Page 4 of 62 माननीय कुलपति महोदय का संदेश तहमाचल प्रदेश कᴂद्रीय तिश्वतिद्यालय धममशाला धीरे-धीरे अपनी पहचान थातपि कर चुका है, यह अत्यंि प्रसन्निा की बाि है । तिश्वतिद्यालय का यह प्रयत्न है तक अि셁द्ध हो गई भारि की समृद्ध ज्ञान परंपरा सभी तशक्षा क्षे配ों मᴂ अतिरल प्रिातहि होऔर भारि पुनः उꅍीं ऊंचाइयों एिं गौरि को प्राप्त करᴂ, तिसके तलए भारि को तिश्व मᴂ िाना पहचाना िािा है । इसमᴂ हमारे युिाओं एिं तिद्यातथमयों की महिी भूतमका होगी और मℂ आपसे इस कायम मᴂ अथक तनरंिर प्रयासरि रहने का आह्वान करिा हँ । तिश्वतिद्यालय मᴂ तिज्ञान, समाि तिज्ञान और सातहत्य कला के क्षे配 मᴂ निीन तशक्षक तनयुक्त हुएहℂऔर तिश्वतिद्यालय मᴂ नयी ऊिाम प्रिातहि होने की आशा है । तिश्वतिद्यालय मᴂ िनिािीय अध्ययन पीठ, अंबेडकर अध्ययन पीठ के साथ-साथ अब दीनदयाल उपाध्याय अध्ययन पीठ भीसतिय हो चुका है । पंिाबी भाषा मᴂ भी अध्ययन अध्यापन का कायम शु셂 तकया गया है । दीनदयाल उपाध्याय अध्ययन कᴂद्र, तिब्बि अध्ययन कᴂद्र, िम्मू-कश्मीर यनअध्य कᴂद्र, योग अध्ययन कᴂद्र आतद नए कᴂद्र भी प्रारंभ तकए गए हℂ । इसके अतिररक्त, हाल ही मᴂ मूल अमेररकी संबंधी अध्ययन कᴂद्र और भारिीय पंथ, मि, संप्रदाय एिं सेमेतिक धमम अध्ययन कᴂद्र को भी प्रारंभ तकया गया है । तिज्ञान एिं समाि तिज्ञान के क्षे配 मᴂ तशक्षकों द्वारा नए-नए शोध प्रोिेक्ट प्राप्त तकए िा रहे हℂ और शोध की तदशा मᴂ तनरंिर प्रगति दिम की िा रही है । तिश्वतिद्यालय मᴂ िैतदक गतिि अनुसंधान कᴂद्र को भी थातपि और सतिय तकया गया है । या配ा एिं प्रबंधन तिभाग द्वारा तपछले िषम चंबा तिला (तहमाचल) के रास्ते तिद्यातथमयों की भद्रिाह (िम्मू-कश्मीर) मᴂ िासुकी नाग मंतदर की या配ा पुनः प्रारंभ कर ऐतिहातसक कायम तकया गया है, तिससे ऊना (तहमाचल) से श्रीनगर (कश्मीर) का एक नया िनपथ सामने आएगा, िो तहमाचल से कश्मीर को िोड़ने का एक नया मागम होगा । इसी प्रकार तबिनेस स्कूल द्वारा प्लेसमᴂि के तलए काफी सकारात्मक प्रयत्न तकया िारहाहै। िषमभर तिश्वतिद्यालय के योग प्रकोष्ठ द्वारा योग से िुड़े कायमकलाप तकए िािे रहेहℂ। उन्नि भारि अतभयान के िहि सतियिा से भाग लेिे हुए तिश्वतिद्यालय द्वारा अंगीकृि गांिों को यथासंभि मागमदशमन प्रदान तकया िा रहा है । एक भारि श्रेष्ठ भारि अतभयान के िहि तिश्वतिद्यालय के तिद्याथी केरल के भ्रमि परगएथे िहाँ उनके स्वागि की व्यिथा केरल कᴂद्रीय तिश्वतिद्यालय द्वारा की गयी थी । इसी प्रकार, केरल कᴂद्रीय तिश्वतिद्यालय के तिद्याथी तहमाचल प्रदेश कᴂद्रीय तिश्वतिद्यालय के अतितथ रहिे हुए तहमाचल के भ्रमि पर आए थे । इन प्रयत्नों से सांस्कृतिक मेलिोल का एक नया अध्याय खुला है। तिश्वतिद्यालय द्वारा सामुदातयक तिकास के अंिगमि िादोनांग बालगृह आश्रम को भी थातपि करने का प्रयत्न तकया िा रहा है । इससे तहमाचल और देशभर के तनरातश्रि गरीब बचोंों को उतम म तशक्षा ि संस्कार तमलना संभि हो सकेगा । तिश्वतिद्यालय मᴂ दो समृद्ध पुस्तकालय - प्रो.एस.आर.