COMMUNITIES SCOTLAND 7. Correspondence from Communities Scotland relating to a forthcoming inspection of Council landlord & homelessness functions including assessment of how well the Council delivers services to tenants and other service users was noted. The inspection will highlight NLC areas of strength and areas of weakness requirement improvements. Members decided to pass the correspondence on to the tenants & residents group for their consideration.

CALOR SCOTLAND 8. Members noted information regarding the Calor Scottish Community of the Year 2005 entry form and guidelines.

MAVS MESSAGE 9. Members noted information from the MAVS Message, April 2005, regarding a recent MAVS management committee decision to overturn a previous decision relating to the formation of a unitary North Lanarkshire wide CVS organisation due to problems associated with, what was suggested, 'Motherweil mandarins.' Members were informed that current MAVS opinion is that a unitary North Lanarkshire CVS located at will lose local engagement and impact on voluntary sector contribution to the Airdrie and villages area. Members were further informed that matters are to be raised at the next Airdrie Area Committee meeting regarding MAVS continuing as an independent organisation within a North Lanarkshire CVS context although still funded, in the main, through the North Lanarkshire Community Regeneration Fund.

WATER CUSTOMER CONSULTATION PANELS 10. Members noted information relating to the Water Customer Consultation Panels, the Water Services [Scotland] Act. Ministerial Statement. Scottish Water Strategic Business Plan and investment programmes.

ARDRIE & VILLAGES FORUM ? 1. Members noted infamation regarding the AGM of the iiirdrie & Viiiages Forum. Also noted was the forthcoming consultation event regarding the Airdrie Community planning partnership to be held in the Airdrie Town Hall on Tuesday 7'h June 2005.

FORESTRY COMMISSION 12. Members noted information regarding the Forestry Commission [Scotland] Corporate Plan 2005/2008.

WIND FARMS 4 6. Members noted various information reiating to wine farms where registered charities are receiving donations from wind farm companies for having charities clients sign up to receive electricity from the Windfarm companies. It was highlighted that wind power generation by onshore wind farms, so called green energy although it cannot function without 80% back up from conventional power generation on permanent standby, much more expensive for consumers, there is now the added burden in costs for consumers in supporting the generosity of Windfarm gratuities to other third party vested interests, in furtherance of wind farm public relations funded by public money grant and subsidy. Matters were also highlighted regarding the Ramblers Association advertisements in the national press where they are calling for a move away from commercial greed and an end to consumers having to fund through ever increasing costs in their electricity bills the eyesores of onshore wind turbines. Members were concerned regarding the report [circulated] of the turbine failure at Crystal Rig wind farm near Dunbar in East Lothian where a failure in the 60 foot high steel turbine mechanism resulted in a turbine blade snapping off and hurtling into the countryside.

WATER POLLUTION 17. Members were informed of pollution of the Burn due to land work to facilitate the Gas pipeline being laid from to . The pollution is occurring at the Shotts Burn just north of tne M8 under bridge on the Craigens Road west of Salsburgh. Matters are to be pursued..,

COMPLAINTS 18. Following a number of complaints highlighted to the community council regarding the new Rousing development by Strathclyde Homes Ltd at Salsburgh and the continuing access to the site being through the housing scheme on the south of the village causing concerns, Further matters are to be pursued. Members were further informed that correspondence to North Lanarkshire Council regarding a number of concerns highlighted at the previous meeting has not received response.

WARD 52 19. Community council members highlighted and received response on a number of matters regarding Ward 52 allocation distribution for 2004.

SALSBURGH COMMUNITY COUNCIL - 12thMAY 2005 WARD BOUNDARY REVIEW 20. Members were informed of a number of matters regarding the proposed Ward Boundary review currently taking place and the following was highlighted; e The Local Government [Scotland] act 2004 requires various ward changes due to proportional representation requirements and electoral population numbers 0 North Lanarkshire Council submitted proposals [December 20041 for the ward boundary review to the Local government Boundary Commission. The proposals were considered b’y the Boundary Commission and they have replied to North Lanarkshire Council with further current proposals. e All North Lanarkshire Councillors were asked to submit observations on the Boundary Commission proposals. North Lanarkshire Council agreed with the Boundary Commission that there should be 20 Wards within North Lanarkshire Council boundaries. 0 North Lanarkshire Council is to provide the various names for the proposed 20 new wards set out in the Boundary Commissipns proposals. 0 There will be three or four North Lanarkshire Counciilors for each proposed new ward. There were a number of matters highlighted in relation to ward changes that will have an impact on the local community although the full extent of the impacts will not be known until the community council receive full details and notification of the proposals from the Boundary Commission.

