SHSAA EXECUTIVE Executive Director’s Report 2014 - 2015 Welcome back to another school year. The annual general meeting in Yorkton brought closure to the 2013-2014 school year and served as a Kendra Paramchuk, Meadow Lake springboard to the 2014-2015 school year. This gives the Scott Cory, Hanley membership and Executive a chance to introduce exciting new initiatives for the upcoming year. The newest initiative the SIAAA Bob Simpson, Melville (Saskatchewan Interscholastic Athletic Administrators Kyle McIntyre, Chinook SD Association) which was introduced two years ago, has been very successful and the Executive looks forward to growing this

professional development opportunity for our members this year. EXECUTIVE DIRECTOR: This organization offers our athletic directors resources which Kevin Vollet aides in carrying out the many tasks required by their schools.

Congratulations to the newly elected board members and thank you to those that let their name stand for election to the SHSAA Executive Council.

Thank you is not enough to the members of the Executive Council leaving their position. The province was very fortunate to have Valerie Gordon, ( School), Cory Schmaltz, (Carrot River High School), Miles Bennett (Sun West School Division) and Dale Reed, (O'Neill High School) serve on the Executive Council. Val, Dale and Miles completed their four year commitment to the Association, while Cory was with the Council for two years. All four dedicated their time on the Council for the development of the province’s students. The students and Association were beneficiaries of their dedication to school sport bringing knowledge and experience from all facets of education.

The Association lost yet another respected member of our fraternity this past summer on July 11, 2014. Len Williams, former SHSAA Executive member and 1997 Merit Award recipient, passed away after a courageous battle with cancer. We pass along our thoughts and prayers to Len's family and share in their prayers and support for Jacquie in her battle. Len created a Coaching Legacy Fund in his name that is managed by Sask Sport and the Coaching Association of Saskatchewan.

The Association through the SHSAA Executive Management Committee will undergo its succession plan beginning in October of this year. Due to my pending retirement in June, the Management Committee will advertise for the next Assistant Executive Director to work on behalf of the Association alongside incoming Executive Director, Lyle McKellar. Look for the call for applications that will be accepted for this position which will short list potential interviewees in November with interviews to take place in early January. This will give the successful candidate time to get his or her affairs in order to make the transition to the new job which will begin August 1, 2015. Should there be any questions about the process or the position, please direct those inquiries to me.

The 2014 AGM was a great success. I would like to publicly thank conference chair Shawn Redmond, District President Brad Cameron, Superintendent Al Sharp, Good Spirit School Division and the entire East Central District for hosting our AGM in Yorkton. The meeting was well planned and the many volunteers of the organizing committee are to be commended for their great hospitality. A brief summary of these changes are listed below.

 The SHSAA Districts will rely on the SHSAA Bylaw or Policy should the District not have the clause in their own District Bylaws.  West Central has changed its colors to Blue and Green.  Any school applying for use of a Grade 8 student (1A and 2A schools only) must be a student in the school.  Any student enrolled in a sport-specific class at their school is ineligible to represent the school in SHSAA sanctioned activities. This is clarified further that the class must be in the current season of the activity and will take effect semester two of 2014-2015.  Schools will be classified for those activities based on the previous year's Gr. 9-11 students for the Fall activities (Soccer, Volleyball, Football and Cross Country) and on the current year's Grade 10-12 student enrolment numbers for the Winter (Wrestling and Basketball) and Spring activities (Track).  Classified activities will be placed in the Bylaws section of the Handbook so that Districts have the ability to propose resolutions at the annual meeting.  Reclassification of schools will be for a two year period instead of a three year commitment.  Entry fees for Basketball has been increased to $250.00 per team with all other tournament fees remaining at $150.00.  Eligibility Forms for the Fall activities (, Cross Country, Soccer, Football and Volleyball has a due date of the THIRD Wednesday of September.  SHSAA Team Fees have increased to $40.00 per team.  Team Fees will now be collected for Boys Grass Golf and Girls Grass Golf.  Student athletes participating in Football must attend 10 practices prior to the first contest.  Student athletes participating in Wrestling must attend 7 practices prior to the first contest.  School Golf programs may begin April 15 of the preceding school year.  School Cross Country programs may begin the Monday following the preceding year's Track Provincials.

