Introduction 1.1. Background Sinclair Knight Merz Enviros (SKM) has been commissioned by the Bombay Spirits Company Ltd (the ‘Client’) to provide highway and transport advice in support of the redevelopment of Laverstoke Mill (the ‘Site’) in Laverstoke, Hampshire. This Travel Plan (TP) has been prepared to promote sustainable travel to the Site in order to help reduce Single Occupancy Vehicle (SOV) trips. This TP should be read in conjunction with the Transport Assessment (TA) submitted as part of the planning application for the Proposed Development. This TP has been prepared in line with local and national guidance. The scope of this TP has been agreed with Hampshire County Council (HCC) as the Local Highway Authority. 1.2. Development Proposals The overall philosophy proposed for Laverstoke Mill is one of sympathetic and sensitive restoration and repair of most of the existing buildings, demolition of a few and some additional development. As per the St James planning permission, the focused clearance of the more recent (typically 20th century) buildings that were erected incrementally as the site developed, as well as the removal of many of the artefacts associated with the previous uses of the site (i.e. flues, ductwork and pipework) which detract from the form of the existing buildings, is proposed. A combination of external and internal renovation and restructuring is also proposed to accommodate the production facility and visitors centre. As befits a facility of this nature, and in keeping with Laverstoke Mill’s heritage, the proposal requires certain external industrial infrastructure to be provided, such as tanks, pipework and stacks. BSCL considers that the proposals include them in sympathetic manner, reflecting the rebirth of Laverstoke Mill as a manufacturing facility. Production The production of BOMBAY SAPPHIRE®, from the distillation of neutral grain spirit and a number of botanicals (plant extracts) to impart flavour and product characteristics, is to be the principal activity at Laverstoke Mill. The raw spirit is to be brought to Laverstoke Mill, as are the botanicals, with the finished product exported by road tanker for bottling elsewhere in the UK. Associated ancillary processes are also proposed, including steam raising boiler plant, product, raw material and intermediate storage, air compressor and cooling plant and waste storage. Access for vehicles bringing the raw spirit to site or exporting the finished product are to use the western site entrance. A bay is to be provided to allow a road tanker to pull completely off the B3400 to allow completion of the necessary booking in procedures. Once within the site, the road tanker will be directed to the tanker off-loading facility, which in turn is to be connected via process pipe work to the neutral grain spirit storage area within the tank farm. SKM Enviros Appendix 10.2 Travel Plan Final.doc PAGE 4 The principal production storage facility is to be provided by the new tank farm, located in the west of the site. The tank farm provides storage of high strength spirits in 6 x 100,000 litre bunded stainless steel tanks. The tanks are to store both the neutral grain spirit and the finished product. The tank farm is to be located in an external environment in order to benefit from natural ventilation. Visitor’s Centre The proposal also includes the provision of a visitor’s centre, which will guide members of the public through the history and vision of the BOMBAY SAPPHIRE® brand and the heritage of Laverstoke Mill, culminating in a tour of the distillery and the Glass House where the botanicals can be seek growing in habitat controlled biomes. The visitor’s centre is to include a licensed bar, cafe and shop. These facilities will be accessible to members of the public without having to pay an entrance fee. The opening hours of the facilities are to be the same as for the visitors experience itself. The bar and cafe are proposed to include an external terrace overlooking the River Test. The bar will only occasionally be opened into the evening for special functions and thus will not be a source of nuisance for local residents. The Glass House A high quality glass structure (the ‘Glass House’), comprising two interconnected cloches, is proposed to replace the Mill Office, which is located at the heart of the site. The Mill Office is an unlisted building although one that has been considered to add value to the Laverstoke and Freefolk Conservation Area. The vision for the Glass House is to create a structure that will compliment the natural character and heritage of Laverstoke Mill and showcase the vision of BOMBAY SAPPHIRE® as one that looks into the future while respecting the past. The ‘Glass House’ is set to house the ten botanicals that come from all over the world that are used in the distillation of Bombay Sapphire. It is therefore crucial that the Glass House is located in a south facing direction. It is considered that the structure will complete the view of the old buildings, the stills within them, the river and Laverstoke Park. One cloche is set to recreate tropical conditions, the other a Mediterranean climate, to reflect the natural growing conditions of the botanicals. In order to maintain correct ambient temperatures, particularly in periods of high ambient temperature and sunlight, an open circuit groundwater cooling scheme is proposed (subject to final technical feasibility) to provide a constant temperature. Heritage Room The former water turbine in the Mill (building number 1) is proposed to be open as part of the visitors experience, where it is to function as a ‘Heritage Room.’ This area previously housed equipment related to a rare ‘Fontaine’ type water turbine, installed at the site in 1854 to drive the paper milling machinery. Information on the history of BOMBAY SAPPHIRE® and the historic uses of Laverstoke Mill is to be provided within the Heritage Room. It is estimated that there will be approximately 100, 000 visitors per annum, with 15,000 expected during the peak months of June, July and August. In addition, there will be 20 staff members in total with 10 staff working in the visitors centre and 10 working in the production centre. SKM Enviros Appendix 10.2 Travel Plan Final.doc PAGE 5 1.3. Travel Plan Benefits TPs are management tools designed to enable the users of a site make more informed decisions about their travel while minimising the adverse impacts of the development on the environment. This is achieved by setting out a strategy to eliminate the barriers which keep users of the site from using sustainable modes of transport.

