STATEMENT BY THE MINISTER Re: Vehicle Scraping Policy. THE MINISTER OF ROAD TRANSPORT AND HIGHWAYS AND MINISTER OF MICRO, SMALL AND MEDIUM ENTERPRISES(SHRI NITIN JAIRAM GADKARI): India has 51 lakh Light Motor vehicles which are older than 20 years and 34 lakh Light Motor Vehicles which are older than 15 years. Around 17 lakh Medium and Heavy Commercial Vehicles are older than 15 years without valid fitness certificate. Older vehicles pollute the environment 10 to 12 times more than fit vehicles and pose a risk to road safety. In the interest of a clean environment and rider and pedestrian safety, the Ministry of Road Transport and Highways is introducing the Voluntary Vehicle-Fleet Modernization Program or "Vehicle Scrapping Policy" which is aimed at creating an Eco-System for phasing out of Unfit and Polluting Vehicles. The objectives of policy are to reduce population of old and defective vehicles, achieve reduction in vehicular air pollutants to fulfill India's climate commitments, improve road and vehicular safety, achieve better fuel efficiency, formalize the currently informal vehicle scrapping industry and boost availability of low cost raw materials for automotive, steel and electronics industry. The ecosystem is expected to attract additional investments of around Rs. 10,000 crore and 35,000 job opportunities. The ministry shall in the next few weeks publish draft notifications, which shall be in the public domain for a period of 30 days to solicit comments and views of all involved stakeholders. The criteria for a vehicle to be scrapped is primarily based on the fitness of vehicles through Automated Fitness Centres in case of commercial vehicles and Non-Renewal of Registration in case of private vehicles. The criteria has been adapted from international best practices after a comparative study of standards from various countries like Germany, UK, USA and Japan. A Vehicle failing the fitness test or failing to get a renewal of its registration certificate may be declared as end of Life Vehicle. Criteria to determine vehicle fitness will be primarily emission tests, braking, safety equipment among many other tests which are as per the Central Motor Vehicle Rules, 1989. It is proposed that commercial vehicles be de-registered after 15 years in case of failure to get the fitness certificate. As a disincentive measure, increased fees for fitness certificate and fitness test may be applicable for commercial vehicles 15 year onwards from the date of initial registration. It is proposed that Private Vehicles be de-registered after 20 years it found unfit or in case of a failure to renew registration certificate. As a disincentive measure, increased re-registration fees will be applicable for private vehicles 15 year onwards from the date of initial registration. It is being proposed that all vehicles of the Central Government, State Government, Municipal Corporation, Panchayats, State Transport Undertakings, Public Sector Undertakings and autonomous bodies with the Union and State Governments may be de-registered and scrapped after 15 years from the date of registration. The scheme shall provide strong incentives to owners of old vehicles to scrap old and unfit vehicles through registered scrapping centres, which shall provide the owners with a scrapping certificate. Some of these incentives include:  Scrap Value for the old vehicle given by the scrapping centre, which is approximately 4-6% of ex-showroom price of a new vehicle.  The State Governments may be advised to offer a road-tax rebate of up to 25% for personal vehicles and up to 15% for commercial vehicles.  The vehicle manufacturers are also advised for providing a discount of 5% on purchase of new vehicle against the scrapping certificate.  In addition, the registration fees may also be waived for purchase of new vehicle against the scrapping certificate. The Ministry of Road Transport and Highways will promote setting up of Registered Vehicle Scrapping Facility (RVSF) across India and will encourage public and private participation for opening up of such centres. With a simplified registration process through single window, the scrapping facility shall have to comply with environmental and pollution norms and with all applicable acts of law. It shall ensured that the scrapping centres have adequate parking facility, de-pollution equipments for air, water and sound pollution and adequate facilities for hazardous waste management and disposal. Similarly, the Ministry shall promote setting up of Automated Fitness Centres on a PPP model by State Government, private sector, automobile companies etc. These centres may have adequate space for test-lane, IT servers, parking and free movement of vehicles. To avoid conflict of interest, operators of fitness centres shall only provide testing facility and shall not provide repair/sale of spare services. Appointment for fitness centres may be booked online and tests reports shall also be generated in an electronic mode. Tentative timeline for application of Proposed Scrapping Policy is as follows:  Rules for Fitness Tests and Scrapping Centres: 01st October 2021.  Scrapping of Government and PSU vehicles above 15 years of age: 01st April 2022.  Mandatory Fitness Testing for Heavy Comm. Vehicles: 01st April 2023.  Mandatory Fitness - Testing (Phased manner for other categories): 01st June 2024. ______

