PREFACE In response to a request from the Government of the Kingdom of Morocco, the Government of Japan decided to conduct a study on the Basic Education Improvement Program for Rural Areas and entrusted to the study to the Japan International Cooperation Agency (JICA). JICA selected and dispatched a study team headed by Mr. Shigeki Kawahara of International Development Center of Japan and consists of International Development Center of Japan and KRI International Corp. between September, 2003 and January, 2006. The team held discussions with the officials concerned of the Government of the Kingdom of Morocco and conducted field surveys at the study area. Upon returning to Japan, the team conducted further studies and prepared this final report. I hope that this report will contribute to the promotion of this project and to the enhancement of friendly relationship between our two countries. This study was entrusted to International Development Center of Japan in association with KRI International Corporation, under a contract with Japan International Cooperation Agency (JICA), during the period from September 2003 to January 2006. The Report consists of Executive Summary, Main Report and Appendix. This Program is the first proto-type program to mobilize the School Management Councils by creating a package of concrete measures to empower School Management Councils (SMCs) in order for them to improve and manage schools by their own initiatives. Based upon all the achievements and experiences, the JICA Team developed a set of training modules, models of implementation, recommendations for monitoring, and institutional arrangement, and recommendations of policy options for the promotion of bottom-up approach in the context of educational decentralization. We would like to take this occasion to express our sincere gratitude to JICA and the Ministry of Education for providing an opportunity to conduct this Program. We are also the most grateful for the cooperation, guidance and assistance of the Steering Committee, the AREFs in Fes-Boulmane and Meknes-Tafilalet, and the Provincial Delegations of Boulmane, Sefrou, Khenifra, and Errachidia in the Government of the Kingdom of Morocco, the JICA Morocco office, the Embassy of Japan in Morocco and the international donors represented in Morocco that share the same goal of improving the education in Morocco. In Morocco, 2933 cases of CL were declared in 2015 with fluctuations in the number of cases reported over the years. As with other vector-borne diseases, the geographical distribution of cases suggests that CL transmission is sensitive to vector density which is correlated to climatic conditions. Our study target Boulemane and Sefrou provinces (among the most endemic foci of CL in Morocco) which are characterized by a diversity of microclimates area. The objectives of this study are to (i) determine the impact of the environmental conditions on the distribution of CL in these provinces, and (ii) identify the Leishmania species responsible for CL at each microclimate of these provinces using molecular techniques. Molecular characterization of parasites was performed using a previously described PCR-ITS1-RFLP method.

Methods: Ordinary least squares regression (OLSR) analysis was performed to study the impact of poverty, vulnerability, population density, urbanization and bioclimatic factors on the distribution of CL in this province. Molecular characterization of parasites was performed using a previously described PCR-RFLP method targeting the ITS1 of ribosomal DNA of Leishmania. Results: A total of 1009 cases were declared in Boulemane Province between the years 2000 and 2015 with incidences fluctuating over the years (P = 0.007). Analyzing geographical maps of the study region identified four unique microclimate areas; sub-humid, semi-arid, arid and Saharan. The geographical distribution and molecular identification of species shows that the Saharan microclimate, characterized by the presence of Leishmania major was the most affected (47.78%) followed by semi-arid area where Leishmania tropica was identified in three districts.

However, in 2008, two new cutaneous leishmaniasis foci appeared out of the known risk areas. Hence, we have undertaken this entomological survey in �ve foci situated in different bioclimatic areas to better understand the distribution and the epidemiology of this disease. Results of this study, undertaken during 2011, showed the predominance of Phlebotomus sergenti (55.8 ) followed by Ph. perniciosus (12.9 ), Ph. longicuspis (12.3 ), and Ph. papatasi (12.0 ). Ph. sergenti was active during 6 months in subhumid area and 8 months in arid, semiarid, and Saharan areas.
