It is true to say that more colleges are responding & now roughly 76% complaints are closed at the Monitoring Level. Details of those colleges, during this quarter, that have responded & cooperated with the Monitoring Agency & for whom cases were satisfactorily resolved are given in Annex – 2. The details of those colleges – whose cases had to be escalated to UGC , during this quarter, – are listed in Annex – 3 4. 24% of complaints that are escalated to the Regulatory Authorities are those complaints where (i) either the College Authorities have refused to cooperate with the Monitoring Agency or (ii) the complainant is not satisfied with the action that has been taken by the College Authorities. Colleges that do not respond or colleges who refuse to recognize the authority of the “Ragging Prevention Program” get away without being asked by UGC as to why they have chosen to reject the UGC regulations? It is unfair on those colleges that are law abiding & cooperative.
