...., Dear Sandy: Thank you for your letter of June 15 concerning State and · local laws which threaten American companies with loss of ~' local government contracts, or with formal divestment of shares held by State and local pension funds, as a sanction against their conducting business in countries such as South Africa, the Soviet Union, and Northern Ireland.

I can assure you that we share your concern about certain types of State and local statutes and ordinances which have the actual or intended effect of effectuating foreign policies different from that of the . Your letter suggested a number of steps that could be taken at this time to ensure that the Federal government, not the States, establishes and conducts our Nation's foreign policy. In fact, several of these steps are now being considered. Your letter was, therefore, most timely. I appreciate your setting forth the concerns of your members on this issue. The arguments and facts arrayed so articu­ lately in your letter will help make the case for an active role for the Executive branch in making State and local officials aware of the primacy of the Federal government in the foreign policy arenn. As you know very well, the President believes in the importance o f a free market in oil and gas. In fact, the recent TAGs study was prompted by the President and Prime Minister Nakasone.

I would like to take this opportunity to clear up a misconception about what the Economic Policy Council

Thus, the Council will defer any recommendation to the President on a finding until our consulta tions a re completed. The Council wants to make s ure the President has all the relevant informa­ tion, including a fair understanding of the Canadian position, before making any decisions •.

We expect th~ consultations to be completed e arly this f all, and the Council will then forward the issue to the President ~or his decision.

Thank you for your message expressing concern about the status of Jo Ann Gasper, former Deputy Assistant Secretary for Population Affairs, and the Title X family planning program administered by the Department of Health and Human Services (HHS) • on July 30 the President addressed a group of right to life leaders at the White House and discussed the initiatives he has directed Secretary of Health and Human Services Bowen to undertake. These steps will clarify the meaning of the abortion restriction governing Title X and will ensure that Federal funds are denied to any program that encourages, promotes, or advocates abortion; that counsels or refers clients for abortion; or that assists a woman in obtaining an abortion. The proposed regulations, which were published in the Federal Register on September 1, will also eliminate the bias in current policy that excludes pro-life organiza­ tions from eligibility for Title X funds. Mrs. Gasper continues to work with the ~dministration at the Department of Education, a nd her replacement at HHS, Nabers Cabaniss, is strongly committed to the imple menta tion of these new initiatives.
