PCC 2021 Notice of Election NOTICE OF ELECTION Police and Crime Commissioner Election For the Lancashire Police Area 1. An election is to be held for a Police and Crime Commissioner for the Lancashire Police Area. 2. Nomination papers can be obtained from the office of the Police Area Returning Officer, Town Hall, King William Street, Blackburn, Lancashire, BB1 7DY during the times stated below. 3. Nomination papers must be delivered to the Police Area Returning Officer at Town Hall, King William Street, Blackburn, Lancashire, BB1 7DY between 10am and 4pm on any working day after publication of this notice but no later than 4pm on Thursday, 8th April 2021. 4. If the election is contested the poll will take place on Thursday, 6th May 2021. 5. Applications to register to vote must reach the relevant Electoral Registration Officer by 12 midnight on Monday, 19th April 2021. Applications can be made online: https://www.gov.uk/register-to-vote. 6. The £5,000 deposit can be paid by legal tender or by means of a banker’s draft from a drawer which carries on business as a banker in the United Kingdom. 7. Applications, amendments or cancellations of postal votes must reach the relevant Electoral Registration Officer by 5pm on Tuesday, 20th April 2021. 8. Applications to vote by proxy at this election must reach the relevant Electoral Registration Officer by 5pm on Tuesday, 27th April 2021. 9. Applications to vote by emergency proxy at this election on grounds of physical incapacity or for work/service reasons must reach the relevant Electoral Registration Officer by 5 pm on Thursday, 6th May 2021. The physical incapacity must have occurred after 5 pm on Tuesday, 27th April 2021.     Blackpool Climate Assembly Final report Blackpool Climate Assembly | Final report 11 Summary of recommendations The Blackpool Climate Assembly has made recommendations against 8 issues as part of the town's push to reach NetZero Carbon Emissions by 2030. The Assembly believes that Blackpool should be bold and ambitious in its response to the climate emergency, and that the Council should act as an example for other Councils who face similar problems. The Council should also look to form partnerships with other Councils to reach shared climate goals. Blackpool Climate Assembly | Final report 22 On Generating and Buying Clean Energy, the Assembly Primary recommends establishing an Energy Task Force and writing issues a Local Energy Plan. On Transport, the Assembly recommends making public transport and walking the primary ways to get around the town centre, innovative approaches to fares, a low emissions zone, expansion of low carbon infrastructure and more electric vehicles. On Homes, the Assembly recommends Blackpool should commit to exceeding current energy efficiency standards, introduce an Energy MOT for existing buildings, and introduce a "Climate Contact Point" scheme to promote energy efficiency support. On Reducing Waste Across the System, the Assembly recommends increasing opportunities to recycle in Blackpool, including food waste. Cosy Homes in Lancashire (CHiL) is a partnership of the 12 district and two unitary councils in Lancashire as well as the County Council under which domestic energy efficiency schemes are delivered pan-Lancashire. CHiL projects seek to maximise government Energy Company Obligation (ECO) and other grant opportunities that are available for energy efficiency and heating measures for Lancashire residents. In particular CHiL looks to support those households in fuel poverty and vulnerable to the effects of living in a cold home but also aims to provide an offer to all households, not just those in fuel poverty. 1.2. This Statement of Intent has been developed to enable CHiL to participate in ECO flexible eligibility. It sets out the criteria participating Lancashire authorities will use in making declarations under Flexible Eligibility and the delivery arrangements in place, in line with the guidance to local authorities issued by the Department for Business, Energy & Industrial strategy (BEIS). 1.3. I declare that my thesis consists of 64,174 words. 2 Abstract This thesis consists of three papers that make a distinctive contribution to the study of decentralization in the areas of fiscal policy, legislative behavior and government responsiveness. The first paper revisits theories of substate tax policy that usually draw on evidence from stable federations. Investigating fiscal decentralization reforms in four European countries subject to intense center-periphery territorial competition, I find that incentives operating in such systems generate a paradox whereby prominent autonomist regions are among the least likely to make proactive changes after decentralization. I theorize this as the best response to central government attempts at blame-shifting by locking regions into making controversial policy changes.