 Football o The membership approved a policy that will allow Football teams to retain the current numbering system for eligible and ineligible numbers for a Football team beginning in 2015.  Volleyball o The membership approved a rotation of Regina, Saskatoon, North and South representatives for pool designation in the 5A category.  Curling o Curling teams (all three categories) may now substitute a player regardless of the situation. This substituted player may not re-enter the same game. o The SBTRS throw to the button has been placed at the end of the Thursday night practice session rather than at the end of any of the three round robin games during the course of the championship. o The mandatory break at the end of the fourth end is now five minutes rather than three minutes.  Wrestling o The minimum time between bouts shall be 15 minutes. o The current tie-break procedure outlined in the CAWA Rulebook shall be used. o Changes to the provincial team may be made up until Thursday 12:00pm.  Basketball o The survey-based ranking of the 1A - 4A basketball teams is eliminated.  Badminton o The current BWF tie-breaking procedure is adopted.  Track o Student athletes competing in the Quadathlon are now permitted to run relays for their district in their appropriate age class.

A reminder that each school will still be required to submit their current school enrolment as of September 30th, 2014 to the web site by October 6th, 2014. This is necessary to finalize classifications for the current year (Winter and Spring Activities) and set the framework for the following competitive year (2015-2016 Fall Activities). Schools that experience a 25% or more increase or decrease resulting in a classification change in the fall activities, will be moved immediately to their new classification. Adjustments to the conference make-up due to this clause will be posted on the web site in early October.

Respect in Sport As a participating member of Sask Sport, the SHSAA is considered a sport governing body who derives funding from this body and must comply with a Sask Sport initiative implemented last year. Thank you to all those that complied last year. The office has a spreadsheet of all certificate numbers of the coaches that completed the course last year. If you or your school has retained these numbers, the school may

again submit the certificate number to the E5 forms when they are filled out. If not, the office will complete this field on the SHSAA ExNet database. All new coaches involved with any of the school's teams, must complete this on-line course prior to having any contact with SHSAA student athletes. This course is still being paid for by Sask Sport, therefore it is free. It is reiterated that every coach, regardless of the level of coach or athletes they are coaching, must complete an on-line course aimed at bringing awareness to harassment and bullying. This is for all coaches (bantam/junior/senior/head coach/assistant coach) and should the coach not comply, they are not allowed to coach.

Web Site The Executive Council hopes that everybody is becoming comfortable with the new web site. As any new entity, the web site continues to evolve. The office is always looking for suggestions to make the web site user friendly and thus easy to navigate. If you have any suggestions for the web site, look or features, do not hesitate to call the office.

Sanctioned Tournaments Complete, up-to-date listings of tournaments involving out-of-province teams or hosted by out-of-province schools that have been approved by the SHSAA are listed on the SHSAA Web Site. A reminder that the onus is on the teams attending the tournament to check that the tournament they are planning to attend is approved by the SHSAA. The onus is on the host school to apply for written sanction, if necessary. Tournaments conducted within the province, by a member school, with only Saskatchewan schools do not require written sanction. As members of the Association all schools are expected to be aware of and follow the rules as set forward by the SHSAA.

Tournament Listings You can now apply for sanction of your tournament on-line. The form is located on-line as a selection in your schools ExNet member services area (same place as your eligibility forms). In addition, a school may wish to list their tournament in this area even if it does not require written sanction. It is a good way to let people know about your tournament. Give it a try.

SHSAA On-line Coaching Program The SHSAA Provincial Council approved a resolution that will call for any new non-faculty coaches approved by a school, school division and the SHSAA; to take an on-line program called 'Fundamentals of Coaching'. This is a program that is found on the web site: "SchoolCoach.ca". This will take effect this year. This program is designed to inform the new non-faculty coach with the goals/philosophy of educational sport and the principles/mandate/bylaws of the SHSAA. There is a fee for this course. Of course, any educator that is also coaching a high school team, may take this course at any time at the same fee.

