Sub : Appeal for amendment of ToR validity from 2 years to 3 years -- Pont No. 82 of ToR issued for our proposed project of 3MTPA of Hot Strip Mill, 3.3MTPA of Beneficiation plant and 2MTPA Pellet Plant within the plant premises and also upgrading existing Special Plate Plant 3000 TPA to 15000 TPA of M/s SAIL, Rourkela steel plant at Rourkela, District – Sundergarh, State - Odisha.

Dear Sir
As per the ToR received from MOEF& CC, vide letter reference no F.No J-11011/66/2014-IA II(I), dated 27 th June 2014, the validity of the ToR given as per point no. 82, given below, is 2 years i.e., which is valid up to 26 th June, 2016.
We have already completed the field studies, prepared EIA-EMP reports and submitted the same to the State Pollution Control Board (SPCB), Odisha, requesting for organizing Public Consultation vide reference no. 691/EE/59/420-421 , dated 25/05/2014. Copy of our letter addressed to SPCB is enclosed at Annexure-1 for kind ready reference. However, SPCB and the District Administration could not complete the Public Consultation Process, till date. The recent letter of ADM, Sundargarh District, Odisha addressed to the Municipal Commissioner, Municipal Corporation, Rourkela asking him to suggest the venue, vide ref. no. 91, dated 18/02/2016 is also enclosed at Annexure-2 for your kind ready reference.
In view of the above and as MoEF&CC has already changed the ToR validity for “Other Projects” to 3 years, vide point no. 2 of OM ref. no. J-11013/41/2006-IA-II(I)(Part), dated 8 th October, 2014, we would like to request your good office to kindly take necessary action for amending point no. 82 of our ToR by changing the ToR validity to 3 years against 2 years mentioned.
