Abstract This report presents the results of a study to develop railroad dispatcher training objectives, syllabi for three types of training programs and test designs for the three programs. Information about current railroad dispatching methods and training programs, assembled through site visits and interviews with railroad training officials, provided the basis for developing the training objectives, syllabi and test designs using instructional design methodologies. The dispatcher’s job functions along with basic prerequisites formed the basis for the training objectives; each training objective consists of an instructional objective and associated performance objectives. The objectives were designed to be broadly applicable to all types of railroads, regardless of size, type of service or dispatching technology. Syllabi for three types of training (initial dispatcher training, initial territory training and periodic refresher training) were based on the training objectives. Test designs for trainee evaluation upon completion of each of the three training programs were also prepared. The types of test items in each test design reflect the complexity of the learning outcome from each objective. The report concludes with some observations regarding factors that appear to contribute to successful dispatcher training programs and recommendations for additional research. The focus of the study was on developing training objectives, testing methods and training syllabi. The work was performed under Contract DTFR53-95-C-00049 with guidance from Thomas Raslear of the Office of Research and Development, Federal Railroad Administration. The authors also extend their appreciation to Thomas Keane of the Office of Safety, Federal Railroad Administration, for providing a background on the FRA’s two railroad dispatcher audits and for answering numerous questions throughout the course of the project. Thanks are also due to William Clifford, President, American Train Dispatchers Department (ATDD), and Les Parmelee, former President, ATDD, for their valuable feedback on the training objectives and model syllabi. Several bills were introduced in the legislature, but they all failed. Two bills were introduced in the legislature in 1931, one calling for a state patrol and the other for a state police agency. Organized labor was opposed to a state police, fearing the new agency would be used to break strikes as had been done in other states, but did not oppose an agency whose primary jurisdiction would be motor vehicle enforcement. County sheriff's departments feared a state police would infringe on their authority and center around enforcing the Prohibition Act. Because of these concerns, the bill creating a state police agency was given very little consideration. Senate Bill 36, establishing a state patrol, was approved by the legislature after several amendments and sent to the governor's office on April 23, 1931. Governor Henry Caulfield signed the bill into law on April 24, 1931, creating the Missouri State Highway Patrol.

Alternatively, they shall use key questions to determine the correct pre-arrival instructions and/or to gather additional information to communicate to the EMS responders en route. Emergency Medical Dispatching Agencies may choose to include pre-arrival instructions as part of their system. Agencies utilizing this system shall work closely with the Ventura County EMS Agency and be consistent with the County's EMS plan.

    OCEANSIDE POLICE DEPARTMENT COMMUNICATIONS CENTER STANDARD OPERATING PROCEDURE Purpose and Scope. To establish Standard Operating Procedures for the Communications Center. This document is intended as an operational guide for employees working in the Oceanside Police Department Communications Center. The document establishes individual and organizational procedures concerning performance, behavior, and operations. The Policy and Procedures are the most authoritative directives in the Department. The Communications Center Standard Operating Procedures are meant to supplement the existing Department Policy and Procedures, and City Administrative Directives. In the context of a Standard Operating Procedure, the words “will” and “shall” are considered to mean mandatory. The word “may” is considered to mean permissive. The word “should” is considered to mean advisory in nature. The terms dispatcher and call taker refer to the job class specifications of public safety dispatcher, public safety call taker, and communications supervisor, and any members assigned to work in the Communications Center. The terms are used interchangeably as it pertains to the duties of call taking and/or dispatching. The terms “communications supervisor” or “shift supervisor” refer to the communications supervisor or acting supervisor who is on-duty. A current copy of the Standard Operating Procedures will be maintained in the Communications Center by the Communications Manager. Each dispatcher will be familiar with all Standard Operating Procedures and have specific knowledge of those procedures. Each dispatcher will comply with and be accountable to each Standard Operating Procedure. 100. Uniforms. To define the standard uniform to be worn by dispatchers, call takers and supervisors in the communications center. Only the items of clothing listed below are permissible.