SHSAA Forms On-Line All School Team Entry Forms (E3), Eligibility Forms (E5), School Enrolment Forms (E10) and the Officials Registry (E15) must be submitted on-line. Your cooperation is much appreciated and the office staff is available by telephone to assist at any time. Remember all team fees are payable to the SHSAA office immediately following registration. The bill shown in the yellow box on the web site screen for School Team Entry is your invoice. Invoices are not sent from the SHSAA office unless your school’s payment is past due. Deadline for School Team Entry (E3 Forms) is Wednesday Sept. 17th and the School Enrolment (E10 Forms) is due September 30th. Remember that the E5 deadline for the fall activities (golf, cross country, soccer, football and volleyball) is September 17th and the team registration form must be completed before the E5 form is accessible.

Each school Principal was issued a User I.D. and Password to access the SHSAA Forms (ExNet member’s login) section. The Principal is responsible for access to this area of the web site and the I.D. and Password will serve as the Principal’s signature on forms.

Deadline Dates Deadline dates for various forms are listed on-line, on the SHSAA calendar and in the SHSAA Handbook. Please avoid the late filing fee of $50.00 per late form by filing your forms before the deadline date or the first contest. The Association asks that all students that have tried out for an activity be listed on the eligibility form. Also, remember there are a minimum number of athletes required for a complete eligibility form to be accepted. Deadline dates for eligibility forms are intended to have forms completed prior to the first interschool contest in the activity. The filing of the eligibility form prior to the first contest enables the principal/coach/athletic director to be informed immediately if there is a transfer issue that requires attention or if the student is ineligible due to SHSAA policy. The classification of your teams is determined by the

submission on the Grade 9-11 enrolment declaration from September 2013 (Fall Activities - Cross Country, Soccer, Football and Volleyball). These conferences are posted on the web site. It is imperative that each school file their enrolment declaration based on the students registered as of September 30th, 2014 by October 6th, 2014. This data is important to determine if a school needs to change classification immediately for the fall activities from where they have been placed based on the previous year’s enrolment figures. This is by policy whereby a school that experiences an increase or decrease of 25% and changes classification will be moved to the proper classification immediately. This was approved at the 2008 AGM as part of the classification resolution. This year's enrolment declaration is also imperative as the 2014-2015 Winter Activities (Wrestling, Basketball and Track) will classify schools for the 2014-2015 winter and spring seasons.

Coaches Symposium (co-sponsored by CAS) The SHSAA Coaches Symposium kicked off the 2014-2015 school sport season. The Symposium was held in Saskatoon on August 18th & 19th. Approximately 90 delegates participated in this multi-sport conference. The Association would like to thank those coaches that took the time away from their summer holidays to attend. The Executive would also like to thank the presenters that shared their knowledge with our coaches. Thank you to the organizing committee and we look forward to next year’s symposium program.

School Sports Week School Sports Week will take place again this fall. During the week of October 12th to the 18th, every school is encouraged to celebrate school sport by drawing attention to the interschool athletic program. More information will be sent out to the schools in September.

District President’s and Fall Meetings It is critical to have at least one representative per high school attend the fall meeting for their District Association. Plans for the year are finalized for every activity and crucial information about upcoming events and competitions is made available at this meeting. SHSAA handbooks, yearbooks and calendars will also be distributed at these meetings. Make certain your school is well represented so that the communication lines are open and no school is not informed of competitions and planning.

School Logos For those schools that have not submitted their school logos, please do so at your earliest convenience. The purpose of the logos is to provide our members with logos of the teams that may be attending their tournament. The host then can use these logos for tournament programs or gymnasium decorations that will be housed in the SHSAA office for now. These will also be useful for the hosts of the various conference, regional and provincial championships.

