Dear Friends The next Darley Neighbourhood Forum will take place on: Wednesday 10 April 2013 at Markeaton Primary School Making Darley Stronger and Safer The Darley Forum meets every three months and aims to give residents an opportunity to have a say on issues that affect the local community. The meeting will be attended by your three local ward Councillors and officers from a variety of local service providers. Officers from Derby Homes, the Police and the council will be available from 6:30 for one to one discussions. What’s happening in Darley As always you will have the opportunity to meet other people who care about the Darley neighbourhood and raise your views and concerns relating to Darley This booklet includes: a copy of the agenda for the 10th April, ‘You said we did’ feedback from the last meeting, an update on Board activity and useful contact details. You said… We did… Further to the presentation by housing 21, could the following be fed back to Housing 21, the planning department and the Council as concerns from the Forum: 1. The Chimney of bath Street Mills should be conserved 2. Can the height of the buildings be lowered to the same height as the current mills, to fit in to the natural environment? 3. Where will the contractors park when building works are taking place. This should not impact on local streets which already have parking problems. 4. Will there be nominations through housing options for let properties? 5. How much funding does Derby City Council provide to this scheme? Can the City Council explain why a decision is made to financially support this, rather than the flood defences? 6. Is flood management incorporated in the build? The information was fed back to both Housing 21 and the planning department. Housing21 provided the following response: 1. In terms of the keeping the chimney it is not part of the current proposals or something which has been raised by the LPA or the various design panels. 2. Unfortunately not. It is important that we deliver this number of units both for the council and our HCA programme. 3. The contractor will undertake a construction site management plan ensure there is adequate parking for sub-contractors during construction phase. 4. Yes nominations will apply but not necessarily choice based letting as doesn't always lend itself to ECH. 5. The Council funded £2,400,000 towards the Bath Street Mills Development. The total value of the development is £10,843,000. Extra care funding has been part of the capital programme for some time and this development is part of the delivery of the wider extra care scheme. There was not a straight choice between Flood Defence funding and funding towards Extra Care. 6. The Environment Agency has been involved in the design and the scheme does incorporate flood defences. Further to the presentation about the culvert on Darley Abbey, could the following be fed back to the Council as questions from the Forum: 1. The holes that have been dug previously have not been filled in properly. Will this be done? 2. Will traffic need to be diverted, if so, how will they be diverted? 3. Could we have a map to indicate where the work takes place and what any diversions are? 4. Can councillors receive a copy of the leaflet distributed to members of the public? 1. The previous trial holes will be reinstated with a road finished surface. 2. Residents will be made aware of road closures and diversions prior to the works taking place. 3. Extensive consultation has taken place. However, some key representatives, such as local members, were not properly informed of the consultation. We have discussed this with the utility companies and reminded them of their duty to consult with key 3 stakeholders; we are looking at putting systems in place to ensure they do this. Will anything be done about the state of the grass in the park as a result of the entertainment over the summer. When will it be re-grassed? Could events be spread across other parks, to avoid lasting damage to the grass? Can the council supervise contractors who reinstate grass, and add in a penalty clause in the contract if there are damages caused by the way in which the grass is reinstated? . We are aware that there is still further reinstatement work needed following the weekend of the Olympic Torch Relay/Classical Concert as the ground conditions did not sufficiently dry out for the rest of the summer to enable full re-instatement, before the next event. We continue to monitor the ground conditions so that when the ground has sufficiently dried out we can access the area and undertake the necessary re instatement work. Derby Festé’s ‘Games Time’ was a ‘one off’ event held on Darley Park because of the size of the production and expected audience as it marked the closing of the Cultural Olympiad in the East Midlands. Going forward Festé’s activity will continue to be focussed on City Centre outdoor spaces and it is not currently anticipated that any future Feste events will be held on Darley Park. With regards to contractors causing damage whilst trying to reinstate the ground it is likely that this will have occurred whilst we were “testing the ground” to see if it was firm enough to commence reinstatement work and once they realised that it was not, they would have pulled off. We are keen to get on to the ground however, we are very aware that we can only access when the grounds conditions are conducive, if not we will cause further damage which we are keen to avoid. Could we be provided with an update on actions at St Mary's school? 1. Can we have the SIDs findings? 2. Can we have an update on the proposed (by Cllr Repton) implementation of double yellow lines? 3. I find the implementation of white zig zag lines outside the school very important. This was promised to us in the forum papers in 2010 by Jonathan Oakes and Paul Riley. Why is this now not being considered? 1. The SID findings are now available but have not yet been discussed by the Darley Transportation and Planning subgroup. When they have been discussed they will be shared wider. 2. We will be consulting residents about two potential options, both designed to discourage parking. The consultation is due to take place in the spring with the aim to have any agreed restrictions in place by September. 3. There is currently no justification for zig zag markings on Broadway. Zig Zag markings are placed to assist children crossing the road. On Broadway there are two locations where children cross and both locations are provided with a central reserve to enable children and their parents to cross the road in two halves. The islands have the added advantage of controlling parking immediately adjacent and essentially provide the same functions as zig zag markings. Can the bins on street pilot carried out in Redshaw Street in 2012, be widened out to Fox street in the near future? Is there political will to enforce Bins on Streets on a wider scale in the future? We don’t have the resources to do this at present but will be in a position to review this after the appointment of additional Response Officers in May. We do intend to tackle bins-on-streets and we are currently in discussion with Streetpride to 4 identify particular hotspots for this, fly-tipping, littering, etc. so that we can prioritise our work in this area. It is difficult to say at this stage when we might be able to address the problem in Fox Street.
