republic, Sir Abubakar Tafawa Balewa the first Prime Minister of Nigeria dumped the ECN and announced the creation of the Federal Electoral Commission (FEC) with Mr. Eyo Esua as its head. The FEC supervised and conducted the general elections of 1964 as well as the Western Region elections of 1965. The controversies that surrounded these elections especially the perceptions of the elections not being free, fair and credible has been adduced as one of the major reasons that truncated the first republic and brought in the military administration of General Aguiyi Ironsi. Sequel to the first military coup d’état, General Aguiyi Ironsi dissolved the FEC and it remained so until 1978 when the military administration of General Olusegun Obasanjo founded the Federal Electoral Commission (FEDECO) with Chief Michael Ani as the chairman. FEDECO organized the 1979 transitional elections that brought in the second republic with Alhaji Shehu Shagari of the National Party of Nigeria (NPN) as the first executive president of Nigeria. Chief Michael Ani was subsequently replaced with Justice Ovie- Whisky by President Shehu Shagari as FEDECO chairman and he superintended the 1983 general elections which returned Alhaji Shehu Shagari as president. The controversies that trailed the 1983 general elections yet led to another military takeover which saw Major General Muhammadu Buhari as Head of State in December 1983 and later General Ibrahim Badamasi Babangida in 1985. General Ibrahim Badamasi Babangida dissolved FEDECO in 1987 and established the National Electoral Commission (NEC) with Professor Eme O. Awa as chairman and later in 1989 Professor Humphrey Nwosu was appointed as Chairman. -

Meeting summary: Nigeria – Planning and Prospects for Elections in 2011 Professor Oke Ibeanu: One of the stories which recently captivated Nigerian society was a revelation by the former Governor of Cross River state, Donald Duke, where he laid out how state governors rig elections in Nigeria. INEC is a national body with 12 commissioners and a Chairman at federal level, and 37 state-level agencies each headed by a state-level electoral commissioner. It is said that the national body is irrelevant, and in fact the state-level agencies are key. -

Electoral Credibility and the Prospects of Democratic Consolidation in Nigeria: The Role of Independent National Electoral Commission (INEC) Larry E. Udu Department of Public Administration Ebonyi State University ABSTRACT The paper examines the power and responsibilities of the Independent National Electoral Commission (INEC) in electoral administrations in the country and the implications of the institution's under-performance on democratic consolidation in Nigeria. Content Analytical Approach was adopted and the systems theory propounded by David Easton was used as theoretical foundation. The paper reveals that there has been fundamental and institutional constraints which subject INEC to government/political manipulations, a situation that is inimical for democratic consolidation in the country. INEC performance in the 2015 general elections notwithstanding, the body ought to be autonomous in all ramifications so as to be able to discharge its duties impartially and responsibly and hence, consolidate democracy in Nigeria by the instrumentality of credible elections. The election is shaping up to be highly controversial. • Corruption remains a major concern, with allegations reaching as high as the Vice-Presidency. • Whoever wins will face the mounting challenges of the oil-rich but poor and increasingly violent Niger Delta region. Introduction Nigeria’s President, Olusegun Obasanjo, is bucking the trend set by some of his peers across the continent – he is stepping aside after two terms. As the leader of one of Africa’s largest economies, a leading producer and exporter of oil, he must have been greatly tempted to serve another term or two. In fact, he sought to alter the constitution to allow the reigning president to stay beyond two terms but the bid was thrown out by Senate. So who is likely to win favour with Nigeria’s 140 million-strong population? Before their bitter and public falling out last year, Obasanjo’s Vice-President Atiku Abubakar was viewed as his natural successor. Now, with the pair barely on speaking terms and accusing each other of corruption, Abubakar has been forced to campaign under the ticket of another party. Other candidates include the former military heavyweights Ibrahim Badamasi Babangida – the mention of whose name strikes fear into the hearts of many Nigerians – and Muhamadu Buhari. By complete contrast, Obasanjo’s chosen successor is the reclusive and softly spoken Umaru Musa Yar'Adua, the Governor of Katsina state. -