Sport Specific Advisory Groups The Sport Advisory Groups (SAG) will now be into the third year of their existence. One of the goals of the group dynamics is to try and ensure that some continuity of the topics discussed is maintained. The previous year's groups have been canvassed to try and retain one or two members from the previous year's make-up. This is the first call for interested individuals who would like to be a part of the sport specific advisory groups. If you are interested, please drop an email to the office to indicate such. There will also be a specific email come out to the schools seeking interested individuals. The Executive Council members who serve as the chair for these groups will receive the application forms and select a group that represents a cross section of representatives. If you could apply by Sept. 12, the Executive will be able to form their group at their first Executive meeting in the fall. These groups will be listed on the web site and they will accept suggestions for changes to the rules, format , etc. Should the sport advisory group suggest a change, these will then go to the Executive Council to consider the change and in turn be submitted as a resolution. Districts may continue to make suggestions to the sport advisory groups for consideration.

Hotel Room booking The SHSAA has an agreement with two hotel management groups in the province. Each activity has information posted on the SHSAA web site that lists the hotels that have been blocked for provincial championships. These room blocks have established rates negotiated on behalf of the schools by the SHSAA. It is important that when schools are booking through these hotels, that the SHSAA is mentioned so as to access the room rate as well as track the number of rooms that are picked up by SHSAA member schools. These numbers are vital to the hoteliers of the province and the Association so that when negotiations with these hotels occur, the Association is able to achieve the best competitive rate for our teams. Increasing Participation in Your Program

The basic premise of education-based athletics is that the No. 1 objective should be the growth and development of young people. Success is not based upon wins or championships, but it should involve the learning of life-long values and qualities.

Since membership on a team provides young people with this great educational opportunity, it should be the goal of every athletic administrator to always have the greatest participation rate possible. This means offering as many teams as possible at the league and region level of competition, and to include as many students within the financial and physical constraints of your program. In simple terms, you want to field as many teams in as many sports and have the largest rosters possible.

In some settings, it may be a challenge to offer every sport and fill every team. This may be due to the demographics of the community; challenges finding appropriate, quality coaches; or a host of other possible reasons. The following are a few practical things, however, that most athletic administrators can employ to increase participation in their program.

 “Channel” those who were not selected as members of a team in one sport into another sport with more openings on the team or those that can accommodate larger numbers. These young people tried out for one of the school’s teams, which means they were looking for an opportunity to participate. You simply have to help them find the right team.

For example, you turn the paperwork – pre-season physical, permission form, etc. – for any athlete “cut” from the girl’s soccer team over to the cross country coach. This coach then makes contact with these students during lunch or throughout the school day and personally “invites” them to join the team.

Since many of these young people may not have any actual experience in this new sport, it is important that assistant or junior varsity coaches for the new sport have the ability to teach basic skills and are patient with new additions. But with a little encouragement, these young people can fill our rosters and have the opportunity to gain from participation in an education-based program.

 Specifically hire an individual with Pied Piper qualities to coach teams that may be struggling to fill all of their roster sports. The ability to attract and relate to young people may actually be much more important than knowledge of skills or strategies that a coach may possess. You first have to keep the team afloat by having enough players before skill improvement becomes a major concern.

 Conduct clinics for middle schools, youth leagues and even elementary schools. This is a tried-and-proven method of introducing the sport and your athletes to potential candidates. Young people will learn a little about the sport and may even have an opportunity to participate in a few basic drills. The end result is that you may produce a few future candidates for your team.

 Establish a philosophy – particularly in smaller schools – that specialization is not in the best interest of the student-athlete or your program. The promotion of multi-sport participation will provide more and better athletes for other teams and minimize over-use injuries and possible burnout by the athletes.

After creating your multi-sport participation philosophy, this concept has to be effectively communicated to your coaching staff. This step can be done in preseason coaches’ meetings, coaches’ handbooks and all other departmental documents.

Make sure that all sports and teams are treated fairly and with respect, and that the coaches and athletes know that they are valued in your program. Perceptions that one or two sports may be more important than others will be detrimental. All teams are vital to the participants, their parents and coaches.

 Recruit internally within your building. Visit the cafeteria during lunch periods, make announcements during homeroom and create a display of equipment and photos for a media room display case. Do anything that will promote the sport and also individually talk to young people and encourage them to try out for the team. This has to be an ongoing effort.