SUPPLEMENTARY DEMANDS FOR GRANTS -2020-2021 (SECOND BATCH) SHRI JASBIR SINGH GILL initiating said: There is an urgent need to put in place infrastructure in Punjab. A large stretch of land lies on the other side of the barbed wires along the international border. Our farmers have not been given even a single paisa as compensation since 2019. There is a need for connectivity to the Kartarpur Sahib corridor. There should be a provision to provide reasonable compensation on acquiring land. The duty should be reduced on the electrical vehicles being manufactured by the Indian companies. There is a need for further development of the Amritsar Airport. A theme park and an international cricket stadium should be constructed in Amritsar. There are six districts adjoining the Punjab border. Tax rebate should be given so that our industries could be revived there. We should be given subsidy on the train fare to facilitate the smooth functioning of industries. A proper cancer hospital and research centre should be set up in Punjab. SHRI TAPIR GAO: A sense of self-confidence is evident in our country under the leadership of Modiji. There has been an increase of 137 per cent in the budget of health sector. Today we have been able to develop vaccine I request the Government to provide funds for constructing roads from Thaga to Demchok. Now we are getting railway connectivity in Arunanchal Pradesh and North-Eastern States. Today we have two lane road along the international border. I want that AIIMS like hospital should be set up in North- Eastern States and there should be a High Court in each State there. A train from Kolkata to Agartala Guwahati via Dhaka is to ply shortly. There should be a double lane for the same. PROF. SOUGATA RAY: All the women folk of our country is bearing the brunt of rise in gas prices. There has not been a single word about the high petrol and diesel prices. They would sell out the country and I am said that there are many Members in Parliament who come from poor background but are not opposing their party's politics of supporting the capitalists. All are mum. Around 31 brought asset classes mapped to 10 Ministries or Central Government Departments were identified for strategic disinvestment. The Government owned assets must not be sold out. This government's cruelest measure was that the labourers had to march on their feet to reach their homes during the pandemic because the hon. Prime Minister announced the lockdown giving just four hours time. Then he said that beat the thalis, covid would disappear in three weeks time. One year has passed by, still the second wave of covid is going on. Our economy is in contraction phase and nobody is bothered about it. I am people's representative and I should be allowed to speak something. The supplementary demands for grants amount to 6 lakh 28 thousand crore rupees and about four lakh 12 thousand crore rupees is the additional expenditure therein. Why are so much funds being spent under the supplementary demands for grants. The maximum amount is being spent to provide subsidy of urea under the Atma Nirbhar Bharat and it amounts to 36,000 crores of rupees. When the Union Government started providing subsidized ration to the poor, the West Bengal Government has been giving two rupees kg rice to the people. On one hand the government is selling out the General Insurance Company and on the other it is being capitalized. The farmers have been agitating for withdrawal of anti-agriculture laws for last 120 days. In fact, the government is scared of them. They have not cut down the fertilizer subsidies. MSP has also not been discontinued and it is only under their pressure. However, there real demand is that anti- agriculture laws should be withdrawn but the government is silent about it. Why is our Prime Minister mum on it? I have been speaking for quite long but the Minister of Finance is not present here in the House. She should have the courage to face the House and listen to what is being stated there. I would never support the anti-people and anti-poor government nor would I support these Supplementary Demands for Grants. SHRI VINAYAK BHAURAO RAUT: It is quite unfortunate that people are not being supported as much as they should have been during the corona pandemic. Prices of diesel, petrol and gas are shooting through the roof and are adversely impacting the life of common man. However, this concern is not reflected in the supplementary demands for grants. Many government departments have started making undue profits during covid-19 and the department of railways is one such organization. In the name of covid pandemic, it has raised the fair of trains by 30 per cent and are looting the people. I through you would like to request the Minister that she may make necessary adjustments in several scheme but she should spare the schemes like Pradhan Mantri Gram Vikas Yojana, NRHM etc. The facility of 108 ambulance should be provided to the people throughout the country and its feasibility must be explored. I would sincerely thank the government for repealing the Article 370 because after its abrogation Jammu and Kashmir has become the un-alienated part of India. The dream of unbroken India has been materialized under the inspiring stewardship of hon. Prime Minister. The Kashmiri pandits who were scattered in the nook and corner of the country, need to be settled in their homes in Kashmir again. This is my demand. SHRI MARGANI BHARAT: We are in the stage of Supplementary Demands for Grants. I congratulate the Finance Minister for her daring act of giving more importance to fiscal deficit for the current fiscal year. It was expected to be around 6.8 per cent but due to this pandemic, it has raised to 9.5 per cent. The next point I wish to touch upon relates to the 15th Finance Commission. The State of Andhra Pradesh is getting less percentage of revenue through its share of taxes. The refuse extra grants shall be granted to Andhra Pradesh. The Special Category Status to Andhra Pradesh was promised the floor of this House. However, the demand has not been fulfilled up till now. I would request, through you, to extend the Special Category Status to the State of Andhra Pradesh. Andhra Pradesh stood second in the country in providing employment to the people under MGNREGA and stood first in clearing the wages of workers on time. Therefore, I put forward the request for early release of the pending amount of Rs. 3,700 crore to the State of Andhra Pradesh. I also want to highlight the dilapidated condition of medical care in Andhra Pradesh. We