SPEED LIMITS

21 I Concerns were again RighligRted regarding the speed of vehicles travelling through the village along the B7066. It was suggested that members await response from the current ongoing transport and environmental study of the B7066 by Fairhurst before pursuing matters further.

AIRDRIE & VILLAGES FORUM 22. H. McColl was nominated as Salsburgh village representative to the Airdrie & Villages Forum. 0. McAvoy was nominated as representative of Salsburgh Community Council to the Airdrie & Villages Forum.

SCOTTISH PARLIAMENT 23. Various matters were highlighted regarding proposals for a visit to the Scottish parliament by members of the local community. Further matters are to be pursued.

ANTISOCIAL BEHAVIOUR 24. Members noted that as from ?7thMarch 2005 Scottish police forces have the power to seize any motor vehicle, motorbike or quad bike that causes alarm, distress or annoyance to members of the public through the antisocial use [is being or has been used] of the vehicles on or off public roads. Members were further informed that police in Fife have become the first force in Scotland to confiscate a motor cycle from a 18 year old rider after seeing him riding in an ”alarming and erratic manner.”

Following a number of complaints highlighted at previous community council meetings regarding the new housing development by Strathclyde Homes Ltd at Salsburgh further concerns were brought to the attention of the community council as follows; The continuing vehicle access and exit to the site being through the housing scheme on the south of the village leaving mud & dirt on the roadway and causing safety concerns for other motorists and pedestrians crossing the roads in the village. Speeding of large vehicles and sub contractors cars along Blackcroft Terrace, Camsdale Avenue and Carvale Avenue. 0 Various road and other public safety concerns regarding pedestrians and children in particular accessing the play parks and the Riven Loch pathway on the south of the village due tb the ever increasing volume and speed of contractors and other site traffic. Contractors heavy vehicles being uncovedd and shedding deposits of dust and dirt along the roadways through the village. Noise, and in particular dust and other airborne pollutant from stone cutting at the site blowing around village houses and gardens. Scaffolding on the house constructions attracting children and others to climb up and around the houses under construction with seemingly no security on site from the developers to deter such activity. It was also brought to members attention that the deveiopers intend to perform offsite excavation from the Salsburgh Main Street along the lane at the rear of the sheltered housing complex and across the Hirst Road [B7066] for an estimated period of 15 days. This will of course necessitate the erection of traffic lights along the B7066 and is giving cause for concern regarding an increase of traffic along the Springfield Road and the village Main Street. The offsite excavations will also cause inconvenience and disturbance to residents and visitors to the sheltered housing complex and others. Members noted the communities concerns regarding the somewhat cavalier approach by the developers in ignoring any discussion or approaches to the local community, the community council or any other community groups regarding their development or offsite requirements that are having impact on local amenity and community well-being. The community council reiterated that they originally raised no objection to the proposed Strathclyde Homes Ltd development as the local community were originally in favour of the proposals. The community council did however raise a number of serious concerns to be addressed regarding the application [correspondence dated 1gth Oct 20041 and reply suggested that the comments would be taken into account in the processing of the application. Strathclyde Homes Ltd has however made no approaches to the ~~~~~n~~~ council regarding their development or possible impact on the local c~~~~n~~or indeed any benefit they would bring to the local community with their development. Matters are to be pursued.

STRUCTURE PUN CONSULPATPON 8. Members noted the forthcoming presentation os7 the & Clyde Valley Structure Plan alteration and the consultative draft for the proposed new Structure Plan. The presentation will take place on Monday 1ath June in the Excelsior Stadium at Airdrie. Members are to attend.

