1. EXECUTIVE SUMMARY Introduction M/s. Kanchan Industries has an existing Manufacturing Unit of inorganic products at Plot No. F- 411, RIICO Industrial Area, Chopanki-Bhiwadi, Tehsil Tijara, Dist Alwar (Rajasthan). CTE has been granted for Manufacturing of inorganic products vide letter no. F(Tech)/Alwar(Tijara)/5760(1)/2018-2019/1737-1738 dated 15.03.2019. M/s. Kanchan Industries has now proposed organic chemicals manufacturing unit of Active Pharmaceutical Ingredients (API) in existing unit of inorganic products. The proposed project will be established within the same existing unit. The total plot area is 1963 sq.m. out of which Plant area is 879 sq.m. & Office Lab area is 418 sq.m. According to EIA Notification 14th September 2006 and its subsequent amendments, Category ‘A’ project “As Per EIA Notification Dated 14th September 2006 and its subsequent amendments’’ as the project is located at a distance of ~4 km from interstate boundary (Rajasthan-Haryana); hence General condition applicable.

Kanchan Industries has purchased plot Plot-F-411 at RIICO Industrial Area, Chopanki-Bhiwadi-, Distt.-Alwar (Rajasthan)-301019, from M/s Chandra Industries through its partner Shri Prem Chand Jain, Shri Sanjay Jain. On 29.9.2014 the land has been transferred to M/s Kanchan Industries for setting up an industrial unit of inorganic/organic chemicals manufacturing of Active Pharmaceutical Ingredient (API) in the existing unit of inorganic products.

The Proposed Project falls under Schedule 5 (f), Category ‘A’ project “As Per EIA Notification Dated 14th September 2006 and its subsequent amendments’’ as the project is located at a distance of ~4 km from interstate boundary (Rajasthan-Haryana); hence General condition applicable. The project requires Environmental Clearance from MoEF&CC, GoI.

Location & Land Requirement The proposed project unit will be developed within RIICO industrial area Chopanki-Bhiwadi at Plot-F-411. The total land requirement for the proposed project is 1963.0 sq.m. The land is already under the possession of project proponent. Land Document & Land Allotment letter is attached as Annexure I.

The geographical location of the proposed plant lies from Latitude- 28°9'10.75"N and Longitude- 76°52'56.32"E.

Manpower Requirement About 15 persons will be employed for the proposed project (Skilled- 9; Semi-sikilled-3, Unskilled- 3).

Water requirement

Total water requirement for the proposed project will be 6 KLD. Source: RIICO Water supply scheme & Tube Well (CGWA application under process).

Power Requirement

The power requirement for the proposed project is 0.25 MW (approx. 360 KVA) Source: The power will be supplied from Vidyut Vitaran Nigam Limited (JVVNL). The steam requirement for the proposed project will be 0.8 tons which shall be met from the boiler. One Boiler with capacity 2 TPH will be used. Natural Gas will be used fuel for boiler. 1 D.G. sets of capacity 360 KVA is also present as the backup power supply. DG is installed with acoustic enclosure to make it noise free.

Cost of the project: Cost of the proposed project is Rs. 0.48 Crores.

CER Cost: Total Cost for CER Budget is Rs. 0.96 Lakhs which is 2% of the of the total project cost.

2. INTRODUCTION OF THE PROJECT / BACKGROUND INFORMATION

(ii) Brief description of nature of project:

This project is based on Active Pharmaceutical’s Ingredients (API), which are in high demand and processing technology of those products, are also unique and limited available. Different international renowned researches published the potentials of these products; demand pattern is also in increasing mode from last many years. Requirement is also going to enlarge further as many researchers are studying and developing for different application of the products. Raw material availability is the key factor for project.

As per EIA Notification dated 14th September, 2006, and its subsequent amendments, the Proposed Project falls under Schedule 5(f), Category ‘A’ project “As Per EIA Notification Dated 14th September 2006 and its subsequent amendments’’ as the project is located at a distance of ~4 km from interstate boundary (Rajasthan-Haryana); hence General condition applicable. The project requires Environmental Clearance from MoEF&CC, GoI.