request the Government of India to support the medical care in the State by setting up the medical colleges and public sector medical institutions. The Government can sanction the existing RINL plant to the State of Andhra Pradesh. I request the Union Government to release the pending dues of Rs. 4,282 crore to Andhra Pradesh. I request the hon. Minister to sanction the South Coastal Railway Zone in Visakhapatnam. The Polavaram Project was declared as a national project and the Polavaram Project Authority has approved the escalation price of Rs. 55,548 crore. So, I request the hon. Finance Minister to approve the revised cost estimation. The Government of Andhra Pradesh has submitted 11 proposals worth Rs. 1,000.84 crore which should be accorded sanction under Swadesh Darshan Scheme and PRASAD Scheme. SHRIMATI SUPRIYA SADANAND SULE: This entire budget has come during exceptionally challenging times. We are looking to work closely with this Government because cooperative federalism and supporting each other during these challenging times is really the need of the hour. I understand that a certain amount of disinvestment is the need of the hour but why is this Government in such a big hurry for 8 Ministries which are all lucrative businesses for the Government. GST money has not come. So, States do not have money for their social welfare programmes. So, I make a humble request to the hon. Minister to help us with this GST relief. You have sanctioned Rs. 35,000 crore for vaccination. So, when we have enough vaccines available in India, then why are we not going for universal vaccination which is the need of the hour? The money allocated for Air Force and Navy has gone down. The Ministry of Railways, the Food Department and the Ministry of External Affairs worked exceptionally well during these challenging times. We are very grateful for the work they have done for us in feeding the poor. But there is no clarity in this Budget vis-a-vis FCI. The FCI will have to resort to further borrowing. SHRI BHARTRUHARI MAHTAB: This second fiscal batch of Supplementary Demands for Grants for 2020-21 includes 79 grants and two appropriations. The main reason for high grants is mainly stimulus package. To maximize investment in road and transport, an additional Rs. 5,030 crore has been sought for investment in national Highways and Bharatmala Pariyojana. To augment health infrastructure is the best thing which this Supplementary Budget is dealing with because that has actually gone down. So, I would like to tell that every State Government including the Central Government should invest more to develop our health infrastructure. The fertilizer industries will be relieved to see its past subsidy payments dues getting cleared from the Centre in one shot. The Government is to infuse Rs. 3,000 crore capital into State-owned General Insurance Companies in a bid to improve their financial health. The first worrying point is that rural consumption should tick along nicely. There are worries about urban consumption demand. The second worry is the banking system’s capacity to supply short-term credit about which we are not talking at all. SHRI SAPTAGIRI SANKAR ULAKA : This Government is hell-bent on disinvesting Air India, LIC and other things. The Government has imposed Agriculture Infrastructure and Development cess. Now, they are telling that this won’t impact the common man. We expected that the allocation for MGNREGA would cross Rs. 1 lakh crore. But, unfortunately it is still around Rs. 73,000 crore. The Aspirational District framework is not at all working. Budget allocation for the Ministry of Defence is increased by 1.4 per cent which is really not sufficient. We do not have mobile towers in Raigarh and Koraput districts under my Parliamentary Constituency. SHRI AJAY TAMTA: We as well as the whole world has been witness to the difficult and challenging times. We have seen those times at different levels through various media for one year. Efforts were made by the Government to remove all the obstacles and provide food and money to everyone. Earlier, there was not a single ventilator available in my Parliamentary Constituency. But, today there are 42 ventilators in my Constituency. I have a firm belief that under the able guidance of the Hon. Prime Minister, we will overcome this epidemic. Under such circumstances, the Budget was presented and now a Supplementary Demands for Grants is being presented today. Through this, an all round development has been envisaged. For the first time in the country, efforts have been made to increase the income of farmers. An amount of Rs. 6000 is substantial for small farmers. At the same, time allocation for rural development policy has been increased from Rs. 30000 to Rs. 40000. In my Uttrakhand State, people from across the country and the world come as tourist. Today we can complete the journey from the plains to the mountains in 2-3 hours through the all weather road. So, I would like to request all the members of this august House to visit 12 shrines in Uttrakhand. Moreover, for the first time, my Lok Sabha Constituency has been provided with air connectivity. So, I am of the opinion that the people should come forward to fulfill the vision of our hon. Prime Minister. SHRI MALOOK NAGAR: I belong to Uttar Pradesh which has the highest number of 80 Lok Sabha seats in the country. So, the Government should consider running bullet trains through UP and Bihar also. At the same time, there is a need to bring Lucknow into the main stream of the country. I would also request to setup a High Court in Meerut. Again, I would also like submit that it would be beneficial for the people of my area to start a direct train from Hastinapur to Mumbai. Atleast, Hastinapur should be connected to Delhi with the train services so that people from other country may visit to our country. This will provide employment opportunities to people and it will generate revenue also. There are a large