SYDNEY -- As sailors scurried about the Rushcutter's Bay marina de-rigging boats and packing their gear, it was time to assess what had transpired over the past two weeks. Great Britain topped the standings with five medals, including three gold and two silvers. It was the Brits biggest gold medal haul since they won four in 1908. In all, 15 countries shared the 33 medals up for grabs.

Australia and the U.S. tied for second with four medals apiece. There were plenty of firsts during the regatta. Austria earned its first-ever sailing gold medal when Roman Hagara and Hans Steinacher won the Tornado class. THE INSIDE STORY ON OVERLAP Excerpts from an article by Dick Rose “Sailing World” October, 2000

The following is a story from “Sailing World”, after many people wrote for asking about this situation. The italics denote Rulebook definitions (bold text is for emphasis only).

The diagram sets the scene Two boats on port tack, Leeward (L) and Windward (W), are on converging courses. At position 1, W is clear ahead and each boat is sailing its proper course, i.e., each is sailing at an angle to the wind that she believes will allow her to reach the leeward mark as soon as possible given her particular hull, weight, and sails.

Ok so when are the boats overlapped? Look at position 2. The overlap begins when part of L’s spinnaker or spinnaker pole crosses ahead of an imaginary line drawn abeam from the aftermost point of W’s hull. Before the overlap W holds the right-of-way under Rule 12 because she is clear ahead as in position 1. When L sails within two of her hull lengths of W, the rule 17.2 requires that W, not sail below her proper course. The instant the boats become overlapped, just before position 2, the terms clear astern no longer apply. Also, rule 12 ceases to apply, and L acquires the right-of-way under Rule 11, which states that W must keep clear of L.

L’s right-of-way is limited by three of the general limitations rules in Section B. For a short time after the overlap begins, L is required by Rule 15 to give W room to fulfill her new obligation to keep clear. If L changes course while is the leeward boat, Rule 16.1 requires her to give W room to keep clear. Finally, because the boats were within two hull lengths of one another when the overlap begins and because L came from clear astern, Rule 17.1 also applies. It requires that L not sail above her proper course while the boats remain overlapped and within two lengths of one another.

So as the overlapped boats converge sailing straight course as shown in the diagram, Rules 11, 17.1 and 17.2 all apply simultaneously. Rule 11 is a right-of-way rule, and the only rule that requires W to keep clear of L. Rules 17.1 and 17.2 are not right-of-way rules. They are instead that limit the course that a boat may sail. Rule 17.1 obligates L not to sail above her proper course, and Rule 17.2 obligates W not to sail below her proper course. Rule 17 does not switch off or override Rule 11. In particular Rule 17.2 dos not give W the right to sail as low as her proper course. To avoid breaking a rule, W must keep clear of L as required by Rule 11 and must not sail lower than her proper course.
