CHAPTER 43 ELECTORAL STATISTICS 43.1 India is a constitutional democracy with a parliamentary system of government, and at the heart of the system is a commitment to hold regular, free and fair elections. These elections determine the composition of the Government, the membership of the two houses of parliament, the state and union territory legislative assemblies, and the Presidency and vice-presidency. Elections are conducted according to the constitutional provisions, supplemented by laws made by Parliament. The major laws are Representation of the People Act, 1950, which mainly deals with the preparation and revision of electoral rolls, the Representation of the People Act, 1951 which deals, in detail, with all aspects of conduct of elections and post election disputes. 43.2 The Election Commission of India is an autonomous, quasi-judiciary constitutional body of India. Its mission is to conduct free and fair elections in India. It was established on 25 January, 1950 under Article 324 of the Constitution of India. Since establishment of Election Commission of India, free and fair elections have been held at regular intervals as per the principles enshrined in the Constitution, Electoral Laws and System. The Constitution of India has vested in the Election Commission of India the superintendence, direction and control of the entire process for conduct of elections to Parliament and Legislature of every State and to the offices of President and Vice- President of India. The Election Commission is headed by the Chief Election Commissioner and other Election Commissioners. There was just one Chief Election Commissioner till October, 1989. In 1989, two Election Commissioners were appointed, but were removed again in January 1990. -

Evidence from the Changing Structure of Electorates, 1962-2014 Abhijit Banerjee, Amory Gethin, Thomas Piketty* January 16, 2019 Abstract This paper combines surveys, election results and social spending data to document the long-run evolution of political cleavages in India. From a dominant- party system featuring the Indian National Congress as the main actor of the mediation of political conflicts, Indian politics have gradually come to include a number of smaller regionalist parties and, more recently, the Bharatiya Janata Party (BJP). These changes coincide with the rise of religious divisions and the persistence of strong caste-based cleavages, while education, income and occupation play little role (controlling for caste) in determining voters’ choices. We find no evidence that India’s new party system has been associated with changes in social policy. While BJP-led states are generally characterized by a smaller social sector, switching to a party representing upper castes or upper classes has no significant effect on social spending. We interpret this as evidence that voters seem to be less driven by straightforward economic interests than by sectarian interests and cultural priorities. They point to the particular historical trajectory of interaction of state-making leaders and other social forces, and the divergent authority structure that took shape, as underpinning this difference. In Manipur, where social forces retained their authority, the state’s autonomy was compromised. This affected its capacity, including that to resolve group conflicts. Here powerful social forces politicized their narrow identities to capture state power, leading to competitive mobilisation and conflicts. -

Hustling the State Women’s Movements as Policy Entrepreneurs: Engaging the State in India Charu Bhaneja A thesis submitted in conformity with the requirements for the degree of Doctorate of Philosophy Graduate Department of Political Science University of Toronto © Copyright by Charu Bhaneja (2014) ~ ii ~ Hustling the State Women’s Movements as Policy Entrepreneurs: Engaging the State in India Charu Bhaneja Doctorate of Philosophy Department of Political Science University of Toronto « 2014 » Abstract This study examines the opportunities and constraints women activists confront as they pursue strategies to influence public policy in a fluctuating, diverse and complex political arena. To illustrate this, I suggest that engagement with the state can be efficacious in certain instances (violence against women) but that in those cases where women face structural constraints (women’s political representation), where the challenges are powerful, opportunity to have an impact is limited. Examining the extent to which the state has been an arena where women’s groups have been able to demand and achieve change provides significant insights into political environments that shape women’s agency and advocacy within that region. My doctoral thesis takes a multi-level approach in order to understand the impact of women’s movements on the state and its institutions. I maintain that women’s movement activity elicits state responsiveness and I analyze three factors to support my claim. First, I consider what government is in power and how open it is to engagement. Secondly, I consider how cohesive the women’s movement is on a particular issue and thirdly, I iii maintain that women’s national machinery can be an effective channel for implementing women’s interests. -

With deep and profound sorrow, the Government of Mizoram has learnt the untimely demise of Pu P. Samuela, Executive Engineer (Planning), Project Circle-II, Power & Electricity Department at 4:45 PM on the 16th May, 2016. Pu P. Samuela H/o Pi Lalnunngaii was born on 5th July, 1972 at Lunglei. He passed Bachelor of Engineering (Civil). He entered into Government Service on 11.9.1997 and posted as Sub-Divisional Officer (TC), Kau-Tlabung Project Division, Thenhlum. He was then transferred and posted as Sub-Divisional Officer, Building Sub-Division, Bairabi on 13.3.2003 and later posted as Sub-Divisional Officer, Serlui ‘B’ Dam Sub-Division-I, Bilkhawthlir, Sub-Divisional Officer, Maicham Project Sub-Division-II, North Vanlaiphai and Assistant Engineer (Civil) in the office of Chief Engineer, Power & Electricity Department. He was promoted to Executive Engineer on 9.4.2008 and posted as Executive Engineer, Civil Project Division, Aizawl and he was transferred and posted as Executive Engineer, Serlui ‘B’ Project Division, Kolasib on 23.6.2008. Now, he is holding the post of Executive Engineer (Planning), Project Circle-II, Aizawl with effect from 17.7.2013. He held this post till he breathed his last. He served the Government of Mizoram with utmost sincerity and devotion to duty and endeared himself to the Officers and Staff and always proved himself as conscientious and hard working officer. -

In the geopolitically globalised world, political decisions and anthropogenic activities have a direct influence on the survival of wildlife and their interactions with human (1, 2 ). In such scenario, continuous decline in wildlife has generally been as \non-political" amongst political parties (2, 3 ). In the disastrous deterioration of wildlife, increase in number of a globally threatened flagship species (such as tiger Panthera tigris ) appears a rare phenomenon in India (4 ). Moreover, such recovery of a large predator entails with healthier natural ecosystems, as a whole and indicates sensible and timely political decisions. Wildlife conservation is a global environmental concern and inherently politically complex in most parts of the world (5, 6 ). Political parties are the key actors shaping wildlife policies both at national and international level (2, 7 ). As relation between wildlife and politics has for long been a close one in India (3, 8 ). The pre-historic Hindu mythological beliefs are evident with association of the Gods and Goddesses with different vahanas (animal vehicles) in antiquity and epics such as Ramayana and Mahabharata gave protection to wild species (8 ). In recent decades, world has come to recognize the central importance of wildlife to humanity in terms of the crucial contribution it makes to the cultural, economic, spiritual and social well-being of communities worldwide (9 ).
