11 LEICESTERSHIRE BADMINTON ASSOCIATION RULES

1. The Association shall be called the Leicestershire Badminton Association (LBA) and shall be affiliated to Badminton England (BE).

2. The objects of the Association are to promote the interest of Badminton in Leicestershire, to hold a County Championship Tournament, to arrange matches with other County associations etc.

3. Membership of the LBA shall be confined to Clubs having their Hall in Leicestershire. The Leicestershire Badminton Coaches Association will also be affiliated to the LBA

4. An Annual subscription, payable by each club, shall be determined at the Annual General Meeting of the LBA

5. Annual subscriptions shall be due for payment on 1st October. Any Club whose subscription is unpaid on 1st November shall be liable to pay a penalty, as determined at the Annual General Meeting of the LBA.

6. Any affiliated Club wishing to retire must give notice to the Secretary before November 1st in any year, otherwise it will be liable to the subscription for that year. It shall be the duty of each Honorary Secretary of an affiliated Club, on taking up such an office, to report the name and address to the Secretary of the Association immediately.

7a. The affairs of the LBA shall be managed by a Committee, made up as shown in Appendix 1, sic to form a quorum, all of whom shall be members of affiliated Clubs, and in addition the Coaching Secretary shall be a member of the Leicestershire Badminton Coaches Association and shall be elected annually a the Annual General Meeting (AGM) to be held not later than the 31st May each year. Representatives of one third of the affiliated Clubs to form a quorum. (In the event of a quorum not being obtained, the Committee is empowered to call a further meeting within one month when a quorum shall be dispensed with.) The Committee shall have the full power to co-opt and fill the vacancies until the next AGM.

7b. The Committee is authorised to pay an annual honorarium to all officers in accordance with a scale approved at the AGM.

7c. Nominations only proposed and seconded by two members of any affiliated Clubs, or by the Committee, shall be sent in writing to the Secretary at least fourteen days before the date of the AGM.

7d. Any affiliated Club wishing to make formal proposals for consideration at the AGM must submit the same in writing to the Honorary Secretary prior to 1st April

8. The purpose of the AGM is:

8a. To receive Reports of the Officers of the Association on the previous year’s activities

12 8b. To approve and adopt the Financial Accounts for the previous year

8c. To fix the Annual Subscription and Penalty for Late Payment for the ensuing year.

8d. To fix the scale of Annual Honoraria to be made available to all Officers of the Committee.

8e. To approve and adopt the League Rules of the Association’s competitions for the ensuing year as presented by the League Secretary.

8f. To elect the Officers of the Association, as specified in Appendix 1, for the ensuing year.

8g. To elect an Honorary Auditor for the ensuing year.

8h. To deal with any other competent business.

9. Special General Meetings may be called by the Committee, or on the written request of at least four representatives of any four affiliated Clubs, Representatives of one third of affiliated Clubs to form a quorum. Seven days notice shall be given for such meetings, which shall be called within twenty-eight days of the receipt of such requisitions, and the meetings shall be strictly limited to the purpose stated in the notice.

10. Each affiliated Club shall be entitled to send one representative to vote at a General Meeting, in addition to the members of the Committee, excluding Past Presidents and Life vice-presidents who will have one vote each. Any other member may attend the AGM but is not entitled to vote, A fine of £10 shall be imposed on any affiliated Club not represented at the AGM.

11. All application forms from affiliated Clubs for permission to hold Tournaments shall be sent to the LBA, at least two clear calendar months before the event, for approval and counter-signing if approved.

12a.The property of the Association (other than cash, which shall be under the control of the Treasurer) shall be vested in four Trustees appointed by the Committee upon trust to be sold, mortgaged or otherwise dealt with as the Committee may direct by resolution. (Of which an entry in the Minute Book shall be conclusive evidence.)

12b. The Committee may, from time to time, by resolution remove any Trustee from office and make any appointment necessary to fill any vacancy created by such removal or by the death or resignation of a Trustee. For the purpose of giving effect to such an appointment the President of the Association is hereby nominated as the person to appoint new Trustees of the Association within the meaning of Section 36 of the Trustees Act 1925 and he shall by deed duly appoint the person or persons so nominated by the Committee as the new Trustee or Trustees of the Association and the provisions of the Trustees Act 1925 shall apply to any such deed of appointment. Any statement or fact in any such deed of appointment shall, in favour of a person dealing bona fide and for

13 value with the Trustees of the Committee, be conclusive evidence of the facts so stated

12c. The Trustees and the respective estates and effects shall be indemnified out of the property and assets of the Association against all costs, claims and demands arising out of or by reason of their holding office of Trustee.

13. The elected Committee shall be empowered to deal with matters not covered by the rules.

14. The rules can only be altered at the AGM. LBA League Rules 1. Entry shall be restricted to clubs affiliated to the LBA 2. Only those players on the list on the registered players submitted to the League Secretary may take part in any League competition. Players may be registered at any time during the season but their registration and fees must have reached the League Secretary before they take part in any match, otherwise the games must be awarded to their opponents. If the registration is verbal, then written confirmation - along with the appropriate fees – must reach the League Secretary within 7 days to make the registration valid. 3a. A League entrance fee in respect of each team entered in the Leagues and an individual registration fee in respect of each registered played shall be proposed annually by the Association’s Honorary Treasurer, with the approval of the LBA Committee. 3b. Any affiliated Club wishing to enter a team/teams for the League must give notice to the League Secretary not later than 7 days before fixtures night. Any affiliated Club wishing to withdraw a team/teams from the League must give notice to the League Secretary before 1st September in any year, otherwise it will be liable for the fees for that year. 3d. A fixture meeting shall be held in September for the benefit of the Club Fixture Secretaries to arrange fixtures for the season. Certificates and, where appropriate, trophies will be presented to the winners of the previous season’s Leagues if not previously presented. A fine of £10 will be imposed on any affiliated Club not represented at the fixtures meeting. 4. There shall be four separate league competitions; Mens, Ladies, Mixed and New Hall. These shall be regarded as four quite separate League competitions for the purpose of these rules. 5a. No player may represent more than one club in a League competition in a single season, except by permission of the Secretary, if it considered that a particular exception to this rule should be made. 5b. The maximum number of matches a player can play in any league is fourteen. If a player plays more than the maximum allowed, then all rubbers he / she plays in subsequent matches shall be awarded to the opposition 5c. At least four players must play in order to constitute a team in a recognised match. At least one team must have six players to constitute a match. If a match is played where both teams have only four players it will be declared void. 6. A club entering two or more teams in any one League shall comply with the following rules:

