Proses pendidikan tidak hanya terjadi di bangku perkuliahan, namun juga di luar itu. Seperti pada proses pengerjaan skripsi yang berlangsung dalam kurun waktu sembilan bulan mulai Januari-Agustus, penulis mendapatkan banyak ilmu dan pendidikan baik dari lingkungan, para dosen, narasumber dan pihak-pihak yang turut serta memberikan kontribusi dan dukungannya. Email: [email protected] ABSTRACT Regional cooperation among local government is a must for the efficient management of public administration. The state has been implementing regulations on such cooperation. However, there are regions which reluctant to cooperate, especially with the adjacent areas. This method used is the study of literature, this paper will conduct an in-depth exploration of collaborative activities in Selingkar Wilis in East Java Province. Selingkar Wilis consists of six regencies (Tulungagung, Trenggalek, Ponorogo, Madiun, Nganjuk, and Kediri). These areas are provincial strategic areas which will be developed into a new tourism destination. Moreover, according to the preliminary study there are some problems hampering such cooperation, due mainly to regional selfishness. Therefore, this paper shows various regional cooperation models that aims to illustrate the cooperation among regions. These efforts are a must for the better development management among Selingkar Wilis areas. From the results of the study in the model offered for inter-regional cooperation activities, what is appropriate is the joint secretariat, which consists of three components, namely the local government, the private sector, and the daily executive board.

Food distribution is one of the food stabilities sub-system whose role is very strategic, thus if it cannot be implemented well and smoothly, it will cause inadequate food availibality needed by society.This research attempts to find out and to analyze the rice distribution pattern from surplus regions with rice commodity to the deficit regions located in East Java. The data used in this research were the data obtained from Central Buerau of Statistics of East Java in 2010-2014. The analysis method were descriptive statistics, DLQ (Dinamic Location Quotient), and Gravitation Spatial Analysis. The results confirmed that the central regions of rice in East Java were found in some regencies, such as:Banyuwangi, Mojokerto, Pasuruan, Malang, Madiun, Bojonegoro, Ngawi, Lumajang, Lamongan, and Jember. The rice commodity of Malang was city supplied from Malang and Pasuruan. The number of rice surplus in Malang could only fulfill the needs of rice in Malang city. However, the number of the rice still did not cover yet the deficit of rice in Malang city, so it needed more supplies from Pasuruan. The needs of rice in Kediri city and Batu city were supplied from Mojokerto regency and Pasuruan regency. Finally, in order to fulfill the needs of rice in Madiun city, it could be supplied from Madiun city, and for Surabaya city, it could be supplied from Lamongan regency.

Indonesia was also selected as the new Chair of the United Nations Group of Experts on Geographical Names for Asia South-East Division (UNGEGN ASED) during the 6th Divisional Meeting held in Manila, Philipines on 26 March 2018. The Chairmanship shall be for a period of four (4) years from April 2018 to April 2022. The UNGEGN ASED, in accordance with the adoption of Resolution X/5, now comprises twelve (12) member countries namely Bhutan, Brunei Darussalam, Cambodia, Indonesia, Lao People's Democratic Republic, Malaysia, Myanmar, Philippines, Singapore, Sri Lanka, Thailand and Vietnam. At present, activities of the Division include establishment of UNGEGN ASED website organized by Indonesia. In the Indonesian Government the policies adopted regarding Government Accounting Standards were implemented in Government Regulation No. 71 of 2010 and Minister of Home Affairs Regulation No. 64 of 2013. This existing policy concerns Accrual-Based Government Accounting Standards. In the Regional Government Accounting there are accounting entities and reporting entities, in this case the Regional Financial and Asset Management Agency of Madiun Regency is a reporting entity, which will record the financial statements of all accounting entities. In this study, it is known that the implementation of the accounting system in the Regional Financial and Asset Management Agency is good, except that each Regional Government Organization must be able to work together with the Regional Financial Management Unit so that the system is not hampered and facilitated. The Case of Madiun implementing FFP by two projects: 1.PTSL: complete and systematic land registration. 2.IP4T: inventory of occupied, right, used and utilized of land; PTSL in 7 Villages (2017) 30.921 parcels: • K1 : 16.559 (certificate issued) • K2 : 0 (dispute) • K3 : 3.977 (the subjects not eligible) • K4 : 10.385 (already certified) IP4T in 1 Village (2017) 1.453 parcels delineated using high resolution imagery at Ngampel Village, Madiun Regency, East Java Province, Indonesia (Source: Madiun Regency Land Office, East Java province). Yani Tromol Pos I Pabelan Kartasura, Surakarta (57127) Email: [email protected] ABSTRAK Tujuan dari penelitian ini adalah untuk menginvestigasi strategi dan kesantunan dalam penolakan terhadap undangan, tawaran, dan saran oleh guru bahasa Inggris di Kabupaten Madiun. Penelitian ini menggunakan kerangka teori dari Takahashi, Beebe dan Uliss - Weltz. Data dikumpulkan dengan menggunakan Teknik Penyempurnaan Wacana (Discourse Completion Technique). Sumber data adalah 38 guru bahasa Inggris, 14 laki-laki dan 24 perempuan yang mengajar di sekolah-sekolah SMP di Kabupaten Madiun. Hasil penelitian menunjukkan sebagai berikut: (1) Para guru Bahasa Inggris SMP di Kabupaten Madiun menerapkan dua formula semantik strategi langsung dan tidak langsung pada tiga tindak penolakan (undangan, penawaran, dan saran). (2) Strategi tidak langsung dalam penolakan yang dominan adalah dalam penawaran dan saran sedangkan strategi langsung yang dominan digunakan dalam penolakan terhadap undangan. Kata Kunci: strategi penolakan, undangan, tawaran, saran. ABSTRACT The aim of this study is to investigate strategies and politeness in rejection of the invita- tion, offer, and suggestions by English teacher in Madison County. This study uses the theoretical framework of Takahashi , Beebe and Uliss - Weltz. Data was collected using Mechanical Completion of Discourse (Discourse Completion Technique). The data source is the 38 English teachers, 14 men and 24 women who teach in junior high schools in Madison County. The results showed as follows: (1) The English teacher at junior high school in Madison County implemented two semantic formula of direct and indirect strategies in three acts of rejection (invitations, offers and suggestions).

Kelud Volcano is an active volcano in Indonesia. About 150 million meter cubic has erupted on 13 February 2013 at 22.30. People were successfully responded to the most significant eruption in history without any fatalities, by doing less than 2 hours evacuation, from 21.15 to 22.50. This research was conducted to show the success of the community in building the resilience process by applying a good system of community-based early warning. The study was conducted through documentary review and field assessment with participatory research methods, including mapping, transects, and historical studies. The result of research show that the community has four aspects of early warning system has been successfully fulfilled by communities. Those four aspects are (1) Knowledge of risk; (2) Monitoring and warning service; (3) Dissemination and communication; (4) Ability of the people to respond. Systematic data collection and risk assessment, with its pattern and tendency factors, ensured that disaster and vulnerability are well-known. Monitoring parameter to create accurate and timely pre-estimation has been ensured by disaster monitoring and early warning service. Communicating information and early warning ensured that the warning could be received by everyone that affected by disaster, risk, and its warning can be understood and useful. Establishing the people’s responsibility to ensure the response must be renewed, ability and local knowledge can be utilized, and people are ready to response warning.