(iii) Supply – Demand Gap

By 2040, will be the most populous country with an estimated population of 1.6 billion. By 2025, it is obvious that 190 million Indians will be 60 or older up from about 63 million in year 2004. This ion indicates the demand for pharmaceutical drugs will rise in coming years. Disulfiram (sold under the trade names Antabuse and Antabus) is a drug discovered in the 1920s used to support the treatment of chronic alcoholism by producing an acute sensitivity to ethanol (drinking alcohol). Disulfiram works by inhibiting the enzyme acetaldehyde dehydrogenase, which means that many of the effects of a "hangover" are felt immediately after alcohol is consumed.

(iv) Imports Vrs. Native Production

The rising demand for API and has also given rise to competition from foreign players. The proposed modernization will also help check the competition from foreign players.

(v) Export possibility

The sales model of this business would be Business to Business (B2B) and thus it would use the international professional networks, various Pharma Expos etc.

(vi) Domestic/Export Market

The finished goods will be sold in domestic market and would be largely exported to the Regulated International Market as per demand all over the world.

3. PROJECT DESCRIPTION

(i) Type of Project including interlinked and interdependent projects, if any

The proposed unit of Organic Chemical manufacturing of Active Pharmaceutical Ingredient is independent and involve with API production of capacity of 400 Tons/annum.

The project will be equipped with fully diversified processing facilities. The number of working days/year for the proposed project will be 300 days. The Plant will be operated 6 days in a week along with effective utilization of the resources.

(ii) Location (Map showing general location, specific location, and project boundary and project site layout) with coordinates

The proposed project will be established over 1963.0 sq. meter and is located at Plot No.-F-411, RIICO Industrial Area, Chopanki-Bhiwadi-301019, Distt.-Alwar (Rajasthan).

There is no forest land within the 10 km of the study area. The geographical location of the proposed plant lies from Latitude 28°9'10.75"N and Longitude- 76°52'56.32"E .

Project site falls in survey of India Toposheet no. H43W16. Location map of the Project site is presented in Figure 1.

(iii) Details of alternate sites Considered and the basis of selecting the proposed site, particularly the environment consideration gone into should be highlighted.

No alternate site examined as the project will be setup on the industrial land issued by RIICO.

(v) Resources optimization/recycling and reuse envisaged in the project, if any, should be briefly outlined. M/s Kanchan Industries will optimize utilization of resources including Land, Fuel, Water and Electricity.

(vi) Availability of Water its source, Energy/Power requirement and source

(vii) Quantity of waste to be generated (Liquid and solid) and scheme for their management.

Process Waste: Process Waste such as such as aluminium oxide and silica is likely to be generated which shall be stored and disposed off at Treatment Storage and Disposal Facility (TSDF) approved by Rajasthan State Pollution Control Board.

Hazardous Waste: Used oil from machineries/D.G. Set and spent solvent generated from solvent recovery system will be carefully stored in HDPE drums in isolated covered facility. The spend solvent & used oil will be sold to vendors authorized by Rajasthan State Pollution Control Board for the treatment of the same. Suitable care will be taken so that spills / leaks of used oil from storage could be avoided.

Air Emissions and Control: All the exhaust gas emissions will be channelized all through the process and will be reused for various purposes like heating & chemical utilization. At the end the remaining gas will be exhausted through a chimney. Emissions from production processes will contain exhaust gasses which shall contain only Nitrogen, Hydrogen, Carbon dioxide, Carbon Monoxide, VOC and traces of process emissions.

To control the air emissions from D.G. Set, stack height of 4.0 m (AGL) shall be provided. Multi fuel biomass briquette (Natural Gas) based boiler shall be installed for meeting the steam requirement.

Solvent Recovery System: The standard system followed for all distillations and Solvent recovery are appended below in detail. However, it is pertinent to mention that specific methods are followed dependent on the solvent used and the Product Stability with heat application.

1. During distillation, the solvent vapors should be taken to the primary condenser, which should always be provided with cooling tower water. (Maximum of heat load will be in the primary condenser, hence cooling tower water should only be used as a utility in-order to reduce load on chiller, moreover, proper HTA of condenser and cooling water line size should be used for effective condensation)

2. Note: Except for few condition, such as: when distilling MDC solvent during peak summer time when cooling tower water temp is >35°C, it is recommended to provide the primary condenser with chilling water. 3. If any solvent is distilled under high vacuum, during which solvent vapor temperature is below <38°C then it is recommended to use chilling water in the primary condenser. 4. The secondary condenser should always be placed above the primary condenser, where the uncondensed vapor from primary condenser should be sent to secondary condenser, this condenser should always be provided with chilling water only. 5. When performing vacuum distillation, always the main vacuum line should be given to the secondary condenser, whereas small balancing/equalizing line should be given to the condensed solvent collection tanks. 6. It is recommended to place a small condenser followed by storage tank in the vacuum line i.e. before vacuum pump with chilling water utility in the condenser for preventing solvent vapor loss during vacuum distillation.