2 29 SALSBURGH COMMW ANNUAL GENERAL MEETING 9. Members agreed that the AGM of the Salsburgh Community Council will take place on Thursday 14'h July 2005.

NHS LANARKSHIRE 10. Members noted information from NHS Lanarkshire. Members are also to attend the consultation meeting to be held at Hospital on Tuesday 2 1st June 2005 @ 6.30pm.

AlRDRlE AREA COMMillTEE 11. Members noted information from the Airdrie Area Committee meeting held on Tuesday 7thJune 2005. A number of matters in particular were brought to community council members attention regarding the following; The [North Lanarkshire] young carerS project and presentation. The summer holidays activities booklet [Breakout; June-August 20051 for children and young people in North Lanarkshire. i The forthcoming consultation event regarding the draft proposals for Community Engagement, Antisocial Behaviour and Children's Service Plan to be held in the Airdrie Town Hall on Thursday 16thJune 2005. Matters regarding MAVS and the proposed North Lanarkshire CVS reorganisation. [Note CC Minutes dated ?2thMay 05, item 91 The small communities projects and the [category 21 proposals and additional finance requirements for improvements at Salsburgh. PMMN iNG APPLICATIONS 12. Members noted various planning applications for the local area.

FAST FOOD SNACK VAN 13. Members noted correspondence relating to the current fast food snack van situated at Newhouse roundabout. The previous licence holder was supposed to have bollards erected on the verges to stop cars, vans and trucks parking along the carriageway shoulders and verges but failed to comply with the requirements. The current licence for the snack van is due for renewal and North Lanarkshire officials have intimated to Cllr Fagan that there are sufficient powers available to ensure that future license requirements are complied with.

AIR POLLUTION 14. Following on from previous questions in relation to air pollution and smoke nuisance the following was brought to members attention; During 1996 the then Monklands District Council declared the whole of the Monklands area a smoke Control Area which meant that only authorised fuel [cod, oil or wood] could be used and burnt. It is currently an offence for private and commercial property to allow smoke emissions from a chimney. 0 It is an offence under the Clean Air [Scotland] Act to burn cable for the purpose of recovering metal unless under a controilled process authorised by SEPA. e It is an offence under the Clean Air [Scotland] Act to cause or permit emissions of dark smoke from industrial or trade premises. e It is an offence under the Environmental Protection [Scotlan Act to allow Smoke from bonfires to cause nuisance,

7 -1 30 AIR QUALITY 15. Further to matters relating to air quality the following was brought to members attention. North Lanarkshire Council has a mobile air quality monitoring station located on the Main Street in Salsburgh monitoring; .PMlo, [Particulates] .Carbon Monoxide, [odourless toxic gas] *NO2 [Nitrogen Dioxide; poisonous gas] *SO2 [Sulphur Dioxide; pungent toxic'gas] Members were further informed that the UK average exposure for PMlo for the first 5 months of 2005 was 22.3 micrograms per cubic metre3 The World Health Organisation has warned there is no safe limit of exposure to PMlo pollutant.

PLANNING AUTHORITY RANKINGS 16. Members noted that as part of a national planninp web site review in England and Wales during 2003 various criterja was used to measure availability of online planning information on local authority web sites. The original criteria has now been applied by the Scottish Executive to Scottish local planning authority and Scottish national park authority web sites and the 34 Scottish authorities have been allocated a score and ranking. The score given is a total out of a possible 21 point maximum. East Lothian Planning authority scored a total of 18 points on the Scottish planning web site rankings and was allocated 1" place. North Lanarkshire Planning Authority scored a total of 6 points. [Joint !ith from the bottom of the 34 rankings]

SPECIAL RESPONSIBILITY ALLOWANCE 17. Members noted information from the North Lanarkshire Council memberlofficer working group on local governance held on the 24thMarch 2005 where following consideration the group agreed to recommend to the council that he scheme of special responsibility allowances be extended to provide a special responsibility allowance to members of the planning Committee, the Licensing Board and the General Purposes [Licensing] Sub Committee. The allowances recommended are f2,500, f3,500 and f4,500respectively.

