Peter of uitgever Paul de Ridder zullen deze taak overnemen. Ook zullen de volgende delen niet meer aan vrienden of door mij bewonderde personen zijn opgedragen, omdat ik geen tijd meer heb de namen of volgorde uit te knobbelen. Over dit deel wil ik twee opmerkingen maken. Eerst bij pagina 254, waar ik de donkerste kant van de catacomben van de ziel laat zien. Ik kende mijn vriend Casper Bake toen nog amper. Hij groeide uit tot een van mijn trouwste, meest vertrouwde vrienden, omdat ik over de jaren begreep, dat hij een van de onkreukbaarste mensen was, die ik ooit leerde kennen. Ik lag in een ziekenhuis, toen ik de drukproef van dit deel las. Uren heb ik nagedacht, of ik zou vragen deze passage te schrappen. Bestaat er zoiets als te openhartig zijn over iemand's donkere zijde van diens karakter? Ik kwam tot de conclusie van niet. De andere kwestie, waar ik iets over wil zeggen, is het hoofdstuk Moskou, eind april. Max van der Stoel, minister van Buitenlandse Zaken, bracht een officieel bezoek aan zijn Sovjet ambtgenoot, Andrei Gromyko. De NOS televisie had me gevraagd mee te gaan vanwege mijn contacten in Moskou. Buitenlandse Zaken besloot zoveel problemen rond mijn aanwezigheid te maken, dat de NOS me nooit meer zou vragen. Die actie van BuZa zou prima slagen. Pas in 1997 zou ik Max laten oproepen als getuige in mijn proces tegen de staat. Hij ontkende alles wat ik hier in het hoofdstuk Moskou in mijn dagboek schreef. Ik riep hem in de rechtszaal toe, ‘U zit ingestudeerde leugens te verkopen.’ Zelden had men Max in Den Haag zo razend zien worden. Hij zou me een proces aan doen wegens smaad. Dan moet hij wel opschieten. Hierbij neem ik dus afscheid van de lezers van dit levensverhaal. Tot 1997 (september) ligt het einde gereed. Peter en de uitgever hebben toegezegd deze story te beëindigen. De Willem Oltmans Stichting houdt een oogje in het zeil. Hij heeft nu de bemanningen van zijn atoombommenwerpers in staat van alarm gebracht. Hij denkt op die manier de aandacht van Watergate te kunnen afwenden. De Poolse Professor Adam Schaff zei me dat de elementen in de VS die tegen detente waren, deze druk op Nixon uitoefenden. Ik denk dat hij gelijk heeft. Hij zei ook: ‘Georgiërs zien sowieso neer op Russen; geen wonder dat je vriend Jermen Gvishiani moet oppassen in Moskou.’1 Ik mag Schaff wel. Hij doet me in sommige opzichten aan mijn vader denken. Hij vond dat de Club van Rome in gevaarlijk vaarwater terecht was gekomen. ‘They cannot forever bring out models and tell the world what it should do. People will react with “so what”! The problem is now how to move from words to deeds. But the people who help finance the Club will be reluctant to see it move into action. Up to now, the Club of Rome stayed above politics, but it cannot continue to do so. They should not loose contact with reality. The problem of power in all its aspect should be tackled.’ Schaff probeert meer socialistische landen binnen de Club van Rome te brengen. In overleg, natuurlijk, met voorzitter Aurelio Peccei. Frits Böttcher liet me zijn speech lezen. Hij verontschuldigde zich mijn Japanse uitgave van interviews niet vermeld te hebben, maar sprak natuurlijk uitvoerig over zijn eigen brochure. Die man is en blijft een Haagse creep. Er zijn nog steeds problemen met de laatste vijf dagen van mijn hotelrekening. Maar Aurelio sprong bij. Ik vind eigenlijk, gezien wat ik doe, dat dit vanzelfsprekend moest gebeuren. Vertrek nu eerder uit geldgebrek. Niets aan te doen. Een soort coup vindt plaats binnen de Club van Rome. Een vertegenwoordiger van Guatemala noemt het gezelschap veel te westers georiënteerd alsof er geen overgrote meerderheid van derdewereldlanden zou bestaan. John Platt van het Center for Advanced Study in Behavioral Sciences aan Stanford in Californië verscheen aan een lunch met ‘smorgasbörd’ in een grijs sweatshirt met op de rug de tekst Do your homework. 's Middags ontmoette ik de politieke wetenschapper Shinkichi Eto. Hij droeg een witte jas als van een laborant. Hij scheen mijn vragen wel boeiend te vinden. We konden uitstekend met elkaar overweg. Waar het om ging verliep prima.2 Hij vond dat ik zijn vriend de socialist Masashi Ishibashi ook in de serie zou moeten opnemen. Deze is secretaris-generaal van de Socialistische Partij. We gingen naar een telefoon om hem te bellen. De heer Masashi was in een vergadering. Ik zei tegen professor Eto vanavond te zullen opbellen om te informeren of het maken van een rendez-vous was gelukt. Dit scheen Eto een ongepaste suggestie te vinden. Ik begreep die reactie niet en vroeg verder of de heer Masashi mij dan misschien in het Imperial Hotel een interview zou kunnen geven, ook met het oog op de Club van Rome-bijeenkomst en het feit dat ik op het punt stond te vertrekken. ‘I will be frank with you,’ antwoordde professor Eto. ‘Die suggestie zou zeer onbeleefd zijn.’ ‘Waarom zijn verscheiden andere personen dan wel naar het hotel gekomen?’ ‘Dat moeten zij in hun hart onaangenaam hebben gevonden,’ antwoordde de professor. ‘Misschien, maar ik ben hier maar een paar dagen. I was friendly in trying to arrange this interview for you, without even asking you money, but I don't understand your behaviour.’ Op dat moment belde de heer Masashi Ishibashi terug en na een langdurig palaver werd voorgesteld dat ik morgenochtend in de VIP-kamer van het vliegveld mijn interview zou kunnen houden. Terwijl professor Eto sprak schreef ik op een papier: ‘Fourth floor, telephone call, I ask no money (...) in their heart they resented.’ Eto had meegelezen en vroeg wat ik had opgeschreven. Ik antwoordde: ‘Dat zijn losse notities over wat u hebt gezegd om in mijn dagboek uit te werken.’ ‘But what you wrote is not true,’ zei de professor. ‘Sorry, but these are the exact words you used’. 2 Zie Interview On Growth II, Putnam & Sons, New York 1975. Willem Oltmans, Memoires 1973-1974 3 ‘I cancel the interview, I did this for you,’ reageerde hij. ‘Well I am not conducting these interviews for me either, I do this to bring Japanese views and thinking to the world. I couldn't care less about you or your socialist friend at all. Cancel whatever you want,’ en ik marcheerde het gebouw uit. Ik dacht aan professor Jiro Kawakita en diens waarschuwing dat de Japanners nog ‘barbaren’ waren. Nu begrijp ik eigenlijk ook beter hoe het mogelijk was dat Dewi Sukarno met haar Dior-laars door de ruit van mijn voordeur ging.3 Het is een vorm van ‘mataglap’4 op zijn Japans. Professor Eto werd zo een treurige ervaring. Vanavond was er een dermate overdadig en belachelijk luxueus buffet voor de Club van Rome ingericht dat mij iedere lust een hap te eten verging. Zag Frits Böttcher met een kolossaal stuk kreeft aan de haal gaan. Egbert en Yvonne Kunst moedigden me aan aan de graaipartij mee te doen. Maar hier is een organisatie bezig die voorgeeft zich te bemoeien met de grenzen van rijkdom en verkwisting, maar zelf gedragen zij zich als nouveaux riches. Walgelijk. Voelde me opeens doodmoe en ben weggegaan. 27 oktober 1973 Om 08.00 uur zag ik de persconferentie van Richard Nixon samen met de Poolse econoom Joseph Pajetska. Naar zijn mening hadden Amerikaanse belangen in Texas en omstreken JFK laten vermoorden. Nu was het de beurt aan financieel-economische belangen langs de oostkust om wraak te nemen en Nixon uit het Witte Huis te verjagen. In Polen zijn 5.000 exemplaren van Grenzen aan de groei in omloop. Ging de straat op om een krant te kopen. In een metrostation vond ik een automaat. Ik deed er een muntstuk in, drukte op een knop en een alarm ging af. Een wacht kwam aanhollen, maar begreep dat ik me had vergist. Vandaag komt premier Kakuei Tanaka naar het Imperial Hotel met een zware delegatie Japanse autoriteiten, zoals Zentaro Kosaka, minister voor Economische Planning, Katsuo Maeda, minister voor Wetenschap en Techniek, Shinsaku Hogen, onderminister van Buitenlandse Zaken. Ook Makoto Ichikawa, de president van Sohyo, de General Council of Trade Unions, kwam mee en nog veel andere autoriteiten. Saburo Okita opende de bijeenkomst met een pleidooi dat meer met de Noord-Zuid-verhouding en de belangen van derdewereldlan- 3 Zie Memoires 1970-1971. 4 Door het dolle heen zijn. We dienden ervoor te waken het gebruik van computers slechts als een hulpmiddel van de hersens te beschouwen en niet als een vervanging van het intellect.

My name is Jacob, and I’ll be your chair, helping to guide you as you take on the role of the Soviet political elites circa 1961. Originally from Wilmington, Delaware, at Princeton I study Slavic Languages and Literature. The Eastern Bloc, as well as Yugoslavia, have long been interests of mine. Our history classes and national consciousness often paints them as communist enemies, but in their own ways, they too helped to shape the modern world that we know today. While ultimately failed states, they had successes throughout their history, contributing their own shares to world science and culture, and that’s something I’ve always tried to appreciate. Things are rarely as black and white as the paper and ink of our textbooks. During the conference, you will take on the role of members of the fictional Soviet Advisory Committee on Centralization and Global Communism, a new semi-secret body intended to advise the Politburo and other major state organs. You will be given unmatched power but also faced with a variety of unique challenges, such as unrest in the satellite states, an economy over-reliant on heavy industry, and a geopolitical sphere of influence being challenged by both the USA and an emerging Communist China.

