As the E.U. Weakens, the Western Hemisphere's Alliance, NAFTA, Needs to Build oh Its Success

The decision by the United Kingdom to leave the European Union gives North America a unique opportunity to assert its economic and political leadership among Western democracies. We are already the largest single economic bloc in the world, and, at a time of intense skepticism, we can show how increased trade and economic integration brings prosperity.

Our own economic union, the North American Free Trade Agreement, has been working well for a quarter-century. In the face of wave of misguided isolationism, it's time to make it world's most competitive and powerful exporting platform.

Economic malaise has been haunting Europe for two decades, and the Brexit vote seemed to pin the blame on economic openness. That is precisely the wrong culprit. In fact, as NAFTA has demonstrated, trade is a powerful engine of growth, innovation and investment in human capital — all critical to promoting a more balanced and inclusive economy.

I have been puzzled by criticisms of NAFTA. Since it went into force, U.S. manufacturing exports to Mexico and Canada have increased 258 percent, with exports of computer and electronic products, furniture, paper, and fabricated metals more than tripling. The U.S. maintains a large and growing manufacturing trade surplus with my country and Canada.1

We need more trade and integration, not less. That was the message of last month's Summit of North American Leaders held in Canada. That meeting took the first step in developing a common strategy to face the challenges that the rise of other blocs, especially the Asian Pacific region, are creating.

Consider agriculture. NAFTA has become the world's single most important source of food -and the most reliable supplier at a time when urbanization and climate change are putting new pressures oh agricultural systems all over the world. Mexico is the 12th largest global food exporter, Canada is fourth, and the U.S. is first. All of us promote agricultural practices that boost productivity and protect natural resources.

Mexico is a founding member of the Global Alliance for Smart-Climate Agriculture, a United Nations initiative to reduce greenhouse gas emissions from agriculture. We have a cooperation project to improve the resilience of agriculture by building climate hubs in arid and tropical zones in Mexico.

Last year, Mexico exported $22 billion worth of agricultural products to the U.S., our number-one market destination while the U.S. sent $18.5 billion worth to Mexico, the third-largest market for U.S. food exports after China and Canada. Mexico supplies about two-thirds of the horticultural products and about one-third of the fruits entering the United States.

Right now, 6 million U. S. jobs depend on trade with Mexico and the number is rising. U.S. border states are highly integrated to the Mexican economy. Exports from Texas to Mexico totaled $95 billion last year2, or $12,000 for every Texas household.

By combining our respective comparative advantages with existing port and transport infrastructure, the Western Hemisphere has become an international leader in cereals, pork, beef, fruits and vegetables, beverages like beer and tequila, dairy and processed products.

Mexico is working hard to further develop its logistics networks for agriculture, improving sanitary inspections, quality controls, stock management and tracking of goods. We are encouraging small producers, especially, to become part of an integrated and highly efficient value chain that, without a doubt, will be the cornerstone for NAFTA's future competitiveness.

Since NAFTA, Mexico has showed a strong commitment to maintain a stable and financially sound macroeconomic environment, plus policies friendly toward trade and foreign investments. Unlike many emerging markets, now in turbulence, our GDP continues to grow briskly and consistently, and we have become a major destination for international investments. Queretaro, the central Mexican state where I was formerly governor, hosts such global companies as Siemens, General Electric, Bombardier, and Samsung.

In Latin America, Mexico has taken the lead in promoting cooperation and economic integration through initiatives such as the Pacific Alliance with Chile, Colombia and Peru. And we have a critical role to play in new agreements like the Transpacific Partnership. At

Turkey's Unbending Commitment to Democracy"

August 24, 2016 Op-Ed by Vice President Joseph Biden Milliyet Newspaper Last month, In the face of a violent attempted coup, thousands of brave citizens of Turkey—ordinary men and women—left the safety of their homes and took to the streets, filling Taksim Square and public spaces all across the country. Amid gunshots and explosions, at great personal risk, they defended their democracy.

