Introduction Section 69 of the Planning (Listed Buildings and Conservation Areas) Act 1990 imposes a duty on Local Planning Authorities to determine from time to time which parts of their area are „areas of special architectural or historic interest, the character or appearance of which it is desirable to preserve or enhance‟ and to designate these areas as conservation areas. Hay-on-Wye is one of four designated conservation areas in the National Park. Planning authorities have a duty to protect these areas from development which would harm their special historic or architectural character and this is reflected in the policies contained in the National Park’s Local Development Plan. There is also a duty to review Conservation Areas to establish whether the boundaries need amendment and to identify potential measures for enhancing and protecting the Conservation Area. The purpose of a conservation area appraisal is to define the qualities of the area that make it worthy of conservation area status. A clear, comprehensive appraisal of its character provides a sound basis for development control decisions and for developing initiatives to improve the area.

    Newsletter No 4: July 2019 www.llanthonyhistory.wales Cwmyoy Hall talks 2019 At our January meeting Justine Wheatley provided a January Romans in the Black Mountains area scholarly view on the impact of the Romans on the Black Mountains area between 43-410CE, highlighting February Changes in our natural environment the important role the Iron Age Forts at the bottom of March Recusancy and the Gunter project the Llanthony valley, Twyn y Gaer and Pentwyn, played in the resistance of the Silurians to Roman conquest. April The local influence of the National Park In February our meeting on past and future changes in our local natural environment began with interesting perspectives from Steph Tyler (on plants and birds), Jeff Davies (erstwhile National Park warden) and Colin Passmore (Llanthony farmer). A wide-ranging discussion ensued with many contributions from the floor. In March Rupert Otten told us about some of the families and martyrs from Monmouthshire and Herefordshire involved in 17th century Catholic recusancy, including the influential Gunter family who built the Gunter mansion in 1625. He described the archaeological survey of the house conducted in 2018 by the Plas Gunter Mansion project . As a result of popular demand that he continue National Parks warden Clive Williams gave the longest History Group talk ever (almost 1½ hours) at our April meeting. Using a collection of photographs he talked about the history of the BBNP and its current activities. History Walks 2019 Cwm Dic and the Ffwyddog May 15th Following coffee and biscuits provided by Camilla Swift a tour of the mysterious half-excavated structures at Cwm Dic in the grounds of the Pant was led by David Austin and Jeremy Swift.

MORGAN WATKIN County Health Department, Aberystwyth Received6.x.64 1.INTRODUCTION HEREFORDSHIREis repeatedly referred to in Domesday as lying in Wales and the county is regularly described as such in the Pipe Rolls until 1249-50. Of the two dozen or so charters granted to the county town, a number are addressed to the citizens of Hereford in Wales. That fluency in Welsh was until 1855oneof the qualifications for the post of clerk to the Hereford city magistrates indicated the county's bilingual nature. The object of the present investigation is to ascertain whether there is any significant genetic difference between the part of Herefordshire conquered by the Anglo-Saxons and the area called "Welsh Hereford- shire ".Assome moorland parishes have lost 50 per cent. of their inhabitants during the last 50 years, the need to carry out the survey is the more pressing. 2.THE HUMAN HISTORY OF HEREFORDSHIRE Pre-Norman Conquest Offa'sgeneral line of demarcation between England and Wales in the eighth century extending in Herefordshire from near Lyonshall to Bridge Sollars, about five miles upstream from Hereford, is inter- mittent in the well-wooded lowlands, being only found in the Saxon clearings. From this Fox (i) infers that the intervening forest with its dense thickets of thorn and bramble filling the space under the tree canopy was an impassable barrier. Downstream to Redbrook (Glos.) the river was probably the boundary but the ferry crossing from Beachley to Aust and the tidal navigational rights up the Wye were retained by the Welsh—facts which suggest that the Dyke was in the nature of an agreed frontier.