Waste water generation &their management

Liquid Effluent:

Domestic sewage generated shall be disposed through industrial/domestic sewer line provided by RIICO. However for industrial effluent will be treated in ETP of capacity 10 KLD. Generated Industrial effluent will be tertiary treated & after RO treatment the treated water shall be used for various industrial purposes. No liquid effluent will be discharged outside without its proper treatment. It is a ZLD project.

Solid & Hazardous waste:

Natural Gas will be used as fuel in the Boiler, Therefore there will be no waste generation from Boiler, ETP sludge of approx. 10 kg/day will be send to will be send to TSDF.

Municipal solid waste will be generated (2-3kg/day) from the proposed project which will be disposed off with the solid waste approved contractors.

4. SITE ANALYSIS (i) Connectivity The proposed plant site is well connected with the rail and road connectivity as the project site is located within the RIICO Industrial Area, Chonpanki. The proposed project site is about 10.82 km in NW direction from NH-8& SH-25 is about 5.77 km in West direction from the proposed project site. Pataudi Railway Station is the nearest railway station about 25.09 km from project site. However the major railway station is Gurgaon railway station which is at a distance of about 39.37 km in NNE direction. Indra Gandhi International Airport is 49.50 km from the project site. (ii) Land form, Land Use, Land Ownership Total area of the proposed project is 1963.0 sq.m. The land is industrial & issued by RIICO at Plot No.-F-411, RIICO Industrial Area, Chopanki-Bhiwadi-301019, Distt.-Alwar (Rajasthan).The land is vacant &already under the possession. Land Document is attached as Annexure. (iii) Topography( along with map )

The District is a fairly regular quadrilateral in shape with its central northern portion, consisting of Tehsil Mandawar on the north, Tehsil on the west, Tehsil Tijara on the east and Laxmangarh Tehsil on its south eastern corner. The district is located between the Yamuna, Satluj, divide and central part of the district is covered by 6 the Aravali hills which run north south, ranging in height from 456 meters to 700 meters. The site has been observed to be almost flat level in topography with an elevation of 281.33 m. (iv) Existing Land use Pattern :

The proposed project site lies in RIICO Industrial area. The land is already under industrial use only, hence there will be no change in land use pattern after Setting up of the proposed project.

(v) Existing Infrastructure:

The proposed project site land is located in RIICO industrial area, which is already developed with good internal road facility connecting the main road. All the necessary infrastructure is available. The land is under the possession of Project proponent.

(vi) Soil classification :

The district is quadrilateral in shape. The Aravalli ranges form ridges of rocky hills in most parts and are generally parallel. These make their appearance in the district from north east in Tijara subdivision and run southwards forming boundary of the district in the north east for about 24 km, terminating near Naugaon. Another prominent hill range is at Mandawar, which passes through Jindoli and Alwar towards the extreme south west corner of the district adjacent to . The low hills cover almost entire Thanagaji and Rajgarh Tehsil& about one third of the Alwar tehsil 4 and form prominent feature in , Kishangarh and Tijara Tehsil.

(vii) Climatic Data from secondary sources:

Climate of the district can be classified as semi-arid. It is characterized by very hot summer and very cold winters with fairly good rainfall during south west monsoon period. In May and June, the maximum temperature may go up to 47°C. The potential evapo transpiration rates are quite high especially during May and June. Normal annual rainfall of the district is 631mm.

(viii) Other features: Facilities like rest rooms, water and guard room facilities will be provided in the proposed project. No other additional facilities are proposed.

5. PLANNING BRIEF (i) Planning concept As per EIA Notification dated 14th September, 2006, and its subsequent amendments, the Proposed Project falls under Schedule 5(f), Category ‘A’ project “As Per EIA Notification Dated 14th September 2006 and its subsequent amendments’’ as the project is located at a distance of ~4 km from interstate boundary (Rajasthan-Haryana); hence General condition applicable. The project requires Environmental Clearance from MoEF&CC, GoI. (ii) Employment & Population projection Around 15 people will be employed from the proposed project. 6. PROPOSED INFRASTRUCTURE

(i) Total Area: Total Plot area of M/s Kanchan Industries is 1963.0 sq. meter in which Plant Area is about 879 sq. meter (21.7%) & Office Lab Area is approx. 418 sq. meter (10.3%) The details of equipment & machinery which are proposed for the project are mentioned in the Table 5.3. Residential Area: There is no residential area proposed within the proposed project site.

