OBJECTIVES2B AND APPLICATION These1252B Regulations specify the regulations applicable for the conduct of the FFA Cup. These Regulations aim to promote the proper conduct and professional standards of the FFA Cup. The1253B se Regulations form part of the FA Statutes that specify the rules and regulations for the administration of the playing, participating, coaching and officiating in football within FA’s jurisdiction. Objectives The110B objectives of these Regulations are to: p592B romote, develop and protect the FFA Cup by ensuring that the appropriate conduct and professional standards apply; e593B nsure that the FFA Cup is regulated in a consistent and co-ordinated manner across the states and territories; and a594B lign the FFA Cup with FA Statutes and FIFA Statutes. Application27B and Scope The111B se Regulations: a595B pply to FA and all Member Federations, District Associations, Clubs, Players and Officials participating in the FFA Cup (FFA Cup Participants); a596B pply to all FFA Cup Matches; f597B orm part of the FA Statutes to which all FFA Cup Participants are bound; d598B o not limit or restrict the application of FIFA Statutes or FA Statutes, including without limitation, the National Code of Conduct for conduct or behaviour of a Club, Player or Official; and m599B ay be supplemented, but not varied (subject to clause 5.1(b)), by standards and procedures prescribed by FA from time to time, including, without limitation: the156B FFA Cup Event and Match Day Standards; the157B FFA Cup Minimum Security Standards; and FFA158B Cup Policies and Procedures. FA28B Jurisdiction and Obligations FA,600B as the member of FIFA for Australia, is responsible for the organisation, promotion and administration of football throughout Australia. Accordingly, it has jurisdiction over all Matches and Competitions within Australia, including the FFA Cup. FA:601B m159B ust comply with these Regulations and ensure that these Regulations are not inconsistent with FIFA Statutes and FA Statutes; 5 February 2021 3 FFA Cup Competition Regulations m160B ay enforce these Regulations against FFA Cup Participants; m161B ay investigate potential and actual breaches of these Regulations by or against an FFA Cup Participant; m162B ay impose disciplinary sanctions against an FFA Cup Participant found to have breached these Regulations; and w163B ill provide appropriate education and training to those who manage and implement these Regulations. Schedules29B The602B Schedules form part of these Regulations. FFA30B Cup Standards and Policies and Procedures The603B FFA Cup Event and Match Day Standards outline the match day procedures and requirements applying to the Final Rounds. The604B FFA Cup Minimum Security Standards outline the minimum match day security procedures and requirements applying to the FFA Cup. All605B FFA Cup Participants must comply with the FFA Cup Event and Match Day Standards, the FFA Cup Minimum Security Standards and the FFA Cup Policies and Procedures to the extent that they apply to them. FA606B may from time to time issue additional policies, procedures and guidelines relating to the operation and administration of the FFA Cup. In607B the event of inconsistency between: the164B FFA Cup Event and Match Day Standards, the FFA Cup Minimum Security Standards and the FFA Cup Policies and Procedures; and the165B operative provisions of these Regulations, the166B operative provisions of these Regulations will prevail. 2. NOTICE538B AND DISCIPLINARY SANCTIONS – BREACH OF THE REGULATIONS Each608B FFA Cup Participant acknowledges that in order to meet the stated objectives of these Regulations, their terms must be strictly complied with and their spirit and intent honoured and as the Competition Administrator, FA has the power to impose sanctions on FFA Cup Participants under these Regulations and in accordance with the FA Statutes. Other609B than in relation to matters falling under clause 24 of these Regulations, FA may enforce the terms of these Regulations and invoke the sanctions only if it has given the FFA Cup Participant alleged to have breached these Regulations: r167B easonable and sufficient notice of each and every particular of the alleged breach; n168B otice of possible sanctions; and 5 February 2021 4 FFA Cup Competition Regulations t169B he opportunity to be heard and to make submissions in relation to that alleged breach. The610B scope and implementation of disciplinary sanctions is as specified in these Regulations and in the FA Constitution. If611B an FFA Cup Participant wishes to appeal a sanction imposed by FA under these Regulations, that FFA Cup Participant may appeal in accordance with the Grievance Procedure By-Law, provided it does so within seven (7) business days of notice of the sanction or determination. FA612B may excuse: an170B FFA Cup Participant from liability if that party ought reasonably and fairly be excused, wholly or partly, from that liability on such terms as FA thinks fit; a171B Player from liability in consideration of the Player’s co-operation and assistance in establishing