number of weavers in our countries, especially in Uttar Pradesh. These weavers should be provided tax exemptions to promote export. I would also like to submit that the Government should consider the problems of farmers sympathetically. SHRI DNV SENTHILKUMAR S.: The Fifteenth Finance Commission recommends 1.72 per cent of the share in Central Government’s tax revenue for the State of Tamil Nadu. It implies that out of every Rs. 100 of Centre’s tax revenue in 2020-21, Tamil Nadu will be receiving only Rs. 1.72 which is very less. Similarly, the farming community in the State of Tamil Nadu is disappointed as the Union Budget has failed to address the issue of one-time farm loan waiver by the Centre. Again, I would request the Central Government to construct airports at Hosur, Ramanathanpuram, Kanyakumari and Vellore districts in Tamil Nadu under the UDAN Scheme. Similarly, under MGNREGA, the Government should increase the number of mandays from the present 100 days to 150 days and the daily wages may also be increased to Rs. 300. Apart, I would request the Union Government to remove the entrance fee for all the Central Government exams for Scheduled Caste and Scheduled Tribe students. The Government should also guarantee OBC reservation in all Central Government institutes. Apart from that, the MPLAD Scheme should be restored. Coming to my constituency Dharmapuri, here roads should be expanded and bridges should be constructed. There is a long-pending demand for four-lane road between Thoppur via Mecheri to Bhavani. Hogenakkal is a good tourist spot which has to be upgraded to an international tourist centre. SHRI RAHUL KASWAN: A lot of provisions have been made under the Demands for Grants. During the Corona epidemic also, 80 crore poor people of the country were provided with 5 kilograms of food grains. Rajasthan is the largest Bajra producing State of the country. The Government has always talked about promoting Bajra. We should include Bajra in the public distribution system and try to replace wheat and rice. In Rajasthan, Guar is also produced in large quantities, which has not been included in MSP to date. I would request that both the crops should be included in this budget so as to provide benefits to the farmers. There is always a shortage of drinking water in Rajasthan. In such a situation, a very historic step has been taken by implementing the Jal Jiwan Mission Yojana. My Parliamentary Constituency Churu has also been facing acute shortage of drinking water. But the State Government has been ignoring this situation. So, I would like to request the Government that the State Government should be pressurized to implement this scheme. Similarly, all Panchayats in my area should be provided with road connectivity under the Pradhan Mantri Gramin Sadak Yojana. At the same time, there is a long pending demand of constructing road under bridges in my area. Similarly, construction of Sirsa to Churu highway is also a long pending demand of my constituency. Besides, the government should clear the dues pertaining to the Traditional Agricultural Development Scheme. SHRI NAMA NAGESWARA RAO: Because of the Corona epidemic, there is a great need for infrastructure development in the field of health and family welfare in this country. Due to Corona epidemic, revenue collections of Union Government and the State Government have reduced. But now, our economy is gradually improving. I would also like submit that many projects are pending in our State of Telangana. So, the Government should expedite the payments of arrears of about Rs. 3000 crores in this regard. SHRI : The of Jammu and Kashmir produces three million metric tonnes of fresh fruits and there is provision of just 3 per cent for commercial processing of the fresh fruits. Also, cold storage facility is only 5 per cent. I would use this occasion to make a request that it should be increased. Besides, tourism is the backbone of our State. So, Avantipura Airport should be made available for civilian operations. This will also boost tourism in Kashmir. Jammu and Kashmir requires an international cricket stadium as it is the most suitable place in terms of climate. The major problem in this area is of transport especially the problem of NH-44. This Highway is blocked for 15 days as a result of which commuters have to be dependent on air flight and its fare is more than the fare of light to Dubai. So, efforts are required to be made to address this issue. Moreover, I would like to request the Government to provide special package in order to bring the tourism of this area on track. SHRI E. T. MOHAMMED BASHEER: I wish to submit a very humble suggestion with regard to the Prime Minister’s National Relief Fund in which there is a component to help the cancer patients and kidney ailment patients. Allotment to that fund is meagre and hence the Government may show sympathy on them and get more allocation to this fund. I am saying not to put our Indian fishermen into difficulty by opening our sea for new multinationals. The Government should withdraw this kind of proposal. Unfortunately, the unity of our country is also facing a challenge. India should stand united. Hence, the Government should not inspire any kind of division among the people. DR. S.T. HASAN: The biggest problem which we are facing today is related to the GST. As on date, a sum of Rs.300 crore of GST refund is lying pending for payment with respect to Muradabad. In such a scenario, how will the exporters run their business whose transactions are as less as rupees one or two crore? Hence, the Government should take measures to obviate out this problem. I would like to urge the Government that Central Muradabad should be declared as industrial area so that the small artisans are not told to go out of Muradabad to run their business. I would like to request to levy a flat income tax on the exporters which should not be more than 10 per cent. I would also like to urge the Government to provide