The Commission first adopted rules requiring broadcast stations to maintain public files documenting requests for political advertising time more than 80 years ago,1 and political file obligations have been embodied in section 315(e) of the Act since 2002.2 Section 315(e)(1) requires radio station licensees, among other regulatees, to maintain and make available for public inspection information about each request for the purchase of broadcast time that is made: (a) by or on behalf of a legally qualified candidate for public office,3 or (b) by an issue advertiser whose advertisement communicates a message relating to a political matter of national importance.4 Section 315(e)(3) of the Act requires stations to upload information about such requests to their online political files “as soon as possible.”5 Section 73.1943(a) of the Commission’s Rules requires stations to maintain and make available for public inspection information about all requests for broadcast time made by or on behalf of candidates for public office,6 and section 73.1943(c) requires stations to upload such information to their online political files 1 See 3 Fed.

Ender, Ph.D. President 847.925.6611 847.925.6034 fax [email protected] President’s Report August 2015 It’s mid-August and finally, the temperatures have reached 90 degrees during the day and 70 degrees at night. Some refer to these times as “the dog days” of summer. I consider this almost as pleasant as Virginia weather! If you are a gardener like me, this is the perfect summer weather. I find myself harvesting tomatoes, cucumbers, peppers, beans, beets, and potatoes daily. Gardeners consider this great fun! Summer is now blending into fall. The College will soon be in starting the fall semester, and the garden will be a pleasant but distant memory! We approach the fall semester concerned about enrollment. Current fall enrollment is down as compared to last year. We are currently down approximately 10%, despite having the same number of applications for admission. We are also experiencing an increase in financial aid applications and packaging. The penetration rate for high school graduates remains very high. However, each senior class continues to be smaller. We also continue to experience enrollment declines in young adult and adult market segments. In part, this can be explained by a rebounding job market. Curriculum alignment that is attractive for adults is also something that is being reviewed. On the positive side, we have seen increased demand for our Fast Track programs; sufficient enough for us to consider opening additional cohorts this fall. While Fast Track still requires students to complete a degree in a little over two years, it is important to note that students are pursuing two to three classes each semester, thus they are considered “part-time.” The unique features of this program are attractive to adults because they outline a path to graduation, and classes in the sequence are guaranteed to run.

    cover We put kids and their families first. ANNUAL REPORT 2012 ChildServ’s mission is to help Chicagoland’s at-risk children and their families build, achieve and sustain better lives. In short, we put kids and their families first. Like our founders who originally cared for six homeless children from the streets of Chicago in 1894, ChildServ continues to enrich the spirit and aspirations of children. Despite a serious economic downturn, ChildServ continued in 2011 and 2012 to help Chicagoland’s at-risk children and their families build, achieve and sustain better lives. ChildServ is grateful for positive outcomes that made life better for more than 3,000 marginalized children and their families. As you review ChildServ’s 2012 annual report, you will notice ChildServ’s programs continued to emphasize early childhood learning, strong parent-child relationships, wholesome out-of-home placement services, individual and family support services, and youth development in group homes and transitional living facilities. Our organization attained positive outcomes and stayed true to its mission: We supported parents in their efforts to nurture their children; prepared preschoolers and their parents for school; helped students achieve academic success and stay in school; prepared young adults for independent living; and found adoptive families for children. We are very proud to say that ChildServ succeeds at empowering vulnerable families with children through advocacy, prevention, early intervention and education services. One clear example of the organization’s success is that 100% of our eligible foster care youth graduated from high school; of these graduates, 80% are enrolled in college and 20% are working full-time.