रंगनाथन पुस्तकालय और आचायम रघुिीर पुस्तकालय मᴂ अतधकातधक पुस्तकों की भी व्यिथा की िा रही है। सीतमि स्तर पर दो छा配ािास शारदा कन्या छा配ािास और मेहर चंद महािन छा配ािास तनयतमि 셂प से कायम कर रहे हℂ । तिश्वतिद्यालय द्वारा िीन व्याख्यानमालाएं - सम्राि लतलिातदत्य व्याख्यानमाला, महतषम किाद व्याख्यानमाला और सप्त तसंधु व्याख्यानमाला प्रारंभ की गयी हℂ । इसके अतिररक्त, दीनदयाल उपाध्याय अध्ययन पीठ, अंबेडकर पीठ और िनिािीय अध्ययन पीठ द्वारा भी व्याख्यानमालाएं करायी िा रही हℂ । कोरोना महामारी के दौर मᴂ ये व्याख्यानमालाएं आपसी ज्ञान-तिज्ञान के प्रसार मᴂ काफी सहयोगी सातबि हुईहℂ । तिश्वतिद्यालय द्वारा एक न्यूज़लेिर ‘तहमाचल प्रदेश कᴂद्रीय तिश्वतिद्यालय पररसर’ भी प्रारंभ तकया गया है । इसके अतिररक्त, दो शोध-पत配काएं ‘सप्त तसंधु : पास्ट प्रेिᴂि एंड फ्यूचर’ िथा ‘िंबूद्वीप : पास्ट प्रेिᴂि एंड फ्यूचर’ भी प्रकातशि होंगी। Page 5 of 62 कोरोना महामारी के दौर मᴂ ऑनलाइन तशक्षा-दीक्षा का भी एक निीन प्रयोग प्रारंभ हुआ है और तिश्वतिद्यालय द्वारा यथासंभि अद्यिन ऑनलाइन माध्यमों का प्रयोग भी तकया गया है । भतिष्य मᴂ इसे और उन्नि बनाने का प्रयत्न तकया िा रहा। है सप्त तसंधु क्षे配 मᴂ थातपि तहमाचल प्रदेश कᴂद्रीय तिश्वतिद्यालय पूिम काल मᴂ पतिमोतम र के तिश्व प्रतसद्धिक्षतशला तिश्वतिद्यालय की ऊंचाइयों को प्राप्त करसके , इसके तलए आप सभी प्रयास करᴂ, यही मℂ आग्रह करिा हँ । निीन तिद्यातथमयों का निीन स配 2020-21 मᴂ हातदमक स्वागि है । आप सभी से तनरंिर सहयोग की आशा होगी और इससे हम सभी अपनी या配ा मᴂ सफल होंगे, ऐसा मेरा परम तिश्वास है । (प्रो.

An update on the political socio-economy of a remote Himalayan community Richard Axelby* ABSTRACT Hidden in a remote valley in Himachal Pradesh, the Village of Malana appears as a self-governing egalitarian community cosmologically committed to evading external influence. With its own system of village government and its own court for settling disputes, Malana enjoys a measure of village autonomy under its powerful tutelary deity, Jamlu. This article asks whether James Scott’s concept of ‘non- state space’ can be extended to this isolated corner of the Indian Himalaya. Might Malana be a surviving example of what Pierre Clastres termed ‘a society against the state’? Why would the people of Malana opt for self-imposed isolation and how have they been able to maintain it? This paper follows the attempt made by Colin Rosser in the early 1950s to undertake ethnographic fieldwork in ‘the hermit village of Malana’. Reviewing Rosser’s efforts to solve the mystery of Malana’s physical, social and economic isolation, this paper considers changes in the society and economy of rural India and also in the ways in which anthropology as a discipline has approached these topics. Updating the story to the present permits a re-evaluation of Rosser’s finding as we consider how change has come to Malana village1. An Anthropologist in the Valley of the Gods The Kullu valley possesses many striking examples of shikara style temples built in stone.
