Minutes of the Parish Council Meeting of Parish Council held in Dobwalls United Church Schoolroom, Dobwalls on Wednesday 20th February 2019 commencing at 7.00pm

Present: Councillors J Dunn (Chairman), T Kitto (Vice Chair), H Francis, M Mackie, H Blee, D Finch and B Clark.

In Attendance: Mrs L Coles (Parish Clerk) Cllr Jane Pascoe ( Council)

There were three members of the public present. Item Action No By 1 Apologies. Apologies were received and accepted from Cllr A Tween, Cllr M Taylor, Cllr M Morford, and Cornwall Councillor P Seeva. 2 Declarations of Interest a) Agenda items. None declared b) Gifts. None declared 3 Consideration of written requests for Dispensation. None received. 4 Unitary Councillors’ Reports. Cllr Pascoe said that she had objected to the increase in tolls on the Tamar Bridge but the vote to oppose had been lost. There will be a debate next Tuesday regarding the budget and precept which has been ongoing at . It is likely that the Council Tax will increase by 3.99% which will mean an increase of 18.02% to Band D properties in Dobwalls. Cllr Pascoe has given a Community Chest grant to the Girls Brigade which will provide new uniforms. It has been approved that registered carers can have special dispensation for parking, and applications should be made through the Cornwall Council website. 5 Public Participation. A member of the public was present at the meeting with a view to becoming a Parish Councillor. Cllr Francis said that there are increasing concerns about the site adjacent to the Old Kennels in Trewidland. There appear to be more caravans and rubbish is being regularly dumped. The Clerk has reported this to Cornwall Council, as have the Unitary Councillors but she will report the activity again. Clerk Cllr Blee is concerned about scam callers who are able to tap into legitimate telephone numbers, e.g. HMRC, calls are being made saying that tax is owed. It was recommended that these calls are reported individually to the telephone providers. An article will be put in the June edition of the Villager and Cllr Francis asked the Clerk to advertise the scam on the Notice Boards and Website. Clerk Cllr Mackie said that a resident has asked if the grass has to be cut as often as it is, particularly the banks. It was agreed that the resident should contact the Clerk. 6 Response to Public Participation. Responded as above. 7 Planning a) Planning Applications received before the Agenda was finalised. PA19/00017, Dobwalls Football Club, Dobwalls, , Cornwall. Install a floodlight system to the football pitch, consisting of six x 15m masts and twelve x 2kW floodlights to give an average maintained illuminance level of 200 Lux. This will be lighting for the main football pitch and is a requirement from the Football association if the club wishes to keep its league status. The floodlights will probably only be deployed 8 or 10 times per year and the LED lights will not

impact on light pollution. At the recent public meeting, no objections were raised to the installation of the floodlights. It was RESOLVED to support the application but ask for a condition to be added that the lights are not left on past 10pm at night. Proposed by Cllr Kitto, seconded by Cllr Finch with all in favour. b) Planning Applications received after the Agenda was published: PA19/01059, 8 Highwood park, Dobwalls, Liskeard, Cornwall. Reconstruct a lean to side extension. This application is to replace a single skin structure with a double. Following discussion, it was RESOLVED to support the application, proposed by Cllr Finch, seconded by Cllr Kitto with all in favour. c) Planning decisions from Cornwall Council: PA18/03389 Pre-application enquiry for the demolition of existing buildings and construction of dwelling at Little Clicker, Horningtops, Liskeard. PL14 3QA. Closed- advice given. PA18/10207 Submission of details to discharge conditions 3.1 and 3.2 in respect of Decision Notice PA18/04767 at Tiflex House, Treburgie Water – Discharge of conditions – not acceptable. PA18/03311 PREAPP Pre-application advice to bring redundant industrial land back into industrial use – Moorswater Industrial Estate, Dobwalls, Liskeard, PL14 4JZ. Closed –advice given PA18/11733, Ivy Cottages, Dobwalls PL14 6JB, two storey extension to rear of property. Approved with conditions. PA18/10550, Tiflex House, Treburgie Water, Extension to factory. New building and extension to car park with variation of condition 2 of application no. PA18/04764, 07/09/18, to allow amended layout. Approved with conditions. PA18/11620, Landlooe Bridge Farm, Landlooe Lane, Trewidland. Withdrawn. PA18/09513, Land South of the Old Chapel, Lower Town Farm, Trewidland, outline application for the residential development with new vehicle and pedestrian access. Approved with conditions. d) Other Planning Matters i. Update on Honey Meadow Skate Park. The Clerk said that the problems between Cornwall Council Enforcement and the Developers have still not been resolved. ii. Update on the Old Shed Site, Dobwalls. The Clerk has spoken to Cornwall Council, and the Architect for this site. Cornwall Council cannot do anything about the condition of the site, it is not considered that the waste deposits on the site pose a threat to public health. The Architect said that the owner is not in a position to develop the site at the present time. 8 Minutes of the Meeting held on the 16th January 2019. It was RESOLVED to sign the Minutes of the meeting held on the 16th January 2019 as being a true record of that meeting. Proposed by Cllr Mackie, seconded by Cllr Francis with all in favour. 9 Matters Arising from the above Minutes. The Clerk reported on the CALC Conference workshop regarding Community Governance Reviews. The Clerk reported that St Keyne is not looking to join with Trewidland at this time. The Clerk has written to the resident and reported the illegal parking and trading from the verge at Dobwalls to Cornwall Council. The Clerk has spoken to the Insured’s Insurance Claims department regarding the bus shelter at Duloe Road and is waiting for further advice. The Clerk has requested the equipment for the Litter Pick and is waiting to hear from Clean Cornwall.