a breach of the Regulations by any FFA Cup Participant on such terms as FA thinks fit in FA’s sole and absolute discretion; and an172B Official from liability in consideration of the Official’s co-operation and assistance in establishing a breach of the Regulations by any FFA Cup Participant on such terms as FA thinks fit in FA’s sole and absolute discretion. A613B Club: m173B ust ensure that its Players and Officials of the Club comply with these Regulations; and will1000B be deemed to have committed a breach of these Regulations in the event any of its Players or Officials are deemed to have committed a breach of these Regulations. In such circumstances, the Club may be liable for such breach by any of its Players or Officials. For614B the avoidance of doubt, this clause does not limit FA’s right to impose sanctions on the Club’s Players or Officials for breach of the Regulations. 3. FA539B STATUTES COMPLIANCE FFA615B Cup Participants must comply with, and are bound by, and must abide by, the FA Statutes and, in particular: the174B National Registration, Status and Transfer Regulations; the175B National Disciplinary Regulations; the176B National Code of Conduct; where177B applicable, the Player Contract Regulations; and these178B Regulations. 5 February 2021 5 FFA Cup Competition Regulations The616B National Registration, Status and Transfer Regulations regulate the eligibility, registration, contracting, payments, and loan and transfer of Players who enter into, participate in, and leave football in Australia, including Players in the FFA Cup. In particular, the following articles must be complied with: article179B 8 (Contracting); article180B 9 (Contractual Stability); article181B 11 (Transfers and Loans); article182B 12 (Training Compensation, Transfer Fees and Solidarity Contribution); and article183B 13 (Release of Players). 4. FIFA3B LAWS OF THE GAME The617B FFA Cup will be played in accordance with the FIFA Laws of the Game. This includes all Preliminary Round Matches, Final Rounds Playoff and Final Round Matches. The618B se Regulations supplement the FIFA Laws of the Game. A619B copy of the FIFA Laws of the Game can be found on the FIFA website at http://www.fifa.com. A620B Referee, from the time of entering the field of play for a pre-match FFA Cup Match inspection until leaving the field of play after the FFA Cup Match ends (including kicks from the penalty mark), may take the following disciplinary action during the Preliminary Rounds, Final Rounds Playoff and Final Rounds: in1001B the case of a Player, issue a Player Yellow Card in accordance with the Laws of the Game; in1002B the case of a Player, issue a Player Red Card in accordance with the Laws of the Game; in1003B the case of a Team Official, issue a Team Official Yellow Card in accordance with the Laws of the Game; and/or in1004B the case of a Team Official, issue a Team Official Red Card in accordance with the Laws of the Game.

    FOOTBALL FEDERATION AUSTRALIA ‘NEW LEAGUES WORKING GROUP’ RECOMMENDATIONS REPORT 31 MARCH 2019 Introduction and Overview by the Chair As was the case with the Congress Review Working Group work in 2018, this report and the associated recommendations of the New Leagues Working Group are the result of hundreds of hours of work over the past 6 weeks by the individuals listed at the end of this report, many of whom are volunteers. The unity of purpose comes from a shared passion for outcomes that deliver for the good of Australian football. The legal, constitutional, commercial and social issues that underpin the New Leagues Working Group mandate are in many places intertwined, hence added complexity for the NLWG in delivering on this mandate within such a short timeframe. Full credit to all those involved. The calibre and depth and breadth of the presentations, submissions, analysis and debate over the last six weeks is singularly impressive. PART 1 - NEW LEAGUES WORKING GROUP 1. Pursuant to Special Resolution 2 passed by the Members of Football Federation Australia Limited (FFA) at the General Meeting held on 2 October 2018, the New Leagues Working Group (NLWG) was established to consider and propose an Alternate A-League Governance Model for the Professional Australian Football Leagues, comprising of the A- League, W-League and the Y-League. (the Professional Leagues). A copy of that resolution is attached as Appendix 1. 2. The winner will join Adelaide United FC and Campbelltown City SC in the FFA Cup Round of 32. Since the inaugural year of the FFA Cup competition in 2014, the ‘Magic of the Cup’ has captured the imagination of local clubs and football supporters alike. Club Means an entity affiliated to Football SA for the purpose of playing football in the Competitions. Club Associate/Official Is any person involved with the administration, management or organisation of a Club (whether paid or unpaid), including employees, contractors, directors, representatives and volunteers. Coach Is any person with the required coaching qualifications, registered with Football SA and is appointed to a football team.