NIGERIA Releases of political prisoners - questions remain about past human rights violations On 4 and 23 March 1999 the Nigerian military government announced the release of most of its remaining political prisoners. They included at least 39 prisoners of conscience and possible prisoners of conscience held in connection with alleged coup plots (see appendix for details of releases). Following the death of former head of state General Sani Abacha on 8 June 1998, the new military government headed by General Abdulsalami Abubakar has gradually released more than 140 political prisoners. Under a new “transition to civil rule” process, elections have been held and a civilian government is due to take over power on 29 May 1999. At least three political prisoners are believed to remain in prison, two of them held since 1990, and the government has not revoked the military decree which allows for the detention without charge or trial of prisoners of conscience. Other military decrees remain in force which have allowed the imprisonment of prisoners of conscience after unfair political trials. Questions remain about the involvement of government officials in past abuses, including the extrajudicial execution of critics, and the need for accountability and a check on impunity. The prisoners released in March 1999 had been imprisoned following secret and grossly unfair trials by Special Military Tribunals. The Tribunals were created by military decree, the Treason and Other Offences (Special Military Tribunal) Decree, No. 1 of 1986, and appointed directly by the military head of state. Presided over by members of the military government, their judgements had to be confirmed or disallowed by the military government. -

NCMG International CATEGORY: PEACE BUILDER 1. GOVERNOR KASHIM SHETTIMA GOVERNOR, BORNO STATE BACKGROUND Kashim Shettima was born on 2 September 1966 in Maiduguri, Borno State. He attended Government Community Secondary School, Biu in 1978 and then attended Government Science Secondary School Potiskum, Yobe State between 1980 and 1983. He studied Agricultural Economics at the University of Maiduguri, graduating in 1989. For his National Youth Service he worked with the Nigerian Agricultural Cooperative Bank in Calabar (1989–1990). He then attended the University of Ibadan (1990-1991), gaining a master's degree in Agricultural Economics. From 1991 to 1993 he was a lecturer in Agricultural Economics at the University of Maiduguri. EARLY CAREER Shettima worked with the Commercial Bank of Africa as an Agricultural Economist at its Ikeja Office, Lagos State (1993-1997). He then became a deputy manager, later manager, at the African International Bank Limited, Kaduna Branch (1997–2001), and was appointed Deputy Manager/Branch Head of the Zenith Bank's Maiduguri Office in 2001, becoming General Manager five years later. In mid-2007, Shettima was appointed Commissioner of the Borno State Ministry of Finance and Economic Development. Later he became Commissioner in the Ministries of Local Governments and Chieftaincy Affairs, Education, Agriculture and later Health under his predecessor as Borno Governor Ali Modu Sheriff. ACHIEVEMENTS One of the biggest achievements of Governor Shettima’s government is in the reconstruction of towns and villages destroyed by Boko Haram. The government had in 2016 created the Ministry of Reconstruction, Rehabilitation and Resettlement that was saddled with the task of rebuilding all public buildings and homes of the displaced persons. -

Having shared a common history of colonization and its attendant challenges, Nigeria is placed similar amongst other African and most nations of the world that shared similar history that are still struggling to holistically improve in its level of efficiency. But a closer juxtaposition of Nigeria and most countries that have enjoyed about five decades of independence clearly brings to the fore obvious malaise characterizing this multi-culturally rich black giant of Africa. This raises the question of what does Nigeria either do or ignore that other countries have since perfected thereby overtaking her in terms of global rating of development. The obvious answer lies in leadership style. The political leadership of Nigeria, though striving to attain improved efficiency, for so long has been adversely faced by the obvious challenge of transparent and peaceful transition from one tenure or regime to the other. This paper will analyze the existence of electoral process and regulatory electoral body in Nigeria with the view of, not just empowering the electoral body but the electorate in terms of knowledge- via theatrical endeavours, with the sole aim of achieving a violent-free political transition; through the process of politics of entertainment that will ensure freedom and growth in Nigeria. -

Agbo University of Nigeria, Nsukka & Rowland Chukwuma Okoli Godfrey Okoye University, Enugu Abstract This study examined the disenfranchisement of the masses by Nigeria‟s electoral management body in the 2015 General elections. Much of academic interest in electoral management in Nigeria has focused on election outcomes with particular emphasis on whether the elections were credible, violent, inconclusive etc. Accordingly, it is a general belief that the Independent National Electoral Commission (INEC) succeeded in conducting credible elections in 2015 because the elections were considered relatively free and fair, and for the first time, the opposition party emerged victorious in the General elections. However, there remained some unexplored issues that require the systematic attention of scholars. This paper intervened by adopting the basic propositions arising from the theory of Institutional Legitimacy and examined the technical disenfranchisement of large number of eligible voters by INEC in the 2015 General elections. Qualitative-descriptive method of data collection and analysis together with the ex-post facto research design were employed in investigating the problem. The paper implicated institutional lapses in the massive disenfranchisement of eligible voters. Thus, the paper argued that the inability of INEC to ensure voting by large number of ad hoc staff saddled with election duties and the poor distribution of Permanent Voter‟s Card (PVCs) in some states translated to technical disenfranchisement of eligible voters. The study recommended that INEC should develop framework that enables every eligible registered voter to exercise his/her franchise in future elections.
