Confirmation of Minutes of the 25th Working Committee on "Infrastructure and Promotion of Non-Motorized Transport" Meeting held on 08.05.2015 Minutes of the 25th CUMTA Working Committee on "Infrastructure and Promotion of Non- Motorized Transport" meeting has been confirmed. The points discussed during the 26th meeting held on 10.07.2015 and the following decisions are arrived at:

1. Reclaiming of footpaths on all roads in the city and preventing further Encroachments in these reclaimed pavement areas. 1.1 . Footpaths on Bus Route Roads Total no. of Bus Route Roads: 471 No of footpath Completed in Phase – I 26 No of footpath taken up in Phase – II 20 No of footpath taken up in Phase – III 48 1.2 Phase-I: In phase –I 26 disabled friendly footpath works were completed. Principal Secretary/Commissioner has instructed City connect / ITDP and BRR department to contact CREDAI and requested them to maintain the 26 completed footpath by engaging firms who can voluntarily to come forward to maintain the footpath. In the completed footpath work broken Bollard to be replaced. Further instructed that to Invite CREDAI for next meeting.

1.3 Phase II 20 footpaths work- Works are in progress. Corporation of Chennai has given a letter to the service departments requesting for the advice for shifting of service utilities.

BSNL has assured that estimate will be submitted in 15 days time. The Principal Secretary / Commissioner has instructed EB official to meet the S.E(Roads and Works) and sort out the problem related to shifting of pillar box. It was explained that in the few new footpath work rubberized kerb with coloured concrete are being laid. Further it was explained that sufficient opening for SWD are being provided.

The High court has given direction to the Corporation of Chennai to conduct surveys and to take care of the pedestrian movements and the hawkers relocation at NSC Bose road. As per the approved design of footpath as submitted to high court estimates were prepared and got approved by the council and tender is due on 22-05-2015 and footpath work was commenced on 09.07.2015 . In NSC Bose road two E.B. Transformers and pillar box of Telephone Department have to be shifted. E.B. and Telephone Departments has assured necessary action will be taken to shift Transformers and Pillar boxes.

A Power Point Presentation was made by Consultant on the study of Survey work for Network of Footpath in . Regarding Lakshmanasamy and Ramasamy salai at K.K.Nagar, Principal Secretary/Commissioner has instructed to conduct a separate meeting with Traffic police and sort out traffic issues..

1.4 Phase – III 48 footpath works- A decision was taken to take up footpath work in BRR Road only after obtaining Architect design. BOQ can be prepared for 48 footpaths only after the Architect design is obtained. As per the existing norms of Architect fee nobody was willing to take up this work and hence, BRR Department has proposed a fresh guideline with reversed fee structure (2% Project cost) and it was placed in the council along with the list of Architect for Empanelment. Council has approved this. Now this 48 footpath design has been interested to the Architect. The states of the 48 footpaths are as follows.

It was instructed to finalized design and take necessary action to prepare estimate and call for tender.

(Action : BRR/COC) 1.4.1 Parking in existing footpath. Additional Commissioner Traffic Police were addressed to form a separate team along with Corporation official so that joint Patrol can be made, so that parking of vehicle can be avoided in footpath . Principal Secretary / Commissioner instructed to install additional sign board to avoid parking in the footpath. Further instructed to conduct a special drive especially in the evening peak hour (6pm to 8pm) and strict action has to be taken against the vehicle owners parking on the footpath.

If the same has not been continues suitable action will be initiated to cancel their trade license u/s 379-A of the said Act by Revenue Department.

Further, it was instructed to check the Parking on footpath in K B Dasan salai and Whites road.

2. Highways Roads 2.1. Removal of Encroachments: The Principal Secretary / Commissioner has instructed Highways official to show the footpaths designs proposal in Jawaharlal Nehru Salai (100 feet road) . Further it was suggested that as Metro Rail has been inaugurated , a wide uninterrupted Disable friendly footpath have to be formed . Pedestrian crossing to be provided wherever necessary. Architects can be engaged for preparing design of footpath as being done by Corporation of Chennai.

Further it was instructed to city connect and ITDP to assists Highways in finalaising the footpath design in Jawaharlal Nehru road and also instructed Highways Department to carryout joint inspection with CMRL to finalaising footpath design.

The Principal Secretary / Commissioner has suggested that Highway Research Station can issue suitable instruction so that Disable friendly footpath can be constructed everywhere and also to insist that milling of roads can be done while relaying roads so as to avoid increase in road level.