A total of 737 clubs entered the FFA Cup 2019, a number that has significantly grown from the first edition of the FFA Cup in 2014, when 617 clubs entered. The FFA Cup 2019 started in February with the Preliminary Rounds to determine the 21 clubs from the semi-professional and amateur tiers. These clubs joined ten of the Hyundai A-League clubs (Western United FC will not participate in this edition) and the reigning National Premier Leagues Champions (Campbelltown City SC) in the Final Rounds. The FFA Cup Final 2019 will be played on Wednesday 23 October with the host city to be determined by a live draw. Each cup tie must be decided on the day, with extra time to decide results of matches drawn after 90 minutes, followed by penalties if required. At least one Member Federation club is guaranteed to progress to the Semi Finals. Previous winners of the FFA Cup are Adelaide United (2014 and 2018), Melbourne Victory (2015), Melbourne City FC (2016) and Sydney FC (2017). Broadcast partners – FOX SPORTS FOX SPORTS will again provide comprehensive coverage of the FFA Cup 2019 Final Rounds. The FFA Cup’s official broadcaster will show one LIVE match per match night from the Round of 32 onwards, while providing coverage and updates, as well as live streams, of non-broadcast matches.

Management has been authorised to execute participation agreements with the following ten (10) clubs with respect to the NNSW PS4 National Premier Leagues (NPL) for a maximum of three seasons commencing in 2017.     Football Australia Circular Circular No.21-04 30 July 2021 TO THE MEMBERS OF FOOTBALL AUSTRALIA AUSTRALIAN DOMESTIC MATCH CALENDAR 2021-22 The purpose of this circular is to notify Members of the Australian football Domestic Match Calendar (DMC) for the period 2021-22 (DMC 2021-22). A copy of the DMC 2021-2022 is available on Football Australia’s website. As noted in Football Australia Circular No 21-01 – Australian Domestic Match Calendar, the XI Principles for the Future of Australian Football (XI Principles), in particular Principle IV, emphasises the importance of a national football calendar to facilitate the realignment of the Australian competitions and to assist in the reconnection of the Australian football pyramid. The DMC 2021, which was released in February 2021, was an initial interim step towards a more harmonised calendar and consequently, enhanced alignment of competitions. The release of the DMC 2021-22 is the next phase in reconnecting the pyramid. Developing the DMC 2021-22 in a COVID environment has been challenging, but the release marks the culmination of an extensive stakeholder consultation process. The consultation process has reaffirmed the key objectives and principles of the DMC, being: (a) uniting football via enhanced alignment of domestic football opportunities which consequently positively affect participation and engagement; (b) further integration of the DMC with FIFA’s International Match Calendar (IMC) and AFC’s calendar; and (c) transparent communication of club football and national team activities,

INTRODUCTION 1. This matter concerns an incident which occurred between Michael Marrone (the Player) and a ball-boy where the Player made contact with a ball-boy and the ball- boy finished up on the ground. It is unacceptable for anyone assisting in the conduct of any game to be knocked to the ground by a player, let alone in the A- League or FFA Cup. No previous case which has involved a ball-boy or ball-girl has come before the Committee. Nevertheless, there have been instances where players have made contact with referees and other match officials and in such cases the Committee has applied a zero tolerance approach. Assuming the Player did not intend to knock the ball-boy to the ground, his conduct was nevertheless reckless and it is clearly inappropriate that a young ball-boy finished on the ground and could have been injured as a direct effect of the Player’s actions. 2. The PFA has again partnered with Australian football statistician Andrew Howe to update the data for the fourth FFA Cup and introduce new analyses of crowds and player movements between A-League and NPL clubs. The FFA Cup has captured Australia’s imagination by creating a footprint that is truly national in its breadth and uniquely inclusive in its depth. As discussions advance regarding the urgent need to expand the professional footprint in Australia, the FFA Cup provides a valuable touchstone when approaching the logistical, architectural and geographical questions that need to be asked. We believe it is therefore critical to produce research such as this to ensure future discourse is supported by data and evidence.
