Aims and scope Global governance is a challenge of our era and us as human beings no matter where we live and what values we believe in. After one hundred years of development, international relations are so closely and tightly knit. A problem in a community might affect the life of the people in a remote part of the world and its solution might also be in the hands of these people. But can’t be assumed outside the more global International Relations theories and practices approach, an interrelated already practiced at every policy decision making, economic and financial levels and first of all by the main international powers and players. How can we manage this complex of various relations and how the outcome matters for our life and common future? It is the time for us to invest our wisdom and energy to make global governance work now and to give a sense to the United Nations already reduced to a zero-sum-game, simply playing on the major emergencies and conflicts. Because, just to mention first the obsolete veto system that would be at least extended to all the 15 countries of the Security Council, both permanent or at rotation, with the weighting of votes bringing less hypocrite the present five Jalta powers partition already 70 years ago. We are talking of a world that is not existing anymore, dissolved in the passage to the third millennium but with UN moving as in the previous century. There is no simple way and framework for global governance. Global governance is a general term which means to think globally and act globally. It is complicated because problems might be local but even so assuming quite often a global political relevance that transforms them into a global issue and the connected challenges. The solution might be then achieved in national or regional groups of States but very often they escalate to continental or global international relevance. We need to sort out which solutions are the best for the problems or conflicts. We need to identify who should be the persons of good will taking the challenge and adding their political, intellectual, 4 scientific capabilities and mighty for the reasons of the an ordinate human destiny. The international community have to take an action worldwide to reshape the UN and its political and operative roles. The so-called global issues are definitely the ones requesting a global governance, interdependence of International Relations with finance, economy, technology, research, peace and conflicts in the new scenario with advanced knowledge until a few years ago unimaginable, new military mighty introduced by innovation must be some of the crucial challenges, where also our Journal Global Policy and Governance intends to contribute opening its pages, issue after issue, to faculty, experts, testimonies, articles and relevant review of books, researches and working papers. We intend to embrace and reach all the possible interested colleagues and fellows around the world, as choices and strategies in all the sectors involving public and private governance, nobody excluded, are under questioning

The Danube:Future Interdisciplinary School (DIS) 2018 offers PhD-students and young scientists from member universities of the Danube Rector’s Conference (DRC) and the Alps-Adriatic Rector’s Conference (AARC) the opportunity to discuss the abovementioned issues and to develop research proposals within this broad context.     The International Congress on Hypergraphs, Graphs and Designs – HyGraDe 2017 This issue of ADAM – The Art of Discrete and Applied Mathematics offers a collection of papers presented at the International Congress on Hypergraphs, Graphs and Designs – HyGraDe 2017, which took place in Sant’Alessio Siculo, Sicily, Italy, June 20 – 24, 2017. HyGraDe 2017 was conceived with the idea of celebrating the 70th birthday of Mario Gionfriddo, a Sicilian mathematician who has devoted his long and successful career to the study of graphs, hypergraphs and designs. The conference HyGraDe 2017 was organized by Francesco Belardo (University of Naples Federico II) and Giovanni Lo Faro (University of Messina), both serving as chair of the Organizing Committee, Luca Giuzzi (University of Brescia), Enzo M. Li Marzi (Uni- versity of Messina), Lorenzo Milazzo (University of Catania), Salvatore Milici (University of Catania) and Antoinette Tripodi (University of Messina). The Scientific Committee con- sisted of Marco Buratti (University of Perugia), Giovanni Lo Faro, Guglielmo Lunardon (University of Naples Federico II) and Martin Milanicˇ (University of Primorska).     Mediterranean Information Office for Environment, Culture and Sustainable Development Memorandum of Understanding for the Mediterranean Universities Network for Sustainable Development (SD) focusing on Education for Sustainable Development (ESD) The Universities listed below called hereafter as “Members of the Network” have agreed on the following Memorandum which includes seven (7) Articles and following Annex: Introduction-Justification The Mediterranean Region, the cradle of major civilizations and one of the birthplaces of knowledge and education faces major challenges at the dawn of the 21 st century and the 3 rd millennium. Its Universities have a duty to undertake their responsibilities. A new vision of a higher education that addresses the profound challenges of our societies and the unsustainable practices of our days is particularly needed in the Mediterranean region which is characterised by a particular historical background, and political, socio-economic and cultural conditions, evident in all countries including EU and non EU ones. There is a great need for the Universities of the Mediterranean to promote sustainable development in the region in order to stimulate and foster synergies within sustainable development and provide an efficient Forum for consultation among key-stakeholders e.g. public administration, future employers, educators at primary and secondary level, NGOs, politicians, etc. and of course, University and Academic leaders. The establishment of the Network of Mediterranean Universities for the promotion of Sustainable Development (SD) starting with Education for Sustainable Development (ESD) in the region is an urgent demand in order to revitalise the educational systems and the educational community of the Mediterranean. The time period is even more appropriate and urgent, since we are marching on the UN Decade of ESD (2005-2014) and the implementation of the UNECE Strategy on ESD and, in parallel, the countries members of the EU of the region work on the direction towards the provisions of the Bologna Process.

By doing this Slovenia implemented all three legislative priorities set out in the Berlin Communiqué. The Acts also enable the implementation of other developmental orientations of Slovene higher education envisaged by the Bologna Declaration and its accompanying documents and the Master Plan for Higher Education of the Republic of Slovenia. The structure of studies consists of three cycles. The features regarding the contents of study programmes at individual cycles are merely outlined by the Higher Education Act, while details should be provided for with the adoption of a national framework for higher education qualifications in compliance with the guidelines of the European framework for higher education qualifications. The first cycle has a binary structure and offers two types of study programmes: university (academically oriented) and professional programmes.

The Faculty was established in 1995. So far, more than 3,00 0 students have graduated from the Faculty, with 1,5 undergraduate students and 700 graduate students studying at the Faculty at the moment. We offer our courses in Koper and in two study centres across Slovenia. In the academic year 2009/2010, the Faculty employs more than 90 higher education lecturers and researchers and 40 professional associates. In addition to education, our basic activities include research and develop ment, consultancy services to companies and other organisations, publishing and library services. The Faculty stresses the importance of international activities at all levels. MISSION The Faculty of Management (FM), strives to consolidate an academic community of creative, independent professionals and confident people who - in their relation to the State and its politics - work in a climate of academic freedom and autonomy.
