I ask members if they wish to make any further suggestions or amendments to the report. Mr Wells: We have had a long and detailed examination of Jim's Bill, and members and other MLAs have made very legitimate suggestions. I thought that it was worth including a paragraph in the report to show that numerous amendments have been offered by the Bill's sponsor to try to reach a consensus on it. The Bill is very different from the document that was presented at First Stage, so I thought that it would be useful to put that into the executive summary to indicate that process. It shows the health of the Committee and the fact that it has been a good revising chamber for what is very important legislation. Mr Frew: I would tend to agree with that. I think that the Committee should acknowledge the movement that has been made with the Bill from when it was first introduced in the Assembly.

As Committee members will be well aware, as part of leaving the EU at the end of the implementation period, the UK will cease to participate in the EU emissions trading scheme (EU ETS). Installations in GB and non-generators in Northern Ireland will join the UK ETS or be subject to a carbon tax. The legislation to put the UK ETS in place was debated and affirmed by the Assembly on 3 November, and Committee members were prominent in that debate.