14 6a. Four players shall be nominated for each team except the one in the lower or lowest division. 6b. These nominated players must play for the team they are nominated for, or a higher team, during the season. 6c. If a nominated player, for any reason, fails to play in three matches out of the first five then it is the Club’s responsibility to contact the League Secretary and with reasons or to nominate another player, bearing in mind that all nomination rules still apply. 6d. If a nominated player fails to play three matches out of the first five and a substitute nomination not given then the League Secretary can retrospectively nominate a player and apply all nomination rules. 6e. In the event of an unsatisfactory, or no, reason being given all rubbers won by the newly nominated players in a lower division will be awarded against him/her. 6f. The four nominated players shall be chosen by the club before any match is played and their names sent to the League Secretary. 6g. In the Mixed League there shall be two men and two ladies. 6h. If the Club fails to indicate its nominated players by the first match the League Secretary will select four players and will notify the nominated players. 6i. A player that has played more than twice for a higher team/ teams shall not play for a lower team. 6j. If two teams of the same Club are in the same division, the home and away matches must be played as the first matches of those teams in the season. 7a. All league matches shall be played with cork based shuttles, feather or synthetic 7b. All first and second division matches to be played with feather shuttles only, with the exception of the New Hall League, in which, the second division is exempt. 7c. The order of play for League matches is as follows, unless agreed otherwise by both sides. The HOME SIDE is listed first throughout. 1 v 1, 2 v 2, 3 v 3, 2 v 1, 3 v 2, 1 v 3, 1 v 2, 2 v 3. 7d. The AWAY team shall be required to disclose their pairings to the HOME team, in order which they intend to play, before the HOME team discloses theirs. No changes can be made to these pairings once all pairs have started their first rubbers 8. It is the HOME team’s responsibility to inform and agree with the opposition, the starting time and the number of courts available for the HOME match. If a pair from either team is not ready to play at the agreed starting time, then the rubber can be claimed by the opposing club. A rubber can also be claimed if a pair is not ready to play when required (see Rule 7c.), providing half an hour, per rubber has been allowed. 9. Matches shall be played between October 1st and 31st March, add two weeks to the end of the season for Hall Challenge matches only. 10. The League Secretary shall be provided with a fixture list of all matches before a match is played.. Clubs failing to comply shall automatically forfeit all matches before a fixture list is received by the League Secretary. If a fixture list is altered for any reason, then it is the HOME side’s responsibility, within 21 days of the original date, to arrange a new date and notify the League Secretary 11a. The result of all matches shall be sent to the league Secretary within 21 days of the match being played. It is the responsibility of the WINNING team to 15 do this and failure to comply shall lead to the offending team being penalised by theirs rubbers being deleted from the final score. The 21 day time limit shall apply EXCEPT FOR MACHES PLAYED AFTER 17TH MARCH. THE RESULTS OF THESE MATCHES MUST BE RECEIVED BY THE 7TH APRIL. 11b. The arrangement of teams in division shall be presented to the Committee of the LBA by the League Secretary and shall be in accordance with the wishes expressed at the Association’s AGM. 11c. Arrangements will be determined by the previous year’s results, but a Club shall not have more than two teams in any one division. 11d. The results of any team withdrawn after 30th September shall be void. 11e. The final league tables will be compiled in descending order of matches won, followed by rubbers, games and points. Teams finishing top shall be promoted, teams finishing bottom shall be relegated subject to 11c. However, at the Committee’s discretion, more than one team made be promoted. 11f. If a conceded match has a direct bearing on promotion or relegation, then the offending team(s) results will be void and promotion or relegation decided on the deciding results. 12 Points not covered by these rules shall be determined by the League Secretary, subject to confirmation.

RULES APPLYING TO THE LBA HALL LEAGUE ONLY

The rules applying to the Ladies, Men’s and Mixed Doubles shall apply except as follows: 1. All fixtures shall be arranged by the League Secretary at the start of the season. 2. Fees a. The annual League entrance fee shall consist of a fee for each team entered in the League. b. Any affiliated Club wishing to withdraw a team/teams from the Hall League must give notice to the League Secretary before 1st September, otherwise it will be liable for the annual League entrance fee. 3. Rules of Play a. A team shall consist of three ladies and three men, who will play two ladies doubles, two men’s doubles and five mixed doubles rubbers, in the format and order shown on the score sheet. b. Unfinished rubbers shall be void and match points awarded on rubbers completed. c. Where a club enters more than one team the nominated players shall be two ladies and two men. d. Team programmes shall be exchanged before commencement of play. e. Rubbers shall consist of two games to 21 points, with no setting. f. All division 1 matches to be played with feathered, cork based shuttles.

4. Promotion/Relegation a. A match result where each team scores nine games constitutes a draw. b. The order of the season’s final results tables are decided on the basis of 2 match points for a win and one match point for a draw.