MOBILE PHONE RISKS 18. Following on from a number of concerns highlighted by members in relation to mobiie phones and the proliferation of mobile masts around the area, the recent study by researchers from University Hospital at Orebro in Sweden was highlighted. Members noted the research findings were published in the Occupational and Environmental Medicine Journal and the study found that using mobile phones in the countryside increase the risk of tumours by a factor of four. Eight times more rural users of mobile phones who had tumours had malignant growths. Previous studies have also indicated that as base stations tend to be further apad in the countryside they require a greater signal intensity to allow the mobile phone to operate effectively.

SEPA VIEW 19. Members noted the SEPA VIEW, issue 24, dated June 2005. Of particular interest was the articles on energy and renewables such as;

0 The Shetland island of unst project which uses a mix of wind power [2 turbines] and hydrogen fuel cells to power five industrial units. The Chief Executive of the Scottish Hydrogen and Fuel Cell Association, Tom Read, states “Wind power will never generate more than a tiny fraction of the UK’s energy needs, while hydrogen in its various forms can actually supply the entire UK energy requirements.” 0 Blair Armstrong who was until recently manager of power generation and renewable energy with Scottish Enterprise at Glasgow and is now managing director of Mathie Mclntyre, energy consultants in Glasgow highlighted the fact that the project [methane gas from landfill] produced about 8 megawatts of power to the nations electricity grid. He went on “While the renewable energy industry is moving heaven and earth to meet their targets.. . ..Ifeel that we will still need a back up in the short term. The only thing left to us is nuclear. It already provides over 40% of our base energy supplies.” Graeme Hartley the director of the Royal Institute of Chartered Surveyors [RICS] reported on their recent survey published by RICS that a planning application for a wind farm hits locat house prices. He goes on to sdy “60% of chartered surveyors with experience of house transactions near to wind farms reported a negative affect on house prices.” He goes on to add that farmland values are boosted by proximity to a wind farm.

WIND FARMS 19. Members noted the recent North Lanarkshire Council grant of planning permission for the erection of a 2 turbine wind farm at , Airdrie. Members were reminded of other wind farm proposals in North Lanarkshire; Black Law, near Shotts. [Scottish Power] - A 62 turbine development. 0 Salsburgh. [Salsburgh Windco Ltd] - A 12 turbine development. 0 Bracco/BlaGk Hill @ Salsburgh. [Airtricity] - A 29 turbine development. Fernieshaw @ Salsburgh/Hareshaw. [Airtricity] - A 10 turbine development. Harhvood @ Salsburgh. [Red group] - A 15 turbine development. Members were further reminded of a number of other wind farm proposals currently being considered for the local Salaburgh area.

ASCC NEWSLETTER 20. Members noted information from the Association of Scottish Communtty Councils Newsletter dated April 2005 and in particular; 0 The Community Planning Initiative, the flagship policy of the Scottish Executive, and the report suggesting that 85% of community councils are unaware or have not been consulted on community planning proposals by their Local Authorities. The new planning policy on Green Belts. 0 The new Freedom of Information Act. 8 The Ward Boundary review.

ADVERT IS B NG k BTE MTURE 4. Members noted various advertising literature. Members were informed that Paul Zarb, Land Director of Strathclyde Homes had confirmed in writing that he and the site Agent, Adam Torbett, would attend the community council meeting to be held on 1dh July 2005. The attendance was to make a presentation and answer questions from the community council and members of the public regarding the considerable concerns voiced by the local community regarding the development and its associated construction requirements and servicing. The representatives from Strathclyde Homes failed to attend the community council meeting much to the chagrin of both community council members and members of the public who had specifically attended to voice their concerns.

STRUCTURE PLAN CONSULTATION 7. A number of matters were highlighted from the Structure Plan consultation event that took place on Monday 13th June 2005.

NHS LANARKSHIRE ! 8. Members were informed and noted various information from the NHS Lanarkshire consultation meeting held at Monklands Hospital on Tuesday 21 st June 2005. A number of concerns were voiced at the community council meeting relating to the future viability of the Monklands Hospital especially due to its current ‘tick over only’ and minimum intake policy relating to patients.