From Indifference to Entrapment deals with the question of how the Netherlands faced up to this challenge during the years 1990-1995. It was during this period that the crisis erupted into armed conflict and the single worst war crime in Europe since the end of World War II took place in the ‘safe area’ of Srebrenica. The role of the Netherlands is particularly interesting, as the country held the EC/EU Presidency during the recognition debate in 1991 and supplied the peacekeeping presence in Srebrenica. The questions addressed in this book include: Did early warning work? What role did the Dutch Presidency (July-December 1991) play in the recognition debate? What motiv- ated the Dutch opposition to the Vance-Owen Peace Plan? Why did the Netherlands become From Indifference entrapped, as symbolised through its isolated peacekeeping commitment to Srebrenica? Finally, what can this story tell us about the ability of small and medium powers to in- fluence international affairs?     ABSTRACT Title of Thesis: CLASSIFYING BIAS IN LARGE MULTILINGUAL CORPORA VIA CROWDSOURCING AND TOPIC MODELING Team BIASES: Brianna Caljean, Katherine Calvert, Ashley Chang, Elliot Frank, Rosana Garay Jáuregui, Geoffrey Palo, Ryan Rinker, Gareth Weakly, Nicolette Wolfrey, William Zhang Thesis Directed By: Dr. David Zajic, Ph.D. Our project extends previous algorithmic approaches to finding bias in large text corpora. We used multilingual topic modeling to examine language-specific bias in the English, Spanish, and Russian versions of Wikipedia. In particular, we placed Spanish articles discussing the Cold War on a Russian-English viewpoint spectrum based on similarity in topic distribution. We then crowdsourced human annotations of Spanish Wikipedia articles for comparison to the topic model. Our hypothesis was that human annotators and topic modeling algorithms would provide correlated results for bias. However, that was not the case. Our annotators indicated that humans were more perceptive of sentiment in article text than topic distribution, which suggests that our classifier provides a different perspective on a text’s bias.     176 COLD WAR INTERNATIONAL HISTORY PROJECT BULLETIN 11 New Evidence on the Korean War Editor’s note: The documents featured in this section of the Bulletin present new evidence on the allegations that the United States used bacteriological weapons during the Korean War. In the accompanying commentaries, historian Kathryn Weathersby and scientist Milton Leitenberg (University of Maryland) provide analysis, context and interpretation of these documents. Unlike other documents published in the Bulletin, these documents, first obtained and published (in Japanese) by the Japanese newspaper Sankei Shimbun, have not been authenticated by access to the archival originals (or even photocopies thereof). The documents were copied by hand in the Russian Presidential Archive in Moscow, then typed. Though both commentators believe them to be genuine based on textual analysis, questions about the authenticity of the documents, as the commentators note, will remain until the original documents become available in the archives. Copies of the typed transcription (in Russian) have been deposited at the National Security Archive, a non-governmental research institute and repository of declassified documents based at George Washington University (Gelman Library, Suite 701; 2130 H St., NW; Washington, DC 20037; tel: 202/994-7000; fax: 202/ 994-7005) and are accessible to researchers. CWIHP welcomes the discussion of these new findings and encourages the release of the originals and additional materials on the issue from Russian, Chinese, Korean and U.S. archives. Carol Fuller to the Permanent Council, Vienna May 5, 2011 The United States would like to express its deep condolences to the family, friends, and colleagues of Max van der Stoel, who passed away on April 23, 2011, in The Hague. Max van der Stoel spent his life championing for the basic human rights of those who had been deprived of them. He set a high standard as the OSCE's first High Commissioner on National Minorities by effectively defending Roma, who he said faced discrimination across Europe; by mediating between combative Albanian and Macedonian communities; and by seeking to ease tensions in the Baltic countries — newly freed from the collapsed Soviet Union — with their ethnic Russian minorities. But he was much more than our first HCNM. As just one example, as the Netherlands’ foreign minister, he visited Prague in 1977, shortly after a band of "dissidents" had written and signed "Charter '77" which called for Czechoslovakia’s implementation of the 1975 Helsinki Final Act. He was struck by the courage of the dissidents. One day when he went back to his hotel, a member of Charter '77, Professor Jan Patocka, was waiting for him. Here was a foreign minister of a Western European democracy in effect recognizing an opposition movement to a Communist government. With the tape recorders rolling, he said a government was not allowed to interfere in the affairs of another state, but that the government of the Netherlands supported the implementation of the Helsinki Final Act in all respects and expected the government of Czechoslovakia to do the same.