10 Standing Orders. Cllr Mackie asked that a line is included in Standing Order 15 to the effect that a Member breaching the Code of Conduct shall be reported to the Monitoring Officer at Cornwall Council. Cllr Mackie asked that the Standing Orders are amended so that they are not gender specific, proposed by Cllr Mackie, seconded by Cllr Finch with all in favour that the Clerk makes this change. Subject to these amendments it was RESOLVED to Adopt the Standing Orders, proposed by Cllr Mackie, seconded by Cllr Francis with all in favour. It was agreed that the Clerk will remind the Members to review their registers of Interest at the Annual Parish Council Meeting each year. 11 Start Time of Future Parish Council meetings. It was RESOLVED to move the start time of Parish Council meetings to 6.30pm in future. Proposed by Cllr Finch, seconded by Cllr Kitto, six votes for and one abstention. 12 Footpaths. Local Maintenance Partnership, the Clerk reported that she has received the contract offer from Cornwall Council for 2019 and has asked several contractors to tender. Golden Oak has replied that he no longer wishes to tender for the contract if he will have to do so every year and only one other reply has been received. It was RESOLVED to accept the tender from D and L Grounds Maintenance, at the same price as last year, proposed by Cllr Clark, seconded by Cllr Kitto with all in favour. Clerk The Clerk will send a copy of the Contract for signature to D and L Grounds Maintenance. It was reported that it is the responsibility of the tenant to cut back the vegetation behind 45 Havett Close. There was some discussion about this. Cllr Kitto will send a TK/JP photo to Cllr Pascoe who will take this up with Cornwall Council. The Clerk will chase the hedge cutting at Coldwinds Lane again. Clerk 13 Highway Matters i. Update on Bus Shelter in Duloe Road. Already covered. The Clerk reported a Road Closure at B3254 between Kennel Orchard Plantation and Trussel Bridge, Lamellion, Liskeard, 4th to 8th March (19.30 to 23.59hrs) for BT. Road Closure, Highways England, A38 Moorswater eastbound off-slip drainage improvement from 4th March to 15th March, overnight 8pm to 6am weeknights only. It was reported that there is parking on the pavement at 31 Havett Close making it difficult for a mobility scooter to pass. There is also a large trailer parked next to the Salt bin on Havett Road. The Clerk will report these to Cornwall Council. Clerk The Clerk was asked to remind the Liskeard Methodist Circuit to cut the hedges at the cemetery in Trewidland. Clerk Cllr Mackie reported two small trees that have come down on the road from Landlooe Bridge to Trewidland Village. Clerk will report to Highways. Clerk Cllr Mackie also reported that there is a large tree trunk in the road from Landlooe Bridge to Plashford which is causing a blockage. The Clerk will report to Highways. Clerk 14 Neighbourhood Development Plan. The Steering Group will be looking at policies at its next meeting, in particular the Housing Policy. The Clerk will ask Kath Statham, Landscape Character Assessor, from Cornwall Council, if she is able to give a presentation to the Group at a future meeting. Clerk 15 Discussion about the Elderly and Vulnerable of the Parish Cllr Blee is concerned about the loneliness of some people in the Parish. It is possible to become a Volunteer Visitor and to be DBS checked. Cllr Blee will send the Clerk the HB details, who will make up posters to be put on the website and the Notice Boards, Clerk publicising the service. It will also be publicised in the June edition of the Villager magazine. Lonely and vulnerable people can register themselves on the website. Cllr

Mackie said that at the recent Community Network Area meeting there had been two presentations and Cornwall Council is asking for submissions for extra care facilities. Issue about changes to GP Practices and the NHS were also discussed at the CNA. 16 The Villager Magazine. The Villager magazine is ready for distribution. 17 Correspondence a) Email invitation to the Climate Change and Neighbourhood Planning Conference on Saturday 9th March 2019. The Clerk and Cllr Mackie will attend. Noted b) Letter of thanks from Cruse Bereavement Care for the grant given by the Parish Council. Noted The Clerk reported that there will be a Polling Service Review beginning on the 4th March. Noted Cllr Mackie reported that work to Trewidland Village Hall roof will start on Monday 25th February. Noted 18 Finance a) Payments for January, including Clerk’s salary. It was RESOLVED to approve and make the payments for January, including the Clerk’s salary, proposed by Cllr Finch seconded by Cllr Kitto with all in favour:  Online – L Coles, Clerk, January salary, office and travel expenses  Online – HMRC, Clerk’s PAYE for January, Month 10  Online – Dobwalls United Church, hire of hall for NDP and PC meetings - £168.00  Online – A2Z Printers (L Coles) payment for printing the Villager Magazine - £484.00 Receipts: Advertisers in the Villager magazine – received a total of £155.00. Noted b) Bank reconciliations for January. It was RESOLVED to sign the bank reconciliations as being correct (details emailed to members). Proposed by Cllr Kitto, seconded by Cllr Mackie with all in favour. 19 Any Other Business. Cllr Francis has received a complaint that the Members details on the Parish Council website do not include Members telephone numbers. There Clerk was some discussion about this and it was agreed that the Clerk will put a notice on the website saying that the Councillors’ contact details can be found in the Villager magazine. It was agreed that issues should be referred to the Clerk. Cllr Dunn reported that the developers of the Beneathway Site have set up a management committee for the maintenance of the site’s open spaces. 20 Items for inclusion in future meetings. None brought forward 21 Date and time of the next Parish Council meeting The next meeting of Dobwalls and Trewidland Parish Council will be held on Wednesday 20th March 2019, commencing at 6.30PM There being no further business to transact the Chairman closed the meeting at 8.30pm.