PLANNlNG APPLl CAB1ONS 9. Members noted various planning applications for the local area.

AIR POLLUTION 10. Following on from matters highlighted in previous community council minutes [gth June 2005, points 141151 in relation to air pollution, smoke nuisance and air quality, further matters are to be pursued to obtain more robust information regarding air pollution at and around Salsburgh.

MOBILE PHONE APPLICATIONS 11. Following on from a number of concerns highlighted by members in relation to mobile phones and the proliferation of mobile masts around the area. Members were informed of the pre-planning application consultation for a radio base station at Garfness. SAbSBURGk ZOBk!iIkhEcEN/7Y GOJkLGbL - +i SUPPLEMENTARY OBJECTION 15. following on from the deposit of Salsburgh Windco Ltd planning statement ' relating to their wind farm proposals at Salsburgh, members noted the community council supplementary objection to the proposals.

WIND FARM AT 16. Members noted the recent scoping report request by Renewable Energy Development [RED] Group Ltd to North Lanarkshire Council for a 15 turbine wind farm development at Hartwood near Salsburgh. Members were concerned that as the wind farm site is located 1.5 kilometres to the south of Salsburgh North Lanarkshire Council has neither notified the community council. Nor requested scoping opinion from the community council. Nor asked the community council if they have any comment to make regarding the RED Group proposals. Members noted that there could be a simple error or mix up due to the application site being in the North Lanarkshire Council SoSthern Area planning team domain whereas Salsburgh is located in the Central Area planning team domain. However, as the proposed wind farm and access requirements will have a direct impact on the local community of Salsburgh the community council are concerned with the lack of local consultation and transparency regarding the planning proposals shown by North Lanarkshire Council Southern Area planning team.

MAVS 17. Members noted that due to current difficulties and uncertainties within the CVS's in North Lanarkshire MAVS has been unable to secure further funding and will no longer be able to offer financial advice and support services to local groups as from the 30thJune 2005. Other services provided by MAVS will continue for the

CCC ANNUAL CONFERENCE 18. Members noted [circulated] information relating to the National Conference of Coalfieids Communities to be held from the 2Qthto the ZndSeptember 2805.

MINUTES OF THE PREVIOUS AGM 4. Minutes of the Salsburgh Community Council Annual General Meeting held on Thursday 8th July 2004 were submitted and approved.

STATEMENT OF ACCOUNTS 2. The statement of accounts for Salsburgh Community Council for the period Ast April 2004 to the 31st March 2005 wece submittqd. The income and expenditure account. The balance sheet. The auditors report, [Mr. Anthony Heffron, MA, CPFA] The cash book and other documentation and correspondence relating to the financiai transactions of the community councii was tabled. Having previously circulated among the members the Income & Expenditure and the Balance Sheet for the year to the 31st March 2005 the community council then heard report in relation to the statement of accounts and the annuai [Circulated] audit for the year to 3%st March 2005 Members highlighted, questioned and discussed various matters contained in the tabled correspondence. 1. Minutes of the meeting of Thursday 14'h July 2005 were submitted and approved.

At this juncture the chair decided to vary the order of business Mr Qavid Taylor, Managing Director of Renewable Energy Development Group Ltd [RED Group] and Mr Thomas Suessenbach of Cube Engineering GMBH were introduced to the meeting. RED Group is in partnership and operates with a number of other groups within the wind energy fraternity such as Wind Part Solutions Ltd WPS Holdings {UK) Ltd.] West Coast Energy Ltd. WCE Ltd] Renewable Planning Services Ltd [RPS Services Ltd] and CUBE Engineering GMBH. A presentation was given regarding proposals by RED Group to develop a wind farm containing 15 wind turbines on Murdostoun forestry plantation east of Law's Castle and bordering the Muiredge and Jersay Road one mile [I.5 km] south of Salsburgh. The wind farm is to be called 'Hartwood wind farm' due to its location 2 kilometres from Hartwood. The 25 wind turbines will each be 85 metres to hub height and are expected to produce 30 megawatts of electricity in total which is then to be connected to the 33kv overhead electric line that passes the development site. The developers confirmed that they,have already obtained agreement with the power company to feed the wind farm generated electricity into the 33kv overhead cable network via an existing electrical sub station. They also suggested that a upgrade to 'the existing network could occur possibly in the region of the next 5 to 10 years to accommodate generated electricity. Two possible access roads to the site were highlighted. One from the E37066 opposite Peatpots Farm and the other via the B7057 then along the disused railway line skirting HM Prison at Shotts and towards Murdostoun forest. The developers confirmed that they held an exhibition in the Allanton Hall in November 2004 regarding their proposals. They also intend to hold further public exhibitions of their proposals at Salsburgh, Shotts and Hamilton prior to their deposit of a planning application for the wind farm with North Lanarkshire Council during November/ /December 2885.

