Editorial by Victor Chirilă, executive director of the Foreign Policy Association (APE):Three essential conditions for a credible and effective foreign policy News in Brief The presidents of Romania, Czech Republic, Moldovan European Integration Forum 2020: Estonia, Latvia, Lithuania, Poland and Slovakia sent on Thursday, 24 December, a joint official statement in support of the President of the Republic of Moldova, Maia Sandu, appointed on the same a radiography at the end of the pandemic year day. “Maia Sandu has received a strong mandate from the citizens of the Republic of Moldova who are waiting for changes, a more ambitious reform agenda, democracy and closer ties with the European Union,” said the statement of the seven heads of state, who expressed their “full” support for the new Moldovan president. -

For more information, see the report methodology and FAQ. Overview Moldova has a competitive electoral environment, and freedoms of assembly, speech, and religion are mostly protected. Nonetheless, pervasive corruption in the government sector, links between major political figures and powerful economic interests, as well as critical deficiencies in the justice sector and the rule of law continue to hamper democratic governance. Key Developments in 2020 • Former premier Maia Sandu of the Action and Solidarity Party (PAS) became Moldova’s first female president, defeating incumbent Igor Dodon in a free and fair two-round November election. • While authorities instituted largely proportional COVID-19-related restrictions, some businesses and individuals received arbitrary fines and the media regulator unsuccessfully attempted to limit journalists’ ability to quote unofficial sources. Nearly 144,000 COVID-19 cases and 3,000 deaths were recorded by year’s end. • Oligarch Vladimir Plahotniuc, who fled Moldova in 2019, was charged by TOP prosecutors for his alleged involvement in a banking scandal in May. -

APE - 05/2021 Policy Brief FOREIGN POLICY OF THE REPUBLIC OF MOLDOVA AFTER THE 2020 PRESIDENTIAL ELECTIONS: Challenges and Perspectives Laura ZGHIBARTA April 2021 Summary The 2020 presidential elections in Moldova have triggered the reconfiguration of the country’s domestic and foreign policies, which now seek to break out the country’s international isolation, stabilize the pandemic and political crises, and carry out the internal reform. Such priorities have added a certain geopolitical neutrality feature to the new foreign policy strategy. Led by Maia Sandu, Moldova is open to a pragmatic dialogue with all its cooperation partners, but the nature of that dialogue is determined by the priorities set in the domestic and foreign agendas: managing the health and economic crises generated by the pandemic, resuming foreign financial assistance, advancing democratic reforms and ensuring the rule of law, resolving sectoral issues related to security, trade and the Transnistrian case, or strengthening economic cooperation. In the absence of a functional Parliament and Government, the country’s foreign policy is not fully outlined and can only be partially implemented. Given the clashes and tensions the European Union and the U.S. have with Russia and China at the international level, after the situation in the country is stabilized and the long-term priorities are defined, the Moldovan authorities will have to carefully define the areas of cooperation with foreign partners and the ways in which they will engage. These relations will have to be based on the convergence of bilateral and national interests, parity, Moldova’s bilateral and multilateral commitments/agreements, and ongoing dialogue. -

MOLDOVA 2020 INTERNATIONAL RELIGIOUS FREEDOM REPORT Executive Summary The constitution protects the right of individuals to practice their religion and states religious groups are autonomous. The law cites the “exceptional importance” of Orthodox Christianity. Minority religious groups and civil society said authorities continued to favor the Moldovan Orthodox Church (MOC). On multiple occasions, particularly during the presidential election campaign, President Igor Dodon expressed his support for Orthodox Christianity. The Union of Pentecostal Churches said it remained unable to obtain a zoning permit from local government officials for a building it used for religious services in Copceac village but was able to obtain a permit for a newly built church in Scoreni village. At least 285 of 1,441 Orthodox churches continued to hold services in contravention of a government public health decree in March banning all public gatherings from March to May. In March, the Supreme Court of Justice reversed a government decision to dissolve the Falun Dafa and Falun Gong Associations. The two groups reregistered, but the Ministry of Justice retained the Falun symbol on its register of extremist material, in contravention of a 2019 court decision. Religious minorities reported no progress in obtaining government restitution or compensation for property confiscated prior to the country’s independence in 1992. The Bessarabian Orthodox Church (BOC) said the Public Services Agency (PSA) illegally registered an MOC religious community in a BOC-owned church. In December, the Chisinau Court of Appeals ruled in favor of the BOC and annulled agreements by which the government had transferred more than 800 monasteries and churches to the MOC for indefinite “protection and use.” The Islamic League said law enforcement was conducting an “unprecedented” investigation of its finances. -

Laurea Magistrale in Relazioni Internazionali Comparate Tesi Finale Democrazia e sviluppo nello spazio post-sovietico: il caso della Repubblica di Moldova Supervisore Prof. Elisa Barbieri Correlatore Prof. Valentina Fava Laureando Tudor Enache Matricola 855424 Anno Accademico 2019/2020 Abstract Since its independence in 1991, the Republic of Moldova has been shifting be- tween East and West, between the Russian Federation and the European Un- ion. Furthermore, Moldova witnessed a fracture in its multi-ethnic territory ̶ the breakaway territory of Transnistria ̶ that exists to the present day. This writing investigates the main causes of the political and economic stag- nation of the country. In fact, despite successive political classes (communists, pro- Russians and pro-Europeans) and their numerous attempts at development ̶ in- cluding international cooperation ̶ the process started in the 1990s is yet to be completed. After reviewing the literature concerning the link between development and democracies and sketching an historical background of Bessarabia, we will highlight the main problems that have affected the political and economic growth of the coun- try. A problem such as corruption at both the state and administrative levels is a major hindrance in the opening up of the Moldovan economy in the international markets. Globalization has changed people’s life. While there are countries that have gradually or immediately adapted to it, the Moldovan economy, however, is still stuck to the primary sector. In this context, following the path of countries that have successfully overcome the period of transition can be a valuable option for the Republic of Moldova. There- fore, various programs and projects can be successfully implemented for the na- tional development, which will have to integrate the secondary and tertiary sec- tors.