2.2 FOOT PATH DESIGN AND CONSTRUCTION: The Committee recommended that the Highways Department to adopt the MOUD standards and NMT policy for Urban Roads for the works carried out within Chennai limit. Highways Department has assured that Committee's suggestion will be considered in future Highways Department projects in Chennai City . (Action: Highways Dept.,)

2.3 Luminosity of street lighting During a discussion on Luminosity of Street Lighting, Highway Research Station have intimated that they have carried out “Study of the Luminosity of Street Lighting on Select Stretches of Corridors at Urban, Semi Urban Stretches of City”, The Principal Secretary / Commissioner has instucted to make a presentation on the next meeting. (Action: Highways Dept.,)

3. Cycle Sharing This project proposed to be under PPP mode. Request for proposal for appointing of consultant of feasibility, financial plan and transaction advisory services was called and Technical bid were opened on 03.07.2015 and Financial bid opened on 09.07.2015. Negotiation called. Tender evaluation under process

4. Parking Policy This project proposed to be under PPP mode. Redesigning streets to give priority to pedestrians – Pilot Projects 5.1 Pedestrian Plaza at The world bank team has given actions (AIDE MEMORIRE) to be taken regarding TNSUDP EMSF report, preparatory work procurement of PMC’s and traffic management plan regarding this project. The consultancy work for preparing Traffic impact study and Environmental and social impact assessment have been entrusted to M/s. JLL. Preliminary focused group stake holder meeting with Pondy Bazar merchants association was held on 30.01.2015.

Draft Traffic impact assessment report, Draft social impact assessment report and Draft Environmental impact assessment report submitted by consultant on 24.06.2015.

The draft report have been send to world bank of review. A tele conference call to be held on 10/07/2015 @ 10.00 am with the consultant.

(Action: Spl Projects/COC) 5.2 Heritage walk way around Temple Tank Estimate prepared for Rs.5.65 cr & approval of Council was obtained during November Council meeting. Tender was approved by council held on 30.05.2015. Financial pattern (As per the request of TUFIDCO) for the project was approved by council held on 30.05.2015. 50% of the fund to be obtained for TUFIDCO which in under consideration for balance 50% banks have to be approached. Survey work is under progress for locating/ marking of footpaths strom water drains and EB boxes. Regarding width of carriage way Traffic Police has requested to provide 8 meters, by as per site condition only 6 wide carriage with Pedestrian friendly footpath is possible. It was decided to have a separate discussion with Joint Commissioner of Police.

(Action: Spl Projects/COC) 6. Junction improvement In the last meeting held at ACOP chamber in the presence of JCP traffic, DC., Planning traffic, EE. BRR and ITDP officials it was decided to do some corrections in the submitted drawings.

In the Pantheon Road junction improvement ACOP Traffic has requested to provide four lane on the Peanut design submitted by the ITDP. As per site condition only 3 lanes can be accomadated . Provision of 4th lane needs acquisition of land.

In the TTK road junction improvement ACOP has accepted the final design. The final drawings are getting ready for submission from ITDP. It was decided to have a separate discussion with Joint Commissioner of Police.

7. Issues with MTC 7.1 Additional Bus Depots The MTC in consultation with the ITDP had worked out the additional requirement for new buses as 1500 Nos. and the consequent additional Depots required as 12 Nos. 12 Depots have been identified and the progress of work is given in the Table below.

(Action : MTC) 8. Bus Shelters

As per the recommendations of General Transport Committee was informed that 96 busbays and 74 additional Bus shelter were identified in 5 bus routes viz., 6D, 45B, 29C, 23C and 15B. Steering committee was constituted to identify the location for proposed Bus shelters & Speed breakers. The details of existing bus shelters as given by MTC, as surveyed by BRR engineers were compiled and the abstract is as given below. Total No. Bus Shelters given by MTC 1259 nos Total No. Bus Shelters given by BRR 1397 nos Balance bus shelter to be modernized 1397 – 750 = 647 nos

Balance 647 Bus Shelters are to be modernized with stainless steel bus shelters. To assess the advertisement potential in the construction of new Bus shelter, Revenue Department has entrusted the work to M/s Jones Lang Lasalle propertie consultance Pvt. Ltd., The Principal Secretary / Commissioner has instructed that before preparing BOQ Feasibility report, financial model, cost benefit analysis have to be studied through consultant, consultant to be selected from the empanelled list of consultancy firm from CoC. Further it instructed to calculate Internal Rate of Return for the bus shelter. (Action : BRR /CoC)