General discussion then occurred between the developers. The community council and members of the public present. Various matters were highlighted regarding; The proximity of other wind farm proposals around Salsburgh. 0 Community ownership in the form of Co-op, society or closed fund shares. 0 The developers proposals for an annual grant to a local voluntary trust or forum consisting of representatives froh, among other areas, Shotts, Allanton and Sa Isb u rg h . 0 The input that other bodies such as SNH and the RSPB will have on the development proposals. Input from Renewable Planning Services on local bird life and Macaulay Enterprises on the scoping report for the proposed wind farm. The cumulative impact of current and proposed wind farms in and around this

area including prominence and impact. i 0 A survey questionnaire was circulated by the de\ielopers among hsr;FESWI: at the meeting to ascertain opinion relative to the proposals.

Messrs Taylor and Suessenbach were thanked for their attendance and input to the meeting. They then left the meeting.

BUSINESS FROM THE MINUTES

ST CATHERINE’S WELL [KATE’S WELL] 2. Members were informed that the official opening of the recent upgrade to St Catherine’s Well [Kate’s Well] is to take place on Friday 2ndSeptember 2005 at 12.3Qprn. Considerable concerns were voiced that since the upgrade completion there has been a sudden cessation of the water from the spout of the well. Members were informed that various drainage ditches have been excavated in fields south of the well and this may possibly have had an effect on water flowing towards the well’s underground water supply. Various options are to be pursued to ascertain the reason for the water reduction or blockage at the well which has produced copious amounts of water un-interrupted for over several hundred years.

COMPLAINTS 5. Members were informed that Paul Zarb, Land Director of Strathclyde Homes had apologised for non attendance at the previous community council meeting due to unforeseen circumstances. He also confirmed that he would meet with members of the community council and the local community at a future date and time to be arranged convenient to all parties

PLANN I NG APPL ICAT1 ONS r‘ 6. Members were informed that a pianning application had been deposited for a electricity sub station and enclosure on land south of 40 Main Street Salsburgh. Members were further informed that further details had been requested from NLC planning department regarding the application but no information has been forthcoming.

PLANNING AID FOR SCOTLAND 7. Members were informed that the Cornmunities’Cornmittee of the Scottish Parliament had asked Planning Aid for Scotland to invite members of the public and community groups to take part in a civic participation event in the chamber of the Scottish Parliament on Saturday 2gth October 2005 on ‘Modernising the planning system in Scotland.’ Those interested in attending must register their interest by 2”dSeptember 2005. Members are to attend.

REVIEW OF ELECTORAL WARDS 8. Having completed initial consultations with North Lanarkshire Council regarding the future make up of Electoral Wards for the Lanarkshire Area, the Local Government Boundary Commission for Scotland have now published their provisional proposals for public scrutiny. Members noted the following; Official notice of the proposals was given on the 28thJuly 2005. 0 Maps showing the proposed electoral ward boundaries and forecast electorates are available for inspection in various locations such as libraries and council offices. e The proposals comprise of wards suitable for‘returning either 3 or 4 elected members for each ward. 8 There are proposals for 20 new wards for North Lanarkshire to replace the current 70 present wards. e The number of elected councillors for North Lanarkshire will remain unchanged at 70. e Commission proposals suggest Salsburgh is to become a new ward number 12. With a new ward name of “Shotts, Harthill and Salsburgh.” 6 The new ward of Shotts, Harthili and Salsberrgh will have 3 elected members as representatives within North Lanarkshire. 0 Members for each ward will be elected using a single transferable vote system of proportional representation. Due to a number of matters highlighted from the Commission's proposals and the very considerabse impact the proposais will have on the local community in the future it was suggested that a public meeting be held to ascertain the views of the local community. Accordingly a public meeting is to be arranged to gauge opinion prior to community council response to the commission's proposals.