incentives as much as possible with a view to protecting the artisans and handicrafts of Muradabad. SHRI MOHANBHAI KUNDARIYA: Once the UPA Government provided Rs.70,000 crore to waive off the farmers’ loan but our Government laid out more than Rs.70,000 crore in the agrarian schemes during the last five years by depositing money to the accounts of farmers every year. If we come to MGNREGA, a sum of Rs.30,000 crore was being spent on this scheme before 2014 but now our Government has doubled this amount to Rs.60,000 crore. Our Government is working with the basic principle of Sabka Sath, Sabka Vikas aur Sabka Viswas . SHRI HANUMAN BENIWAL: Three bighas of land has been allotted in my home district, Nagaur for the construction of youth hostel. The Central Public Works Department has even submitted its report in favour of the said project. Hence, Rs.2 crore may please be allocated for the youth hostel. The Government should reduce the original excise duty, special excise duty, road tax and other cess to bring down the prices of petrol and diesel in order to provide relief to the middle class. The High Court recommended for setting up of new courts in order to ensure speedy delivery of justice in Rajasthan. A proposal for financial assistance has been sent to the Union Government for the establishment of those courts. The Government needs to pay attention to it as well. Apart from it, under the scheme of reservation judges from the Other Backward Classes should also be appointed in Rajasthan so that we can feel that the justice will be done even to us. SHRI SURESH PUJARI: Today, the farmers of Odisha are passing through a very difficult phase as their lakhs of quintal of paddy is lying in the markets in Odisha. We produce 40 quintal paddy per hectare but when it comes to selling the produce, the Government is ready to procure only 19 quintal paddy. In this situation, what will the farmers do with the rest of the produce? The Central Government should stand firmly behind the farmers of Odisha and ensure that the entire paddy lying in the market yard of Odisha is sold, and the farmers are relieved from the pain caused by the Government of Odisha in the State. DR. R. K. RANJAN: I would like to draw the kind attention of this august House towards a very important issue. As we all are aware, Manipur is the gateway of Modiji’s Act-East Policy. The border road along the international boundary with Myanmwar needs to be constructed. By doing this, we will be able to stop cross-border drug trafficking. The State of Manipur needs educational infrastructure to be developed and institutes like IIMs and AIIMS should be established there. The existing NIT in the State is very poor and savvy. So, we need enough fund for our educational institutes. Exploration of hydrocarbons from the Barak river should be done through the agencies like ONGC and Oil India and not through the private companies. I would humbly request the Central Government to implement the 7th Pay Commission Report from 1st April, 2020. Besides, I would like to urge the Central Government that we need a Special Economic Package of Rs.40,567 crore so that the State itself can take off its development and growth. KUMARI PRATIMA BHOUMIK: It is because of the hon. Prime Minister, the North-East was recognized in the development mapping. I would like to request both the hon. Prime Minister and the hon. Finance Minister to open a big hospital like AIIMS in Tripura. Our state is marching ahead in the Hon. Prime Minister’s bid to double the farmers’ income. I would like to urge the Government to set up an agriculture university in my state. There is immense potential of tourism in the North-East. I would like to request that Unakoti should be included in the International Heritage and a Sainik School should be opened in Tripura. There was a NERAMAC food processing center for pineapple owned by the Union Government in Tripura and the same may be restarted in Kumarghat. A woman university may also be set up in our state. SHRI DEVAJI PATEL: The Pradhanmantri Samman Nidhi Yojana and Pradhan Mantri Crop Insurance Scheme have benefited the farmers. GST is very good for traders. The use of neem coated urea has controlled the black marketing of urea. Employment has increased through promotion of the dairy industry.GST is very good for traders. Cumin MSP should also be determined. Milk-producing farmers should get proper milk rates. The problem of increasing the bonus of Saras Dairy located in Rajasthan should be solved. A college should be established in Jalaur-Sirohi. Sirohi district should be connected by rail line. The loan through the banks to the businessmen should be slightly more liberal. SHRIMATI HEMAMALINI: Some funds should be given to my parliamentary constituency Mathura also. Mathura, a religious tourist place, is visited by many people. We want to carry out many works like cleaning, installation of lights and cleaning Yamuna. We are unable to do these work due to shortage of funds. In view of these facts, I demand some special grant for Mathura. SHRI RAVINDRA KUSHWAHA: A number of medical colleges have been set up in Uttar Pradesh. I would like to draw the attention of the House to my parliamentary constituency Salempur and Ballia. As per the guideline of the Government of India, a medical college can be set up at the district headquarter only. I would request the Government to give relaxation in the guideline and set up a Medical College on the 40 acres of land available at Pur-Pakadi Gram Sabha in the Sikandarpur legislative Assembly. There are many health centers which have buildings but no staff, no doctor and even no pharmacists. I request that these centers should be made functional. THE MINISTER OF STATE IN THE MINISTRY OF FINANCE AND MINISTER OF STATE IN THE MINISTRY OF CORPORATE AFFAIRS (SHRI ANURAG SINGH THAKUR) replying said: Today, we have brought before the House the second and final batch of supplementary demand for grants having total 