(ii) Green Belt :

Total land area of the proposed project is 1963.0 sq. meter. The greenbelt will also be developed at the site whose area is estimated as 600 sq. meter (i.e. 33%). Adequate green belt provision as per MoEF&CC guideline has already been considered for proposed project development. Further, unpaved areas if any, within the plant boundary will be provided with grass cover which will also improve the plant aesthetics.

(iii) Social Infrastructure

Schools, Colleges, Hospitals & Healthcare Centers, Shops & Bazaars and Community Centers etc. are all available in nearby villages.

(iv) Connectivity

The proposed plant site is well connected with the rail and road connectivity as the project site is located within the RIICO Industrial Area, Chonpanki. The proposed project site is about 10.82 km in NW direction from NH-8 & SH-25 is about 5.77 km in West direction from the proposed project site. Pataudi Railway Station is the nearest railway station about 25.09 km from project site. However the major railway station is Gurgaon railway station which is at a distance of about 39.37 km in NNE direction. Indra Gandhi International Airport is 49.50 km from the project site.

(v) Water Requirement

Fresh water requirement for the proposed project will be approx. 6 KLD. The water requirement will be met through RIICO Water supply scheme & Tube Well (CGWA application under process

(vi) Drinking water management

Potable Drinking water shall be provided. Domestic water requirement which include drinking water is envisaged as 3.5 KLD. The drinking water shall be sourced from bore well.

(vii) Water Treatment System

Effluent Treatment Plant (ETP) of capacity 10 KLD shall be installed to treat the industrial effluent generated. The High COD stream is treated in MEE & the low COD stream is treated in ETP along with Boiler blow down & waste water generated from cleaning & washing activity. The treated water from the ETP will be pass through RO treatment & the permeate is used accordingly as per MoEF&CC guidelines. Wet Scrubber is installed for scrubbing the residual from the main product stream.

Rainwater harvesting is a sustainable process that helps in preserving rain water for different purposes and for future needs as well. Below mentioned diagram of rain water harvesting pit is proposed in our site.

(ix) Industrial Waste Management As per present scheme, no process waste will be generated. If in case generated shall be stored and disposed off at Treatment Storage and Disposal Facility (TSDF) approved by Pollution Control Board. To the authorized recyclers. (x) Power requirement & Supply / Source The power requirement for the proposed project is 0.25 MW (approx. 360 KVA). Source: The power will be supplied from JVVNL Jaipur. The steam requirement for the proposed project will be 0.8 tons which shall be meet from the boiler. 1 D.G. sets of capacity 360 KVA is also present as the backup power supply. DG is installed with acoustic enclosure to make it noise free.

7. REHABILITATION & RESETTLEMENT PLAN

No agricultural land and habitation is present in the land and there is no displacement involved. Hence, no Land Acquisition, Resettlement and Rehabilitation is envisaged for this project.

9. ANALYSIS OF PROPOSAL (Final Recommendation)

The Indian pharma industry, which is expected to grow over 15 % per annum between 2015 and 2020, will outperform the global pharma industry, which is set to grow at an annual rate of 5 % between the same period. The market is expected to grow to US$ 55 billion by 2020, thereby emerging as the 6th largest pharmaceutical market globally by absolute size. Branded generics dominate the pharmaceuticals market, constituting nearly 80 % of the market share (in terms of revenues).

Indian drug industry is well developed for the manufacture of many bulk drugs. At present India is self sufficient and technologically at par with the best in the world. Indian pharma industry is unit wise small and in fact many units are in small scale sector. Almost 55% of the domestic production is contributed by small scale units.

Project Benefits:

 The project site shall require no displacement of habitation as it is located away from the habitation area & will be developed on the industrial land issued by RIICO.  Proposed project will result in growth of the surrounding areas by increased direct and indirect employment opportunities in the region including ancillary development and supporting infrastructure. Local population will be employed by the company. Therefore, this brought a positive impact on the adjoining society.  Financial & social benefits with Special Emphasis on the benefits to the local people including tribal population, if any in the area as per the ESC & CER policy.  This new project will also attract generation of addition revenue to the Government by means of Taxes and duties.
