CASUALTIES (TAB C) • A total of twenty (20) reported dead from Regions V, VI and VIII, while three (3) were injured from Regions VI and VIII and four (4) missing individuals from Regions IV-A and VI. • Eight (8) deaths were reported in Region VI: Benedicto Castor (72 y/o); Jezel S. Superio (2 y/o); Nilo Icawalo (54 y/o); Romeo Idorita (63 y/o); Jaymar Egamino (16 y/o); Joel S. Jimenea (37 y/o); Edwin Farinas (46 y/o); and Osot Sabdane (40 y/o) • Noel Egamino (9 y/o) of Brgy. Cagamutan Norte, Leganes, Iloilo was reported injured while Samson Sabdane (25 y/o) of Dumangas, Iloilo and Onad Leysa of Brgy. DAMAGED HOUSES (TAB D) • A total of 5,097 damaged houses were reported in Regions VI, VII and VIII of which 1,515 were totally damaged and 3,582 were partially damaged. • Increase in number was due to the new entries from the provinces of Capiz and Aklan; municipalities of Toboso and Manapla in Negros Occidental; and municipalities of Barotac Viejo and Bingawan in Iloilo E. COST OF DAMAGES (TAB E) • To date, the estimated cost of damages is PHP224,915,234.33: PHP78,059,000.00 worth of damages in infrastructures was reported in Regions IV-B and VI; PHP146,856,234.33 worth of damages in agriculture F. COST OF ASSISTANCE • The total cost of assistance to date is PHP2,117,740.00: PHP2,044,500.00 from DSWD and PHP73,240.00 from LGUs. G. ACTIONS TAKEN EMERGENCY PREPAREDNESS AND RESPONSE: 1. National Preparedness Measures NDRRMC Operations Center NDRRMC is on Red Alert Status and has been continuously monitoring and disseminating Weather Bulletins, Gale Warnings, General Flood Advisories, and 24-Hour Public Weather Forecasts to all RDRRMCs/OCDRCs through SMS, facsimile and websites for further dissemination to their respective Local Disaster Risk Reduction and Management Councils (LDRRMCs) from the provincial down to the municipal levels; and directed RDRRMCs concerned through the OCD Regional Centers to undertake precautionary measures in their respective areas of responsibility (AOR) Sent out request for assistance in ASEAN Humanitarian Assistance Center in securing satellite images at some affected areas of the Tropical Depression "Quinta" Sent out request of four (4) UH-1H for the conduct of aerial assessment, two (2) in Iloilo and two (2) in Kalibo USEC BENITO T RAMOS together with DSWD CO Staff went to Iloilo Province on 29 December 2012 to assist in the ongoing relief operations and humanitarian aid particularly in the affected communities PAG-ASA Disseminated Weather Advisories, provided media interviews re weather update and continuously monitoring Tropical Depression "Quinta" DA DA VI - the APCOS, BAS, and LGUs personnel are having their field monitoring for updates of the situation. NIA NIA VI - water at Dingle Reservoir Dam was gradually released in anticipation of excess volume of water in the area due to continuous rainfall induced by Tropical Depression "Quinta". DOH CHD IV-B placed all CHD Extension Office Provincial Health Team Office on "Code White" and on continuous monitoring of reports from different Provincial Health Team Offices. Assorted drugs and medicines were prepositioned to the Province of Palawan amounting to PHP 60,299.50 and to the Province of Romblon worth PHP 85,232.42. CHD V is on Code White Status and in coordination with PHO-HEMS Masbate for preparation CHD VI is on Code White Alert, Operation Center activated 24/7. LGU Iloilo gave Paracetamol to children and adults and 3,000 capsules of Doxycycline to Iloilo Province. Assorted drugs and medicines were prepositioned to the following: Aklan-250,000; Iloilo-200,000; Negros Occidental-300,000. PCG CGD Palawan disseminated weather bulletins and gale warnings to their respective detachments and advised small sea crafts and fishing boats not to venture out into the sea CG Southern Tagalog disseminated weather bulletins and gale warnings to their respective detachments and monitor area of responsibility PCG V alerted all PCG stations and detachments within the Bicol Region PCG VI cancelled all fast craft and light sea craft trip in the region. ° Distributed clothing to MDRRMC Janiuay, Iloilo. ° Trips of fast craft, RORO, and light sea craft were resumed in the region, as of 28 December 2012. PCG VII Central Visayas cancelled all sea trips in and out of Cebu Province, Siquijor, Bohol, and Negros Oriental due to PSWS#1 PCG VIII temporarily halted issuing navigational clearance to the sea vessels in the affected areas and alerted fishermen and other vessels not to venture out into the sea due to the impending weather disturbance PCG CARAGA cancelled trips for all types of marine vessels and implemented "No Fishing Policy" DepEd Surigao del Norte & Surigao City were advised to prepare the keys of various schools designated as evacuation centers in anticipation of any possible evacuation and designated multi-purpose halls and gymnasiums are also prepared for occupancy AFP 8th Infantry Division, Philippine Army disseminated advisory to all Unit Commanders and directed 1 platoon for 3rd and 4th District Leyte to conduct preemptive measures relative to the weather disturbance 19th Infantry Battalion on standby for possible deployment and