79 grants and two appropriations. It involves gross additional expenditure of Rs. 6,28,379 crore with net cash outgo of Rs. 4,12,653 crore. In addition of 61,000 crores, an additional grant of Rs. 40 thousand crore was also given to MNREGA: so that the people who returned back to their native homes could get employment. There should be no shortage of food or funds. Daily wage were increased from Rs 182 to Rs. 202. The defence capital outgo has also been increased so that there is no shortage of any equipment to army. We have tried to strengthen the army. Rs. 65,411.53 crores have been given to clear the pendency of fertilizers companies out of which Rs. 64,598 is to clear the pendency of fertilizer plants. The government provided food grains to 80 crore people for 08 months. On the direction of Shri Ji, within a day, Rs 18000 crores were transferred in the accounts of more than 9 crore farmers. TMC and Congress opposed this action of the Government. A provision of Rs. 3,04,597.83 crores has been made for FCI borrowing so that the poor or fed properly. The confusion is being spread that the FCI will not procure. It’s wrong the FCI will have to go for procurement, if we want to feed 138 crore Indian people. Additional Rs 10,000 crore under PM Awas Yojana is for the urban sector. The work for construction of the new Parliament building has started. We have set the target for providing a pucca house for all by 2022. A provision of Rs. 20,675 crore has been made for health and family welfare. Today there are more than 2300 labs in the entire country. India is manufacturing more than 5 lakhs PPP kits daily and export was also started. The manufacturing of ventilators and upgradation of medical infrastructure have been started. Make-in-India vaccines are being supplied not only in India but abroad also. Rs. 6,220 crores have been given for construction of highways is the country. Banks put a moratorium of six months on housing loan’s EMIs, so that people are not burdened with loan installments. We did our level best everywhere in every sector. We did not care for the fiscal deficit. We endeavored to save the lives of the people and to improve the economy of the country. V-shape recovery has been reported in the economy. The agencies world over has predicted that India will grow in double digit in 2021-22. Hon’ble Finance Minister has very categorically said that we have to make India Corona free. For this we have made provision of Rs. 35,000 and of need be, we will provide more funds. All the cut motions were put to vote and negative. All the supplementary Demands for Grants–Second Batch were voted in full.

THE BUDGET FOR UNION TERRITORY OF JAMMU AND KASHMIR FOR 2021- 22 THE DEMANDS FOR GRANTS-2021-22 THE SUPPLEMENTARY DEMANDS FOR GRANTS-2020-21 AND THE BUDGET FOR UNION TERRITORY OF PUDUCHERRY FOR 2021-22 THE DEMANDS FOR GRANTS- 1 APRIL, 2021 TO 31 AUGUST, 2021 THE SUPPLEMENTARY DEMANDS FOR GRANTS-2020-21

SHRI ANUMULA REVANTH REDDY initiating said: This Government is introducing all the Bills and getting them passed under the leadership of Hon. Narendra Modi ji, be it the Bill for revocation of Article 370 or the Citizenship Amendment Bill. The Budget of Puducherry is worth Rs. 3924 crore and the financial assistance being given by the Union Government is very meager. Puducherry is a small union territory which is why its revenue income and revenue receipt both are extremely less. According to the 14th Finance Commission Puducherry was to receive Rs. 2731 crore rupees in the year 2019-20 but only half of that amount was released. This time also we urge that the budget provisions made for Puducherry must be increased. The elected Government has been brought down. The elected Government must be given proper opportunity to function. I would urge the Government that in place of bringing down Congress Government in Puducherry, Budget allocation must be increased for this union territory. SHRI JAMYANG TSERING NAMGYAL: In the Supplementary Demands for Grants and in this budget, the Government has paid adequate attention towards both Jammu and Kashmir and Puducherry. The Government has presented a really good budget while paying attention towards good governance, socio-economic development, infrastructure development and employment. Jammu & Kashmir has been given good budget allocation after revocation of Article 370 and the same is reaching grassroot level. Now, there are 33, 323 elected representatives over there. An allocation of Rs. 1,313 crore rupees has been made in the Budget for infrastructure development of Panchayati Raj institutions and Urban Local Bodies. Rupees 71.25 crores are being spent for development of 285 Block Development Centres. The Government has established internal democracy within political parties. A lot many steps have been taken for relief and rehabilitation also in Jammu and Kashmir. 16,283 crores rupees were allocated for between the year 2019-20 to 2021-22. Modi Government has brought social prosperity in Jammu and Kashmir. It has given the people of that area a feeling of ‘One Nation, One Citizenship’. There has been significant improvement in the security system of Jammu and Kashmir. Many children from Ladakh are now participating in various sports also. 7 Thousand posts are lying vacant in Ladakh and there is a need to fill the same immediately. Certain new administrative units are required to be created after making Ladakh a union territory. There is a need to create more districts on the lines of Janskar and Loopara after studying the viability in this regard. 