A total of 268, 877 families or 1, 242, 239 persons were affected in regions I, II, III, IV-A, V, NCR and CAR. A total 113, 584 persons are still staying in evacuation centers while 384. 998 persons are displaced but staying outside evacuation centers. 41 persons have died, 78 were injured A total 18, 758 houses were damaged in regions I, II, III, and CAR. Region 1: Reports from Ilocos Norte, Ilocos Sur, and La Union state that crops ready for harvest have been destroyed. State of calamity in Dagupan City, Pangasinan province, and Sugpon, Ilocos Sur Ilocos Norte Affected individuals in Solsona - 7030 individuals Ilocos Sur: Affected individuals in certain municipalities from field reports: o Burgos, 1894; o Sta. Cruz, 2003; o Sta. Lucia – 1322; o Cervantes, 505; o Quirino, 175 Burgos – flooded, roofing washed out, crops destroyed in Brgys. Balugang, Dirdirig, Callitong Sta. Rice to be harvested this October-November have all been damaged. Houses, waterworks, and irrigation systems have also been damaged. Count of affected populations: 4, 227 famiiles / 27, 358 persons Region 2 OCD Region 2 SitRep no. 17 - 21 October 2015, 9:00 PM states the following: Total Affected Populations: 42,608 families or 206,187 individuals in 462 barangays Total Damage Houses: 225 Total Partially Damage: 2,137 Livelihood Damage: o Agriculture: P 425,365,600.00 o Fisheries: P 7,369,112.50 Infrastructures: Total damage - P 151,079,500.00 Cagayan Province: Tuguegarao City o 7, 081 families or 32, 111 persons affected by flooding o 2000 hectares damaged or affected by flood o May be declared in a state of calamity Affected population: 27,618 families or 135,820 individuals Isabela: Reports from locals cite that they are undergoing a double disaster. The El Nino brought on a drought that prevented them from planting and/or killed their crops. What few crops that survived have now been destroyed by floods. Agricultural workers / farmers are facing food shortage. Fr. Israel Gabriel of the San Luis parish has described Typhoon Lando as the strongest typhoon that they have experienced in Aurora. He described extremely strong, fast winds and torrential rain; the rain was so strong that he was unable to see even the houses just across parish. He also stated that this was the situation between 1:00 AM (time of landfall) up to about 6:30 AM of the same. Some priests in the different areas of the Aurora have yet to be reached. Aurora, Dipaculao, Baler, San Luis, Casiguran*, Dinalungan*, Dilasag*, Dingalan (*areas have only given partial data); province under state of calamity Total Affected in 8 municipalities of Aurora : 22, 454 families or 97, 191 individuals Total Damage Houses: 1,836 Total Partially Damage: 11, 455 Livelihood Damage: o Livestock: P 1,550,290.00 o Agriculture: P 311,706,227.25 o Fisheries: P 6,647,200.00 Several fishing boats were totally wrecked in Dingalan and Baler area.2 hectares of Tilapia worth 900,000 Infrastructures: Total damage - P 143,002,500.00 o Casiguran -Baler road passable with much difficulty o SMART Communications network down; GLOBE has unstable connection o Province-wide blackout Baler: All barangays were affected by Typhoon Lando, with 6 out of 13 being severely affected. These barangays are Barangays Calabuanan, Buhangin, Obligacion, Reserva, Pingit, and Barangay 5. Brgy. Buhangin was most severely affected due to flashfloods. The municipality experienced 8 hours of continuous strong winds from 11 PM to 7AM the next day thus the destruction. The Municipal Agriculturist reports 100% damage to banana, vegetable, and papaya crops while coffee is 80% damaged. Affected population: 744 families or 3170 individuals Damages: o Houses(partially and totally damaged): 10, 230, 000.00 o Agriculture . Rice: P 159, 556, 800.00 . Fisheries: 1, 333, 360 worth of Tilapia San Luis: Two unnamed barangays are still submerged in chest-high floodwater with thick mud. 75% agricultural damage is reported while less than 20% of the population have received government assistance. 50% of houses are partially damaged while 10% are totally damaged. Most of the population are rice, root crop, and coconut farmers but the Typhoon has damaged their crops just before harvest this December. Nueva Ecija – province under state of calamity; Agricultural lands have been damaged and crops destroyed/damaged and will thus result in problems in food security and livelihood. Rice to be harvested this October-November have all been damaged. Cabanatuan City updates as of Oct 19, 2015 o Damages: Affected crop areas cover 10, 058. 63 hectares. Losses of rice, corn, and vegetable crops amount to Php 754, 432, 250.00 o 75 out of 89 barangays have been affected and have evacuated; there are a total of 25 evacuation centers . Served inside evacuation centers: 4, 257 families or 19, 084 persos . Served outside evacuation centers: 7, 604 families or 52, 889 persons 3. Needs Based on reports from the field, food, potable water, and emergency shelter are immediate needs.     REGIONAL PROFILE Region I, otherwise known as the Ilocos Region, is composed of four (4) provinces – Ilocos Norte, Ilocos Sur, La Union and Pangasinan – and nine (9) cities – Laoag, Batac, Candon, Vigan, San Fernando, Dagupan, San Carlos, Alaminos, and Urdaneta. The provinces have a combined number of 125 cities and municipalities and 3,265 barangays. Region I is situated in the northwestern part of Luzon with its provinces stretching along the blue waters of West Philippine Sea. Bounded on the North by the Babuyan Islands, on the East by the Cordillera Provinces, on the west by the West Philippine Sea, and on the south by the provinces of Tarlac, Nueva Ecija and Zambales. It falls within 15°00’40” to 18°00’40” North Latitude and 119°00’45” to 120°00’55” East Longitude. The region’s territorial jurisdiction occupies an aggregate area of 1,284,019 hectares with the Province of Pangasinan having the largest land area of 536,818 hectares followed by the Province of Ilocos Norte with 339,934 hectares, the Province of Ilocos Sur with 257,958 hectares and the Province of La Union with 149,309 hectares.     Death Statistics Ilocos Region: 2019 Annual Report Data on deaths presented in this release were obtained from the Certificates of Death (Municipal Form 103) that were registered at the Office of the City/Municipal Civil Registrars and forwarded to the Philippine Statistics Authority - Provincial Statistical Offices in Region I. Information included deaths registered in January to December 2018 and January to December 2019. Date of Release: April 5, 2020 Reference No. 2020 - 009 A total of 36,788 deaths in Ilocos Region were registered in 2019. The figure indicated an increase of 4.6 percent death occurrences from the 2018 figure of 35,181. The province of Pangasinan ranked first in terms of the number of registered deaths in 2019, with a total of 21,066 or 57.3 percent share of the total registered deaths in the region. La Union placed second with 6,065 registered deaths (16.5 percent), followed by Ilocos Sur with 4,941 (13.4 percent) and Ilocos Norte with 4,716 (12.8 percent). A year ago, Pangasinan recorded 20,373 deaths or 57.9 percent of the total registered deaths in the region. La Union registered 5,546 (15.8 percent), Ilocos Sur with 4,653 (13.2 percent) and Ilocos Norte with 4,609 (13.1 percent). TABLE 1. La Union and Ilocos Sur ranked second with 14 percent (479 and 448 deaths respectively). Ilocos Norte followed with 414 deaths (13 percent).
