Geron1, Jerina A. Garcia2, Cecilia M. Cruz3, Freddie Rick L. Ramos4 Pangasinann State University - Sta. Maria Campus [email protected], [email protected], [email protected], [email protected] Abstract – This study was conducted to assess Agno River tributaries for irrigation purposes. Water discharge, coordinates and water samples for laboratory test, were gathered simultaneously. Results and findings revealed that water quality indicators and the water discharge at the study sites are all safe to use for irrigation. The pH of the water samples tested is within the normal range from 6.0 to 9.0. Amounts of sodium are within the optimum range of 0-50 ppm. Detected amounts of sulfate are too low to exceed the optimum amount of 400 ppm. Chloride contents of the water samples were below the normal range of 350 ppm. Boron contents are below the normal range of 0.75 mg/l. It was then observed that there was dumping of garbage along the banks of Agno River which may cause water quality deterioration in the future. It is recommended that the Clean Water Act and Solid Waste Management must be strictly implemented along the river. Water quality analysis in Agno River and proper monitoring is necessary to determine the changes or any detrimental ills that may affect the irrigation water and to develop solutions for water resource problems that may affect plant growth.

    APRIL – JUNE 2016 ISSUE NIA INAUGURATES REGIONAL TRAINING CENTER Urdaneta City — A thanksgiving mass was just concluded when NIA Administrator Engr. Florencio F. Padernal, DPA arrived early morning on May 6, 2016 to spearheaded the ribbon cutting and unveiling of the marker for the Regional Training Center (RTC) in simple inauguration rites held at the NIA Compound, Bayaoas Road, Urdaneta City. Padernal was assisted by host NIA Region 1 officials led by RIM John N. Celeste, EOD Manager Frida L. Nidoy, AFD Manager Remedios T. Tuliao, TIARI President Dominador B. Aquino and the all Irrigation Management Officers (IMOs) representing the provinces of Pangasinan, La Union, Ilocos Sur and Ilocos Norte. Later, top performing irrigators associations in the region were duly acknowledged and awarded their certificate of recognition by Padernal who was the guest of honor and speaker, and NIA officials for their exemplary performance in the area of ISF collection efficiency, cropping intensity and organizational strengthening which was derived from the recent functionality survey conducted by the regional office. A photo exhibit featuring the accomplishments and status of various irrigation projects in the pipe line which includes the National Irrigation Sector Rehabilitation and Improvement Project (NISRIP) and the Agno River NIA officials headed by RIM John N. Celeste pose with NIA Administrator Florencio F. Padernal during the ceremonial ribbon-cutting for the inauguration of the Regional Training Center. AFFECTED POPULATION (TAB B) • Based on the report of DSWD dated 3:00 PM, 08 August 2012, the total number of population affected in 1,139 Barangays / 106 Municipalities / 26 Cities in 15 Provinces of Regions I, III, IV-A, IV-B, VI and NCR is: 265,630 families / 1,220,021 persons • Of the above total affected, 80,189 families/ 394,844 persons are currently served inside and outside evacuation centers Inside 296 Evacuation Centers (ECs) 31,403 families / 149,170 persons Outside ECs (relatives/friends) 48,786 families / 245,674 persons 3. CASUALTIES (TAB C) • A total of 16 persons were reported dead : nine (9) of whom were victims of a landslide incident in Lower Bayanihan, Brgy Commonwealth, Quezon City and one (1) from Valenzuela City due to drowning, three (3) were from Pampanga, one (1) from Zambales and two (2) from Batangas. • A total of four (4) persons were injured, most of whom were victims of the landslide incident in Brgy. Commonwealth, Quezon City. 4. STATUS OF LIFELINES 1. Condition of Roads and Bridges (TAB D) • As of 10:00 PM, 07 August 2012, a total of 147 roads are not passable to all types of vehicles in Regions III, IV-A, IV-B, VI, CAR and NCR due to flooding. No reported damages to bridges. 2. Status of Dams and Waterways (As of 12:00 PM, 08 August 2012) • Angat and Ipo in Bulacan, La Mesa in Quezon City, Ambulao and Binga in Benguet, San Roque in Pangasinan and Pantabangan in Nueva Ecija have already reached their critical levels; hence, they are closely monitored.

    PANGASINAN HISTORY Pangasinan was among the earliest political and administrative units in the Philippines. It was officially conquered and colonized by D. Martin de Goiti in 1571. On April 5, 1572, Pangasinan was made an encomienda by the Spanish royal crown to receive instructions on the Catholic faith, which means that Pangasinan was organized under one leadership and has identity before the Spanish royal court. Eight years later, in 1580, Pangasinan was organized into a political unit under an alkalde mayor who at that time has authority as head of the province or provincial government with judicial function indicating that Pangasinan has become a province. To commemorate the day when Pangasinan became an encomienda and the year it became a province, Pangasinan celebrates April 5, 1580 as the official founding day of the Province of Pangasinan. At that time, its territorial jurisdiction included the Province of Zambales and parts of La Union and Tarlac. By the middle of the 19th century however, the northern towns of Agoo to Bacnotan were separated from the province and became parts of La Union. The provincial territory was further diminished in 1875 with the annexation of Paniqui and other towns south of it to Tarlac. Pangasinan, derived its name from the word “panag asinan” , which means “where salt is made”, owing to the rich and fine salt beds which were the prior source of livelihood of the province’s coastal towns. GEOGRAPHY Pangasinan territory covers a land area of 536,818 hectares which constitutes almost one-half (41.8 %) of the total land area of the region and 1.8 % of the total Philippine area.