'One Nation, One Ration Card' Scheme is not being implemented in Puducherry, the same must be implemented along with making payment of salary to 10 thousand employees who have not received their salaries. In place of 35 percent Medical seats reservation, Puducherry must be provided 55 percent reservation on the lines of other states. PROF.SOUGATA RAY: People from all over the world visit the Aurobindo Ashram in Paducherry. What Modi ji and ji did in the year 2019, made a state into a Union Territory, it was a wrong step. It separated Ladakh, it was also a wrong move.Restore the assembly in Kashmir. Make Kashmir a state again.Kashmir had the highest number of tourism. Tourism was not restored.The handcraft industry in Kashmir has still not been revived. With the use of hydro power, Kashmir can grow much further, but it has not happened yet. The train from Banihal to Baramulla via Srinagar has not started yet. Restore handicraft of Kashmir. Educated youth should get jobs in Kashmir. MSMEs have to be developed. SHRI BHARTRUHARI MAHTAB : I would look forward to that date when Jammu and Kashmir, and Ladakh also, which is a separate Union Territory, will be accorded statehood. The Government of Puducherry has proposed a Supplementary Demands for Grants of Rs.256.04 crore. This has become necessary for settlement of land acquisition, compensation for western bypass road in Karaikal, establishment of a Collectorate, Karaikal and Indira Gandhi Arts and Science College; additional request of funds for the conduct of elections to the legislative assembly; provision of additional funds for COVID-19 related expenditure; and settlement of pending power purchase dues of discoms. The road connectivity from Chennai to Puducherry needs enhancement ,and the road needs to be widened. There is also a need for a four-lane highway along the East Coast Road. Whatever steps the Government has been taking to bring in normalcy in Jammu and Kashmir, I would say, need full support. At the same time, as every Government functions, whatever money is being spent, that also needs to be done in a transparent way and adequate accountability also needs to be fixed. SHRI KOTHA PRABHAKAR REDDY: I request the Government to take immediate steps to boost tourism in Kashmir and provide facilities like construction of good hotels and improvement of various amenities to the visitors with special attention. There is a need to develop industrial areas with no pollution like in the rest of the country so that there is progress, development, and employment without causing any harm to the nature's beauty. There should also not be any restrictions on the use of agricultural land for the purpose of making residential accommodation or for commercial purpose to utilize the land for development projects also. SHRI HASNAIN MASOODI: On 5th August, 2019, the Government had pushed Jammu and Kashmir from democracy to bureaucracy in an illegal manner and while ignoring the past of the state it has changed the status of this state into a municipality. This is the time to drop our egos and self- introspection is required. Last year, almost 100 armed conflicts took place and during the last three months of this year itself, our armed forces have lost nearly 20 jawans and some 20 local persons have also been targeted. Maximum number of youth has joined militancy after the year 2007. Egoism is not the culture of this country in fact, humility is our culture. If we want to obtain peace in Jammu and Kashmir, then we will have to realise our mistakes behind the deaths taking place over there. In the budget, the Government has reduced funds for various sectors like housing and urban development, labour and employment, rural development and co-operative sector. There is no balance between the capital expenditure and revenue expenditure and this balance is required to be created. Other sectors such as tourism have also been ignored, therefore, there is a need to increase budget allocation for this sector as well. In this budget, attention has been paid towards the health sector and some new initiatives have also been taken in this regard. I would request the Government to not only focus upon Srinagar and Jammu but also on strengthening tersary health care facilities in all other urban areas as well. Maternity hospitals must be set up at new places like Pampore and Narwal. The Nursing college here must be upgraded. There is a need for setting up a hospital for pulmonary diseases in Khrev area of Srinagar. Reforms are needed in the agriculture sector also. There is lack of commercial processing facility in Kashmir which needs to be augmented. There is a need to set up cold storage facility and to strengthen the rural economy in Jammu and Kashmir. The adverse impact of power projects on environment also needs to be assessed. A package must be provided to revive industries and tourism in Kashmir. DR. MOHAMMAD JAWED: I, request to restore the status of statehood at the earliest so that the people themselves or their representatives can decide the destiny of the public. If the government was really serious to improve the situation there, the allocation for tourism would not be made so less. Only 36,650 units were constructed against the target of 1,65,766 units under PM Awas Yojana. The focus should be laid on the handicraft items. Besides all these shortcomings, the 4G internet was blocked for 550 days by saying that it might deteriorate law and order situation there. The unemployment rate has risen to 21.9%, second highest in the county after Bihar. The terms and condition for class-IV jobs have been made so difficult that local will hardly be able to get the jobs. The Home department has been given the highest allocation, but I am sorry to say that it has achieved nothing. SHRI : I stand to speak on the Supplementary Demands for Grants in respect of the Union Territory of Jammu and Kashmir. Such a good budget had never been presented, even when it was a state. Jammu and Kashmir is moving ahead, internet has been restored, tourists have begun to visit, terrorist incidents have come down and the people are getting employment after being trained in skill development centers. Not only they are securing employment for themselves, but employing others also. We are thankful for the industrial package given by the government lead by Shri Narendra Modi Ji. The budget has everything