There is an ongoing, heated policy debate over whether these laws have increased marijuana use among non-patients.Medical marijuana laws generate significant debates regarding drug policy. For one thing, if marijuana is a complement to hard drugs, then these laws would increase the usage not only of marijuana but also of hard drugs. Legalization of marijuana has always been a debatable topic after the enforcement of Narcotic Drugs and Psychotropic Substances Act, 1985 illegalizing sale and possession of marijuana all over India. This paper aims at drawing a strict analysis of usage of marijuana followed with a comparative study with the rest of the world pin-pointing whether India should legalise marijuana or not. A thesis in fulfilment of the requirements for the degree of Master of Arts in History at Rhodes University By Craig Paterson December 2009 Abstract Looking primarily at the social and political trends in South Africa over the course of the last century and a half, this thesis explores how these trends have contributed to the establishment of the southern Africa cannabis complex. Through an examination of the influence which the colonial paradigm based on Social Darwinian thinking had on the understanding of the cannabis plant in southern Africa, it is argued that cannabis prohibition and apartheid laws rested on the same ideological foundation. This thesis goes on to argue that the dynamics of cannabis production and trade can be understood in terms of the interplay between the two themes of ‘prohibition’ and ‘resistance’. Prohibition is not only understood to refer to cannabis laws, but also to the proscription of inter-racial contact and segregation dictated by the apartheid regime. Resistance, then, refers to both resistance to apartheid and resistance to cannabis laws in this thesis. Including discussions on the hippie movement and development of the world trade, the anti-apartheid movement, the successful implementation of import substitution strategies in Europe and North America from the 1980’s, and South Africa’s incorporation into the global trade, this thesis illustrates how the apartheid system (and its collapse) influenced the region’s cannabis trade. Jorge Alfredo Pellegrini Padilla (2019) 2 ABSTRACT The purpose of this study is to test if the legalization of recreational marihuana implies an increase in the number of new consumers and if, at the same time, the teenager’s perception of the substance is affected by the measure. A historical review of cannabis focusing on its uses and legal status throughout the time was performed in order to have a solid background of the topic. Then, why and how Uruguay and Canada recently legalized the plant was analysed, pointing out the differences between the two approaches: socialist vs capitalist. The case of the United States is also considered, explaining the current legal situation of the substance in the country. Finally, using data from the National Survey on Drug Use and Health (NSDUH) a quantitative analysis was conducted in the United States. It was concluded that the legalization of recreational marihuana potentially implies a positive increase in the number of new consumers of the drug and, on the other side, that the perception of teenagers regarding the drug is not likely to be affected by the new legal status of the plant.
