Naming of a City Property

The Scarborough Community Council recommends the adoption of the confidential recommendations embodied in the communication (March 22, 2000) from Councillor Bas Balkissoon, Chair, a copy of which has been provided to all Members of City Council under confidential cover, having regard that the subject matter may include personal matters about an identifiable individual.

The Community Council reports having adopted the foregoing recommendation by a unanimous vote of the Members of Community Council present and voting.

Background:

At its meeting on September 14, 1999, Community Council received a communication from the City Clerk advising that City Council referred the matter of renaming an arena in honour of the late Frank Faubert for the consideration of Scarborough Community Council. The Community Council supported the naming of a facility and directed that the Chair, along with Councillors Moeser, Duguid and Berardinetti, and any other interested Councillor, meet with appropriate staff and members of the Faubert family to consider this matter.

Attached is a recommendation report from the Commissioner of Economic Development, Culture and Tourism, respecting the naming of the Civic Centre Woodlot, which I would urge you to approve. Also attached is a response from the University of indicating their support for the naming of the former City of Scarborough Scholarship Endowment Fund in honour of Frank Faubert.

Recommendation:

I would respectfully recommend that Scarborough Community Council recommend to City Council:

(1) the approval of the attached report to rename the Scarborough Civic Centre Woodlot, “The Frank Faubert Memorial Woodlot”, with the official dedication ceremony to take place on Saturday, May 6, 2000, at 12:00 noon; and (2) that the University of Toronto be advised that the City of Toronto formally requests the Scholarship Endowment Fund which was approved by the Council of the former City of Scarborough at its meeting held on September 16, 1997, be named “The Scarborough Frank Faubert Scholarship”.)

(City Council also had before it, during consideration of the foregoing Clause, the following confidential report (February 29, 2000) from Commissioner of Economic Development, Culture and Tourism, such report now public in its entirety:

Purpose:

To recommend the naming of the existing city woodlot located on the south side of Borough Drive “The Frank Faubert Memorial Woodlot” (Attachment No. 1).

Financial Implications and Impact Statement:

Staff are working with a number of organizations wishing to make a contribution towards the signage features for the woodlot. There are no financial implications resulting from the adoption of this report.

Recommendations:

It is recommended that:

(1) the Scarborough Civic Centre Woodlot be re-named “The Frank Faubert Memorial Woodlot”; and

(2) the Official dedication ceremony take place on Saturday May 6, 2000 at 12:00 noon.

Background:

Frank Faubert was born and educated in Scarborough. Together with his wife Marilyn, they raised five children and resided in the Curran Hall Park community.

Frank’s service to Scarborough included more than twenty-seven years in municipal politics. He was first elected to Scarborough Council as an Alderman in 1966 and over the next three decades, he represented residents as a City Councillor, Mayor, and a Member of Provincial Parliament. From 1987 to 1990, Frank Faubert represented the riding of Scarborough-Ellesmere in the legislative assembly of , and was appointed as Parliamentary Assistant to the Minister of Revenue in 1988. In 1994 he was elected Mayor of Scarborough, a position he held for three years before he became a Councillor for the amalgamated City of Toronto.

As well as serving on civic committees, he was a member of the Board of Directors of the Association of Municipalities of Ontario. He was also a member of the Board of Directors of the Federation of Canadian Municipalities and chaired the Committee on Race Relations. Comments:

Consultation with Faubert family has taken place to determine their preferred venue to recognize Frank’s contributions to the Scarborough community. The city centre woodlot was selected since it had special meaning to Mr. Faubert and is an integral part of the Scarborough Civic Centre area.

Staff are working with Marilyn Faubert in the selection of a large stone to be installed at the south-east walkway entrance, which meanders through the woodlot. A plaque naming the area “The Frank Faubert Memorial Woodlot” will be attached to the stone. A sign identifying the woodlot will also be placed at the Borough Drive approach east.

The Faubert Family has suggested that the dedication of the woodlot take place on Saturday, May 6, 2000.

Conclusions: Frank Faubert made a significant and long standing impact within the former City of Scarborough and in the amalgamated City of Toronto. Naming the woodlot “The Frank Faubert Memorial Woodlot” will recognize his contributions to the City.
