Purpose of the Role To enable delivery of the Changing Market Towns project by offering an executive support role in monitoring, reporting and managing the resources allocated for that purpose. To assist the Anglican clergy and congregations of the town with key administrative and financial functions, moving towards shared patterns of working across churches.

This post is part of a project that is using central investment to enable culture change and church growth across market towns in the of Ely. The Operations Manager will be an active player in moving this process forward, and will work with local clergy and the Bishop’s Change Officer for Market Towns to achieve this.

Context The Diocese of Ely covers the county of , together with the western quarter of . The Diocese comprises a group of over 344 parishes. Further information can be found on our website at http://www.elydiocese.org/ This is an exciting time for the Diocese as we implement our Diocesan Strategy People Fully Alive: Ely2025. Launched in Autumn 2015, Ely2025 has opened new opportunities with renewed priorities for strategic delivery of programmes and projects throughout the Diocese. This is in line with the Church of England’s national Reform & Renewal agenda. Ely2025 identified a need to target resources towards key areas, with Market Towns being areas of potential for growth and development. A Bishop’s Change Officer with responsibility for Market Towns has been appointed, with the overall objective of delivering measurable transformation across 12 Market Towns by 2025. The transformation will be expressed in several ways, including significant numerical growth, diversified church life, financial strength and resourcing of other areas throughout the Diocese. Main Duties (to include some or all of the following) Realising the Changing Market Towns project • Working with the clergy to realise the objectives of the project; • Assisting clergy, church officers and lay volunteers in the change towards co-ordinated and effective working patterns; • Collating data and assisting in drawing up reports to the Diocesan office about the use of the sums invested and on attainment of the associated performance measures; • Undertaking administrative management functions relating to the project such as time management and overseeing payroll and pension operations for the employees directly engaged in project delivery;

Offering Deanery and Parish Support • Working with the clergy and leadership team (under the guidance of the town leader) to support planning for missional activities and the formulation and revision of Deanery, town and Parish plans; • Supporting churches in relation to both general and event-specific marketing; • Developing, promoting and monitoring robust systems for following up church contacts with new and existing members, potential members and other interested parties; • Ensuring compliance with the General Data Protection Regulation; • Overseeing the allocation of church time and resources, assessment and collection of parish subscriptions and in giving guidance to parishes on fundraising and bookkeeping activities; • Developing awareness and expertise in the administration of baptisms, weddings and funerals, drawing churches into agreed common patterns of working; • Becoming familiar with the faculty application process for building works, and taking a leading role in steering applications; • Supporting and assuring local clergy and volunteers discharge their legal and financial responsibilities including safeguarding, the management of resources and record keeping;

Operations Manager Role Description - Huntingdon - Dec 2019 December 2019 • Ensuring compliance with Diocesan Safeguarding Procedures (with the support of the Parish Safeguarding Officer); • Managing all aspects of communication both within the church and wider communities; • Enabling an effective online presence for market town churches, including shared web site design and creative use of social media; • Resourcing prayer support for the life of the parish, and working to inform and encourage those involved in the local prayer team; • Supporting Thrive Youth Work in Huntingdon, under the direction of the Thrive supervisor and the town leader; • Managing the projects to carry out short-term essential repairs to St Mary’s and the potential longer-term project to re-order St Mary’s.

Person Specification Successful applicants are likely to have experience of administration at middle management level, and will be able to work flexibly and comfortably with both professional and volunteer colleagues. You will be sympathetic to the aims, objectives and ethos of the Church of England and will be enthusiastic about the mission to grow the work of the church in the town and beyond. You will have good computer and communication skills, will be comfortable with figures, basic performance measures and the preparation of reports; will be keen to learn and have a friendly and helpful approach to both colleagues and strangers. Training will be offered, and there will be support available from the Projects and Development Officer in the Diocesan office in Ely.

Qualifications/ Education • Educated to degree-level or equivalent, or qualified by experience.

Skills • Sound written and oral communication skills, and the ability to communicate effectively with different audiences; • Numerate and comfortable with figures and spreadsheets; • Good interpersonal skills and the ability to work effectively with a range of stakeholders, including paid staff, volunteers and contractors; • IT skills including a good standard of Word-Processing, Excel and use of Internet applications.

Experience • Proven administrative / operational experience at middle management level; • Experience of preparing reports and developing / using performance measures to monitor and improve activities.

Circumstances • Some evening and weekend work, with due consideration for an effective work-life balance; • Reasonable requests for flexible working arrangements will be considered; • Occasional travel within the Diocese required; • Driving licence and own transport desirable, or access to public transport.