 Present informational sessions at the middle schools in your district, make presentations at PTA and booster club meetings and even post a notice on your Web site that one of your teams is looking for additional players. Do anything within the rules to get the word out to the student body and parents. Don’t forget, mom and dad may also encourage their child to try out and to be part of a team.

2014 PROVINCIAL GOLF

1. ENTRIES: Please submit entries by email to event commissioner and SHSAA office on or before September 22, 2014. Provincial entry forms available from district presidents/commissioners. The qualifying scores submitted must be the scores that the qualifying golfers shot at their respective district competition.  If the district’s top 3 male and top 3 female finishers, excluding ties, are not included on the girls and boys team (grass) or school team (sand) they may be entered in the provincial tournament as individuals.  Please see the Golf activity page (http://www.shsaa.ca/page/show/992561-golf) on the SHSAA website for information and clarification regarding individual advancement to provincial championship.

2. ELIGIBILITY: Eligibility forms (Form E-5) for golf are due on, or before, September 17, 2014.

3. COMPETITIONS: Details regarding starting time and other information will be sent to each district commissioner and posted on the SHSAA web site. Please refer to the activities section of the SHSAA handbook for more details regarding the golf championships.

4. TEAMS  GRASS: The boys’ team may be made up of three members to a maximum of four. In the boys’ team competition, the total of the three best scores recorded by the team on each hole will determine team scoring. The girls’ team may be made up of two members to a maximum of four. In the girls’ team competition, the total of the two best scores recorded by the team on each hole will determine team scoring.  SAND: School teams must include both genders and may consist of four, five, or six members with a maximum of four members of either sex. The total of the four best scores recorded by the team on each hole will determine team scoring. At least one of the scores must be that of either gender.

5. PLAYOFFS:  Tie for 2nd place – no playoff and all who are tied receive silver medals. SPORT SPECIFICS: Please refer to the SHSAA handbook for details of hosting and playoff procedures. Follow all registration and competitive procedures as outlined in the BYLAWS section of the handbook.

ELIGIBILITY: Student athlete eligibility form (Form E-5) for Soccer is due on, or before, September 17, 2014. Forms must be filled out and filed on-line via the SHSAA web site (www.shsaa.ca).

REGIONAL CHAMPIONSHIPS – playoffs will take place on October 17 - 18, 2014.

Regions for soccer will be created following the E-5 date, September 17, 2014. The expected classifications are listed below and posted on the website. The lists will be subject to change based on registration of teams this year. Districts will be notified regarding Regional hosting responsibilities after September 17, 2014. The district designated to host will need to declare a host school and notify the SHSAA office.

After September 30th enrolment declarations, schools that have a change of 25% or more in enrolment that causes the school to change classification from the previous year will be reclassified and placed in an appropriate region. The SHSAA office will seed all regional tournaments as well as the 1A and 2A provincial tournaments. It is imperative that all soccer teams complete and forward a seeding form to the SHSAA office by October 10, 2014.

In the 1A and 2A classifications there will be 2 or 4 regional tournaments depending on the number of entries into the playoffs. If there are more than 15 entries then four regional tournaments will be created each advancing two teams to an eight team provincial championship. If 15 or fewer teams are entered in the playoffs then there will be two regional tournaments created each advancing two teams to a four team provincial championship. In each instance the region with the team hosting the provincial championship will only advance one team in addition to the provincial host.

In the 3A classification each of the four regions will advance two teams to an eight team provincial championship. Regina and Saskatoon will advance teams from their league playoffs while Region A and D will advance teams from a seeded tournament of the teams listed. In each instance the region with the team hosting the provincial championship will only advance one team in addition to the provincial host.

OFFICIALS: Game officials for all post conference or post league games are paid by the SHSAA office (four for 6-man, five for 9-man, six for 12-man). The assignments are done by the District Officials Commissioner and must be approved by the SHSAA office.

2014 PROVINCIAL VOLLEYBALL

This information will include all preliminary material that teams need for the volleyball playoffs leading to the provincial championship. Schedules and information are found in the SHSAA handbook and on the volleyball activity page of the SHSAA website http://www.shsaa.ca/page/show/992566-volleyball.