It was an incredible demonstration ofthe grit and the mettle of the Turkish people—and of their unbending commitment to democratic principles.

On behalf of President Obama and the American people, I want to once more offer our deepest condolences to the families and loved ones of all those who were killed in the Inexcusable violence of that night. They made the ultimate sacrifice for their country, for which they deserve our enduring ' respect and honor.

The United States emphatically and immediately condemned the events bf July 15. In fact, President Obama was one of the very first world leaders to speak out in support Of Turkey's democratically- elected government, even while the coup attempt was still unfolding.

It was a crime; It was a violent betrayal by a small faction of those sworn to protect the Turkish republic and its citizens. And Americans, together with other democracy-loving peoples around the world, were shocked and outraged.

We also stand with our ally Turkey in the wake of the tragic terrorist attack in Gaziantep. It was ah act of barbarism—using a child to take the lives of more than 50 innocent civilians at a wedding, including 29 children and teenagers. Nothing could be more cowardly. And this is the just the latest in a string of barbaric terrorist attacks in Turkey, perpetrated by ISIL, the PKK, and other terrorist groups. Our hearts go out to all the victims and their families.

today, as I make my fourth trip to Turkey as Vice President—my second this year—I will convey this message of respect and solidarity directly to President Erdogan, Prime Minister Yildirim, and the Turkish people. j

My visit is also an important opportunity to reaffirm the strength and resilience ofthe alliance between our two great nations. Ours is a partnership that officially dates back to the; very beginning of the Turkish Republic in 1923. As Allies in NATO, we have taken a solemn pledge to come to the mutual defense of one another.

The friendship and affinity between our peoples goes far beyond our formal bonds. It's rooted in the deeply-held values that underpin our democracies—a foundational respect for human rights and fundamental freedoms, a commitment to tolerance and equality, an absolute rejection of the rule of the few by force paired with an equally fierce dedication to upholding the rights of those in the minority, especially in times of crisis.

Our partnership has been reaffirmed and strengthened repeatedly over the years. It happens each time our nations rise to meet threats to our common security and values, whether we're fighting to end ISIL's reign of terror or helping the people of Afghanistan build a future free from violence. The people of Turkey and the people of the United States stand together.

That's why, as a long-standing friend of the Turkish people, I am saddened by the speculation in some corners that the United States somehow either supported the coup attempt or had prior knowledge of it. Not only are such allegations patently untrue, they're dangerous and irresponsible, because they are designed to undermine the fundamentals of our alliance.

Also damaging aire the voices suggesting that President Obama and I could simply decree that Fethullah Gulen be extradited immediately to Turkey. Under America's system of government, where the executive and judicial branches have separate and independent roles, that's simply not possible. In fact, any attempt to do so would be illegal.

The extradition process is governed both by a bilateral treaty, ratified by our respective governments, and well-established U.S. domestic law. Requests must be assessed by an independent federal court as to whether or not there is sufficient evidence to extradite.

it is a process that takes time to work through in any ease. It is also important to note that, while we have received extradition requests for Mr. Gulen related to alleged activitiesjpredating the attempted coup, we have not yet received an extradition request or any evidence from Turkey relating to the attempted coup. Nonetheless, our legal professionals are committed to working diligently with their Turkish counterparts to determine whether the legal standards for extradition could be met.

I understand that In the wake of such a heinous and brutal attack, the desire is powerful for actions that might lead to justice for the loss of so many innocent lives, that's why the United States is doing everything we can to support Turkey's efforts to hold accountable those responsible for this terrible tragedy, while ensuring the rule of law is respected. As President Obama has made clear, the United States will provide any assistance we can to Turkish authorities investigating the coup attempt.

So my message In coming to Ankara today is simple: the people of Turkey have no greater friend and no stronger ally than the United States. That was true when we stood together against the threats of the 20th century, and it will remain true as we continue to address a myriad of challenges in the 21st century. j