    Field Meetings and Lectures, 19^8-^9 HE season opened on Tuesday, 13 May, when members visited St. Cross Hospital and were welcomed by the Master (the Rev. G. T. Carlisle), the lecturer in the Chapel Tbeing Mr Ralph Dutton of Hinton Ampner, one of the Trustees of the Hospital. He also conducted the members round the Hospital buildings. In the Hall a selection of the Hospital archives were on view and were described by Mrs W. J. Carpenter Turner. In the afternoon the Annual General Meeting took place in the Council Chamber of the Castle, the President (Commander E. C. Wrey, O.B.E., R.N.) being re-elected for another year of office. His Presidential Address dealt with the Archaeology of the New Forest. On 7 June the Club visited Beaulieu Abbey, Mr A. Temple Patterson, M.A., F.R.HIST.S., of Southampton University, being the lecturer. Picnic lunches were eaten by members, after which Captain H. Widnell, Warden of Beaulieu Abbey, conducted the party over the Palace House, the former gatehouse, later converted into a residence and now the home of Lord Montagu. He also showed them round the Motor Car Museum. The party then proceeded to Minstead, where the exceedingly quaint and ' unrestored' Church was inspected under the guidance of Mr R. L. P. Jowitt. Tea followed at the ' Trusty Servant' Inn. On 21 June there was an afternoon meeting in Southampton, when Mr John S. Wacher, B.SC, F.S.A., conducted members round various archaeological sites, upon which excavation work was proceeding. On 7 July Hampton Court and Strawberry Hill, Middlesex, were the objectives, under the leadership of Mr John Simpson.

    , PAPERS AND!PROCEEDINGS 187 NATURAL HISTORY SECTION, 1955 General Remarks NCE again, may I take this opportunity of thanking all those who have kindly contributed to the activities of the Club O during the past year, in particular, the organisers of our three most successful and enjoyable field meetings. Reports of these expeditions will be found at the end of this Section. As always, the greatest activity has been on the ornithological side, and the quality of this year's report, the most, comprehensive yet produced by the Hampshire Field Club, is in no small measure due to the Subject Secretary, Mr.. Edwin Cohen. The newly formed Ornithological Section has amply justified its existence and its membership has now reached eighty-four. Seven meetings have been held so far with an average attendance of about twenty-five. These have provided good opportunities for the exchange of bird records and have brought together ornithologists' from different parts of the County. Enquiries into the distribution of the Corn Bunting, Stonechat and Whinchat have now been initiated and .should eventually provide a useful indication of the status of these species in Hampshire. Another recent innovation has been the short lecture on localised bird topics of particular interest : this. looks like becoming a regular feature of our meetings in future. There is no doubt that great -opportunities now exist for the formation of Sections concerned with other subjects ; indeed, a nucleus of some twenty-five members already awaits the institution of a Botanical Section. A similar demand exists for Entomology and also, possibly, for the study of mammals as well.

Christmas Dinner Eve reported that The White Hart would provide a 3 meat Carvery (beef, pork and ham) with all the trimmings with a vegetarian alternative, apple pie with custard and cream and 3 cold deserts at the Gill Nethercott centre on 23 February for £12.50 per head. It was decided to charge £15 per head and include a drink, some nibbles, cheese & biscuits and some port or brandy. Julie and Charles would be unable to attend on that date so Jean and Eve would see if a later date could be arranged. They would let Nick know by Saturday afternoon so that the invitations could be printed in a timely manner. 2. Walks Programme Further to comments from members that they would prefer more local walks Nick had produced a draft list of walks and explained that they were selected on the basis of 1 All the walks starting at Bell Street, 2 Other walks we do every year, 3 Other walks with the shortest driving distance but which were not done the previous year. It was decided that we would remove 2 walks from our repertoire because they involved obtaining permission to walk on private paths and such permission had not been granted for some time.