for the betterment of Jammu and Kashmir. A lot of money has been given for tourism. Higher allocation has been made for cleaning lakes. The government has made allocation for the construction of offices of DDC chairpersons. I request the government to make allocation for proper and systematic disposal of waste in Jammu city. More allocation has been made for the construction of bunkers as demanded by the people residing in border areas. Tawi, a very beautiful river, flows through the city of Jammu, should be beautified at the earliest. The number of daily wagers and ad hoc employees has increased in Jammu and Kashmir. I request that some allocation should be made to make them permanent employees. I also demand to start a recruitment drive for CISF, BSF, CRPF and other para-military forces so that the physically fit youths may get employment. SHRI GIRISH CHANDRA: Dalit, Muslim Gujars, Backward, Most Backward and Buddhists have contributed 12 to 15 percent of the agricultural sector in the economy of Jammu and Kashmir. SC, ST, OBC and Buddhists not only in Jammu and Kashmir but the entire country should be connected to the mainstream of the country by ensuring their economic, political and educational development. Money should be provided in the budget for their development. *SHRI BHAGWANT MANN: The Punjabi language should be restored to the list of the Official languages of Jammu and Kashmir. A highway from Delhi to Katra is being constructed. The land in my constituency, Sangrur will be acquired. I request to compensate properly to the people whose land has been acquired. THE MINISTER OF FINANCE AND MINISTER OF CORPORATE AFFAIRS (SHRIMATI ) replying said: With regard to Jammu and Kashmir, the estimated expenditure is more than the last year, expenditure has not come down and the estimate of revenue has also not decreased. Developmental works are in full swing. Udhampur-Srinagar- Baramulla railway link will be completed by December 2022. Jammu and Kashmir could achieve 3500 MW of capacity power generation in seventy years and as of now MOU for the capacity to the tune of 3300 MW power has been signed. Further, under the Saubhagaya Scheme, 100 per cent household electrification and under the Jal Jivan Mission 100 per cent water collection will be completed by September 2022. In the regime of hon. Prime Minister, ‘Sabka Sath, Sabka Vikas, Sabka Vishwas’ is being fulfilled sent per

* Original in Punjabi cent. There is not a single community in Jammu and Kashmir to which access to development has not been made. This year 16,000 projects will be completed. It means that our completion rate has become double. This year 3982 Kms of road link has been completed. This includes 1700 Kms of Pradhan Mantri Sadak Yojana. In addition to that, 1128 works have also been completed. 186 delayed projects have also been completed. Out of a total allocation of Rs. 8863 crore, Rs. 6019 crore have already been spent. 39,429 houses have already been constructed as of 3rd March, 2021 of which 19,276 houses have been constructed during this financial year. Under MGNREGA, 3.11 crore person days of work has been generated during the current financial year. 12,470 families have completed 100 days wage employment. 41,989 works have also been completed. 1,11,620 works are still in projects . Between 2019 and today, the law and order situation has improved and people have accepted the changes and are even participating peacefully in every activity. The DDC elections proved the faith of the people in the democratic institutions. On this occasion, I would like to heartily thank the common people of Jammu and Kashmir for rising to support democratic institutions in such an atmosphere. Really the people have been welcoming the step that was taken to remove Article 370. Terrorism-linked incidents have also come down. Six lakh youth have participated in various sports activity in Jammu and Kashmir. The Jammu and Kashmir Bank has sanctioned loans to about 17,800 unemployed youth that included 4,000 women. Some hon. Members spoke about budget for Home Department. Home Department has an approved budgetary allocation of Rs. 9215.52 crore which is only 9.08 per cent of the whole budget. It is not that the Home Department has been provided disproportionately more amount. The economic package of Rs. 1350 crore announced last year has provided great relief for Jammu and Kashmir industries. Over 6000 acres of land has also been identified or setting up of new industries, out of which 3000 acres is already available for ready occupation. Low power tariff is also brought in as an incentive for good industries. In rural development, capital expenditure is go up from Rs. 4474 crore to Rs. 4816 crore. A question about holding Assembly elections has been raised. Assembly can be held only after the process of delimitation gets completed and the decision to hold the elections lies with the Election Commission. As regards Puducherry, we are presenting both the Supplementary Demands for Grants and the Vote on Account. The Government has proposed a Supplementary Demand for Rs. 256.04 crore for the year, 2020-21. Of this, capital expenditure would be Rs. 97.25 crore and revenue would be Rs. 158.778 crore. The Supplementary Demands for Grants has become necessary for a few items like land acquisition which has happened and the compensation which has to be given for the western bypass road near Karaikal, Collectorate which has got to be built in Karaikal and Indira Gandhi Arts and Science College. Additional request for funds has been made. Even that is included in the Supplementary Demands for Grants. Additional funds again for COVID-19 related expenditure, settlement of pending power purchase by the DISCOMS and lastly, some committed expenditure of the Government of Puducherry are also being undertaken. I appeal that the Vote on Account be passed. All the Demands for Grants were voted in full. All the Supplementary Demands for Grants voted in full.
