2. AFFECTED POPULATION (TAB B) • Based on the report of DSWD dated 3:00 PM, 08 August 2012, the total number of population affected in 1,139 Barangays / 106 Municipalities / 26 Cities in 15 Provinces of Regions I, III, IV-A, IV-B, VI and NCR is: 265,630 families / 1,220,021 persons • Of the above total affected, 80,189 families/ 394,844 persons are currently served inside and outside evacuation centers Inside 296 Evacuation Centers (ECs) 31,403 families / 149,170 persons Outside ECs (relatives/friends) 48,786 families / 245,674 persons 3. CASUALTIES (TAB C) • A total of 16 persons were reported dead : nine (9) of whom were victims of a landslide incident in Lower Bayanihan, Brgy Commonwealth, Quezon City and one (1) from Valenzuela City due to drowning, three (3) were from Pampanga, one (1) from Zambales and two (2) from Batangas. • A total of four (4) persons were injured, most of whom were victims of the landslide incident in Brgy. Commonwealth, Quezon City. 4. STATUS OF LIFELINES 1. Condition of Roads and Bridges (TAB D) • As of 10:00 PM, 07 August 2012, a total of 147 roads are not passable to all types of vehicles in Regions III, IV-A, IV-B, VI, CAR and NCR due to flooding. No reported damages to bridges. 2. Status of Dams and Waterways (As of 12:00 PM, 08 August 2012) • Angat and Ipo in Bulacan, La Mesa in Quezon City, Ambulao and Binga in Benguet, San Roque in Pangasinan and Pantabangan in Nueva Ecija have already reached their critical levels; hence, they are closely monitored. F. DAMAGED HOUSES (TAB E) • A total of 535 houses were damaged in Regions III, IV-B and VI: 466 totally and 64 partially damaged. III. EMERGENCY MANAGEMENT A. CONDUCT OF EMERGENCY CABINET MEETING The NDRRMC conducted an Emergency Meeting with His Excellency President Benigno Aquino III at 10:00 AM, 7 August 2012 at the NDRRMC Conference Room, attended by DSWD, DILG, DOST (PAGASA), MMDA, DPWH, DOH, Dep Ed, AFP, PNP, BFP, PCG, other agencies and print/ broadcast media. The meeting focused on the action plan on damage assessment, asset mobilization, Search and Rescue (SAR), relief allocation and distribution to augment the LGUs and affected communities The DOST (PAGASA), DSWD, DPWH, MMDA and DOH presented their reports based on their respective mandates The President raised some specific issues that need to be addressed by the concerned agencies. Likewise provided general guidance to the response and relief agencies to require the LGUs concerned to go around their respective areas through the Brgy Captains and provide necessary assistance whenever necessary President’s instructions to the agencies were the following: DSWD to find a place where they can put tents as additional evacuation centers; DOH to initiate the provision of water for those who depend on deep wells and how to address flooding in hospitals; DILG to identify all inundated /flooded Barangays in Marikina City affected by SW Monsoon, require all LGUs to go around their areas through the barangay captains; and check floodings in Tarlac and Northern Luzon ( La Union. Pangasinan and Ilocos; DOST to fast track the preparation of hazard map of Luzon. DPWH to study the long term solution for Laguna Lake B. RELIEF AND RECOVERY OPERATIONS DSWD • As of 6:00 AMM, 08 August 2012, the estimated cost of relief assistance provided to the disaster victims so far amounted to ₱hP7,934,820.00 form the combined resources of: LGUs) ( ₱hP3,144,033.00, NGOs ₱hP 770,000.00 and DSWD) ₱hP4,050,787.00 • Prepositioned standby funds and relief supplies worth PhP36,555,006 38 in all DSWD-FOs along the SW monsoon –affected areas: Standby Funds (PhP4.42 M) and relief supplies (PhP32.14 M) • DROMIC is closely coordinating with DSWD-FOs concerned for any significant updates related to SW monsoon DOH • DOH-HEMS conducted rapid assessment and reported that East Avenue Medical Center; Health Center of the Philippines; Jose Reyes Memorial Medical, San Lazaro Hospital; San Lorenzo Ruiz Memorial Hospital; and Tondo Medical Center were reported flooded; closely monitors the status of health services, offices and personnel at all levels; strengthen advisory and health promotion campaign on the preventive measures of Leptospirosis case and other food and water borne related diseases; and released assorted drugs and medicines and rubber boots to CHDs. • CHDs I, III, IV-A,, IV-B, and CAR prepositioned assorted drugs and medicines to the LGUs concerned from August 5-8, 2012 Dep ED • Reported that 51 schools so far are being utilized as evacuation centers; mobilized teachers to conduct classes in QC; and prepare contingency plan (1-2 hr additional for regular classes) to complete 180 days mandatory or make up classes DPWH • Rechanneling /diverting of water ways of the two bridges and filling of embankment over cut –off approach is ongoing, utilizing one (1) unit bulldozer and one (10 unit backhoe, three (30 dump trucks of the local government units and one (1) unit pay loader from private firm C. SEARCH AND RESCUE (SAR) OPERATIONS • SAR operations were effected through the concerted efforts of the SAR units of AFP, PCG and PNP and around 5,598 personnel, 51 vehicles and 190 sea crafts were mobilized to various areas in Metro Manila Breakdown: Agencies Personnel Vehicles Seacrafts AFP 275 39 32 PNP 5,115 4 141 PCG 208 8 17 DETAILS OF ASSETS DEPLOYED (TAB F) PNP • Dispatched 45 PNPA cadets led by PSI Bonilla to DSWD NROC, Pasay City to assist in the repacking of relief goods, yesterday, 8 Aug 2012 • PRO 2 deployed 77 SAR personnel with 8 rubber boats headed by PSUPT CALANOGA to MMDA to augment SAR operations.