SOUTHERN AREA DRAFT LOCAL PLAN 9. Members were informed that a public local inquiry is to be held starting on Monday 12thSeptember 2005 regarding the Southern Area Draft Local Plan. Members are to attend.

CENTRAL SCOTLAND FOREST TRUST 'IO. Members noted information from the CSFT survey of volunteering in Central Scotland Forest and CSFT. i

SCOTTISH GAS NETWORK 11. Members noted information from Karen Whitefield MSP regarding the gas pipeline that runs from Bathgate to Newarthill. Of particular interest was both the fact that the Hareshaw Multijunction was not now required and the designated secondary proposed route corridors that were considered.

ALLIANCE & LEICESTER 12. Members noted information regarding community council accounts.

ADMINISTRATION GRANT 13. Members noted information regarding the community council annual administration grant from North Lanarkshire Council. Members also noted that the calculated electorate for the community council area for this year had been decreased by 396 persons relative to previous years. Reply is awaited from North Lanarkshire Council regarding the reason for the discrepancy and the drop in the numbers of electorate for grant purposes. Members were reminded that North Lanarkshire Council when they took over from the previous Monklands District Council following re-organisation, that they had then reduced the area of Salsburgh Community Council electorate and community council borders, as they suggested at that time, ward and community council boundaries were not co-terminous.

BRI Tl S H TELECO MM U NI CAT1 0 N plc 14. Members were informed that BT Payphones arelirndertaking a review of their payphone services and intend to re-align their payphone provision in Saisburgh to accommodate changing demand patterns. As cash payment facilities account for a great deal of associated costs including theft and vandalism BT intend to remove the cash payment facility at the post box on Muirhall Terrace. [01698 8782 193 Although the gayphone will no longer accept cash payment all other functions such as emergency, operator controlled, reverse charge, credit card and charge card calls will be operational. The consultation period will close on the 4thOctober 2005.

A 42 COMPUTER SUBTE 15. Various matters were highlighted regarding the computer suite that the community council obtained under the public internet access initiative. Matters relative to costs were discussed and it was emphasised that a grant would have to be applied for to allow the facility to open for a few hours each week to allow public access. Matters were also highlighted that as Salsburgh is now designated under a regeneration area it may be possible to move matters forward under regeneration funding. Further matters are to be pursued.

GROUP NEWSLETER 16. Members noted information from the North Lanarkshire tenants & residents group newsletter [circulated] issue 1 dated June 2005. Of particular interest was the fact that members of the group from Salsburgh attended the North Lanarkshire Tenants & Residents Development Support Project open day. The open day had three aims; 0 To provide information on the rights of tbnants under the Housing [Scotland] Act 2001. To find out what difficulties tenants and resident groups are facing. To discuss forming a North Lanarkshire wide federation of Tenant and Resident Association’s.

EX OFFICIO REPORT 17. Cllr Fagan gave report on the following; 0 Site access to the new housing development at Salsburgh Meadows along Carvale Avenue. 0 The route of the electric power cable at the rear lane of the sheltered housing complex to supply Salsburgh Meadows. 0 Discolouration of the Shotts Burn due to Transco operations.

B7066 ROAD CONDITIONS 18. A number of concerns were highlighted and noted regarding the condition of the B7066, both verges and roadway, from Newhouse to Salsburgh and the condition of the road and footpath east of the village along the Hirst. Of particular concern was the amount of debris, chips and dust shed from the ever increasing numbers of heavy goods vehicles speeding along the Wirst and the 57066 through the village towards Newhouse. Also of concern was the overgrown and unkempt appearance and the genera[ untidy and messy view the environment had on the local community and visitors to the area.

There being no further business the community council meeting concluded.

The next community council meeting will take place on Thursday 8‘h September 2005.
