee McDade HAMILTON COUNTY BOARD OF EDUCATION 10 QUARTERLY_SESSION – MARCH 17, 2016 Dr. McDade stated that Mr. & Mrs. William Crowell had requested the Hamilton County Board of Education review their son’s zero tolerance suspension appeal decision. The confidential student information was sent under separate cover. Dr. McDade recommended the Board uphold the Superintendent’s decision.

Mr. Galloway made a motion, seconded by Mrs. Horn, to uphold the suspension. Discussion followed.

B. Selection of Realtor for East Brainerd Elementary – Justin Witt Mr. Witt stated that after discussing the companies’ qualifications with the Board, he was recommending Keller Williams as the realtor for the old East Brainerd Elementary property.

Dr. Highlander made a motion, seconded by Mrs. Horn, to approve the recommendation of Keller Williams.

C. Retention of an Outside Investigator – Attorney Bennett Attorney Bennett stated that he has been working to identify attorneys to conduct an outside investigation into bullying and hazing on the Ooltewah High School team, both as to the specific events in Gatlinburg during winter break and the over-arching climate of the team. He stated he has solicited proposals from the membership of the National Council of School Attorneys (COSA). Additionally, one local firm expressed interest after learning about the Gatlinburg incident in the press. Including this local firm, he received six responses. Of these six, only three provided sufficient information for him to identify clear experience in Title IX. He presented a summary of their responses. Discussion followed.

Chairman Welch stated to put this at a Special Called Session on April 14. Discussion continued.

D. Discussion of Interim Superintendent Chairman Welch stated that a question has been raised as to whether the Interim can become the Superintendent. Discussion followed. It was the consensus of the Board that it is open to everyone right now. Discussion continued.

Dr. Martin made a motion, seconded by Mrs. Thurman, to suspend Policy 5.802 in selection of an Interim. Discussion continued. Attorney Bennett clarified the motion was to lift the requirements in Board policy so that the interim only has to have a bachelor’s degree. Dr. Martin stated that is correct.