9. Backdrop to Bus Shelters: ITDP has suggested that design of backdrop to be carried out in which the common information like the bus route and other details can be incorporated. Corporation of Chennai has taken possession of 500 Bus Shelters from MTC on the direction of Supreme Court order. 200 nos bus shelters were taken up and flex boards were fixed till today. The back-drop which is also removed is being provided with flex depicting the government achievement. Principal Secretary / Commissioner have instructed the Bus Route Road department to appoint a consultancy to arrive at the area of Back Drop, Side and design work for advertisement. BRR Dept. has called for EOI on 28.04.2015. and 22.05.2015 but there was no response from the urban architect for the tender. Hence retender has been called for EOI on 17.07.2015. As soon as EOI is finalized BRR dept. will take necessary action to improve the 500 numbers of bus shelter handed over by MTC to CoC on the direction of Supreme Court orders. It was suggested that 30% of the space shall be provided for displaying Govt. programmes , 30% of the space shall be provided for Area Map and 30% of the space shall be provided for MTC use for marking Bus Route Nos.

(Action : BRR /CoC) 10. Bus Bays Steering committee were identified the feasibility location and placed before sub- committee for proposal. Total Nos. of Bus bay Feasible for Bus S. During discussion it was pointed out that while location bus bay in park it has to be verified whether the park is notified or not notified. In the last meeting Principal Secretary / Commissioner has discussed the various issues related to traffic problem arising out due to the construction and non construction of bus bays and the related problem faced by the public. This was discussed by the Traffic Police, ITDP and IIT officials. Finally Principal Secretary / Commissioner has given direction to form a committee comprising members from MTC, Traffic Police, IIT officials, ITDP officials and CoC to conduct the traffic study on the bus bays. Accordingly a letter has been addressed to all the members. Except CMDA and Traffic Police Dept., other department have nominated their members for conducting study. During this meeting CMDA has assured that they will appoint a member for the committee. Principal Secretary / Commissioner has instructed to start discussion with the existing set nominated member.

(Action : BRR /CoC) 11. Station area development plan around Metro Rail corridor: The CMRL has proposed street improvement plans in and around all the 8 elevated Metro Rail Stations. Around these stations 343 roads have been identified as part of station are development plan. The detailed reports were collected from the respective zones. S. Also as instructed by Principal Secretary / Commissioner, letter’s were sent to these Zonal Officers to study the feasibility of providing wide footpath, pedestrian only roads etc. and to give a report to SE(BRR). Principal Secretary / Commissioner has instructed RDC (Centre) and RDC (South) to take necessary action to construct disable friendly footpath in the approach roads to CMRL. LED Street lights to be provided to the approach roads to CMRL. In case of narrow approach roads it was suggested that Traffic coming methods can be adopted, finally it was decided to form interlocking pavement in same level with road so the Pedestrian and Vehicular can be share the space.

12. Multi Modal Integration plan around MRTS and Sub-urban Stations: The CMDA has taken up the study under 4 packages for the 4 rail corridors (each corridor one package) by engaging 4 consultants. CMDA official said that they in the next meeting, power point presentation will be made for the members (Action: CMDA) 13. One way Study All one way roads list can be put up to the subcommittee to resolve, evaluate to recommend for promoting pedestrian movement. As suggested by Professor K.P.Subramanian (Retd) study on one way in Chennai city have to taken up through IIT – Madras for two junction namely 1.Mandaveli-near intersection of RK Mutt road and 2.Ashok piller – Udhayam theatre. IIT-Madras is going to submit the report on August 2015 (Action: Spl Projects/ COC) 14. A presentation was made of modern Zebra crossing . It was decide to try few designs in Chennai and based on the feedback , it can be done in other area also (Action: BRR /COC) 15. Under the banner Namma Chennai Nammaka , it was suggested to have car free day . Principal Secretary / Commissioner has instructed RDC (South) to co-ordinate with ITDP and take forward the proposal ( Action : RDC( South))

The meeting concluded with the decision to hold the next Committee Meeting on 12.08.2015 at 10.30 a.m. in the Commissioner’s conference hall, Corporation of Chennai.