 Seeding conference, regional and provincial tournaments is important to the success of the events. All teams MUST submit the results of their season to the SHSAA office before October 31, 2014. Include results of all matches played up to that date.

 All provincial tournaments (1A – 5A) will follow the ten-team 2 pools – 2 courts schedule found in the SHSAA handbook http://www.shsaa.ca/page/show/1208351-provincial-volleyball-championship-draw- template. Some modification of the draw times may be necessary to accommodate host plans. The SHSAA office must approve changes to the draw.

 Accommodations when made available by the host site will be listed at http://www.shsaa.ca/page/show/968446-provincial-championship-accommodations.

 Results for conference, regional and provincial events will be posted on the SHSAA web site as the events occur. Immediately following conference and regional tournaments the host sites are reminded to notify the SHSAA office of the teams that will be advancing to the next level of playoff.

PLAYOFFS LEADING TO THE PROVINCIAL CHAMPIONSHIP:

CONFERENCE CHAMPIONSHIP All teams registered for volleyball will be placed in one of four regions which are sub-divided into conferences. Each conference playoff will determine representatives advancing to the regional competition. Regions with eight or fewer teams will advance directly to a regional playoff with no conference playoff conducted. Regions with more than eight teams will be divided into conference tournaments each advancing the same number of teams such that the regional tournament will consist of 6 teams.

The projected conferences and regions have been listed below and on the website. The lists are according to last year’s entries in the playoffs and will be subject to change based on registration of teams this year. The District designated to host will need to declare a host school and notify the SHSAA office. After September 30, 2014 enrolment declarations are completed, schools that have a change of 25% or more in enrolment that would cause the school to change classification from the previous year's enrolment will be reclassified and placed in an appropriate conference or region.

Conference playoffs will consist of one of the following draws: less than six teams – the conference tournament will consist of a full round-robin tournament with no playoff round. The 6-team conference tournament will consist of two pools of 3, with the top two teams advancing to the playoff round. All of these conference tournaments will be played as one-day events. A seven or eight team conference tournament will consist of two pools, with the top 2 teams in each pool advancing to the playoff round. These conference tournaments will be played as 1.5 day events. Details for the various draws will be listed on the SHSAA web site http://www.shsaa.ca/page/show/1007542-conference-draw-templates.

In the 1A – 4A classifications, conference playoff for girls will be held on November 8, 2014. Conference playoffs for boys will be held on November 15, 2014. Districts/Schools wanting to host on a different date must first contact the SHSAA office to seek further direction. In the 5A classification no conference playoffs will be held and all teams will advance to either the city league playoff or the north/south regional tournament to determine the provincial representatives.

REGIONAL CHAMPIONSHIP Conference tournaments will advance two or three teams as noted above to the regional level of playoffs. Regional tournaments, in most instances, will be six-team tournaments in two pools played in one day, with the top two teams from each pool advancing to a playoff round that will determine the two teams to advance to the provincial tournament. In some instances, when a conference playoff is not necessary, the regional will be conducted as designed by the SHSAA office to determine two representatives to advance to the provincial tournament.

There is no provision for a host team in any regional tournaments; therefore, the host locations will be finalized once the conference championships have been completed. Each District is responsible to ensure a host for the regional event with a suitable venue and tournament committee. The District designates a host from the schools that advance to the regional playoffs. In the event that a District does not have any teams that qualify from the conference playoffs, the SHSAA office will select the regional host site from the qualified teams.

PROVINCIAL CHAMPIONSHIPS

1A – 4A: The top two teams in each region will qualify for the provincial championship. The provincial final tournament will consist of 10 teams. The field of teams will include the host team and a third team from a designated region.

5A: Saskatoon and Regina will advance two representatives each to the provincial championship through their respective leagues. The 5A north and south regional tournaments will each advance three teams to the provincial championship through a draw designed by the SHSAA office. If either of the north or south regions is hosting the provincial tournament, then that region will qualify two teams to provincials in addition to the host team.
