' .r September 29i 1987 ...., Dear Sandy: Thank you for your letter of June 15 concerning State and · local laws which threaten American companies with loss of ~' local government contracts, or with formal divestment of shares held by State and local pension funds, as a sanction against their conducting business in countries such as South Africa, the Soviet Union, and Northern Ireland. I can assure you that we share your concern about certain types of State and local statutes and ordinances which have the actual or intended effect of effectuating foreign policies different from that of the United States. Your letter suggested a number of steps that could be taken at this time to ensure that the Federal government, not the States, establishes and conducts our Nation's foreign policy. In fact, several of these steps are now being considered. Your letter was, therefore, most timely. I appreciate your setting forth the concerns of your members on this issue. The arguments and facts arrayed so articu­ lately in your letter will help make the case for an active role for the Executive branch in making State and local officials aware of the primacy of the Federal government in the foreign policy arenn.