prepositioned the following equipment to be utilized for SAR Operations: 3m35 truck(6x6), 3km 450 truck, 1 platoon for 3rd and 4th District of Leyte and 1 platoon for 1st and portion of the 2nd District of Leyte 9ID alerted all DRU's in the Bicol Region Phil Navy Reservists from Catbalogan City, Tacloban City, Biliran and Palompon Leyte are on standby for possible deployment TOG8-PAF Response Team on standby for possible deployment Disseminated weather bulletin to all line units TOG5-PAF one (1) one team DRU on standby alert with SAR equipment; as of 0810H 27 December 2012, 1 M35 truck with 7 personnel was dispatched to Libon to assist in the conduct of force evacuation; assisted LGU Libon in the relief distribution conducted at Brgy. West Carisac, Libon Floating assets were advised to take all necessary precautionary measures As of 0745H 27 December 2012, 1 M35 truck proceeded to Libon to conduct force evacuation of residents in Brgy. Sta. Cruz with 4 PNP personnel; ongoing evacuation of families affected by flooding in Libon As of 1000H 27 December 2012, a total of 145 families were evacuated from Brgy. Sta. Cruz to Agos Elementary School Dispatched 901Bde/2IB (PA), NFSL (PN) and TOG5 (PAF) DRO with M35 trucks to Polangui and Libon to augment its mobilization assets Assisted in the transport of 50 sacks of food packs from DSWD5 office to LGU Libon Team NAVFORSOL were able to evacuate a total number of 558 individuals coming from Brgy. Sta. Cruz, Libon, Albay TOG6-PAF- Disaster Response Team (DRT) deployed 10 personnel in the flooded areas of Barotac Viejo. Rubber boat and operators are ready for deployment in Calinog. PAF reservists are on standby status. 301st Brigade PA - alerted troops and are ready for deployment if needed. Conducted rescue operations and transportation assistance in the flooded and landslide incident in Calinog and Pototan, Iloilo; Banga, Aklan; and to the stranded passengers from the Municipality of Dueñas and Dingle, Iloilo. The brigade led the continuous conduct of inspection along Aklan River and conducted roving patrol around the flood prone barangays in the Province of Aklan. Provided helicopter assistance to OCD and to MDRRMC Calinog, Iloilo for the conduct of aerial survey on the affected areas in the Province of Aklan, Antique, Capiz and Iloilo. AFPCC provided seven (7) M35 trucks; two (2) KM 450; nine (9) M450 trucks; one (1) M250 truck; one (1) dump truck; four (4) rubber boats; two (2) ambulances; one (1) civilian vehicle; one (1) Town Ace during the conduct of rescue operations. DILG DILG VI alerted the LGUs relative to TD "Quinta" and advocated for the conduct of pre-emptive evacuation BFP Team of BFP-SRU5 is on standby alert As of 0400H 27 December 2012, one (1) family resident of Brgy. 18 (Puting Daga) Legazpi City trapped by floods and evacuated at Barangay Hall PNP PROIV-B disseminated Memorandum to all Provincial Police Offices on disaster preparedness PROVIII activated the Tactical/Disaster Operation Center and advised all lower units to conduct appropriate actions in preparation to the Tropical Depression PROV alerted all Police Provincial Offices down to all Municipal Stations within Bicol Region.

    Gluck Classroom Fellow: Jemuel Jr. Barrera-Garcia Ph.D. Student in Critical Dance Studies: Designated Emphasis in Southeast Asian Studies Flying Without Wings: The Philippines’ Binanog Dance Binanog is an indigenous dance from the Philippines that features the movement of an eagle/hawk to the symbolic beating of bamboo and gong that synchronizes the pulsating movements of the feet and the hands of the lead and follow dancers. This specific type of Binanog dance comes from the Panay-Bukidnon indigenous community in Panay Island, Western Visayas, Philippines. The Panay Bukidnon, also known as Suludnon, Tumandok or Panayanon Sulud is usually the identified indigenous group associated with the region and whose territory cover the mountains connecting the provinces of Iloilo, Capiz and Aklan in the island of Panay, one of the main Visayan islands of the Philippines. Aside from the Aetas living in Aklan and Capiz, this indigenous group is known to be the only ethnic Visayan language-speaking community in Western Visayas. SMILE. (PNA photo by PGLena) ILOILO CITY – A four-hectare diversified farm in the sloping terrain of Barangay Cairohan, Bingawan, Iloilo shows how to earn from wastes. “Sixty percent of the farm products go to wastes. They should be processed to be converted into fertilizers and into something that can be exchanged for money. That’s how interesting is organic farming,” Concepcion “Connie” Carillo, owner of the Concepcion Carillo Agricultural Farm (CFARM), said in an interview on Wednesday. If the farmer will only rely on their production, then they can be losing or have no income at all because the price is fluctuating, she said. But if they know how to convert, their income could be up to 110 percent, Carillo added. The 56-year-old agripreneur said it would be difficult to appreciate if one does not stay on a farm. But once you do, you will realize that there are a lot of wastes that can be converted into money. Currently, among the best sellers of the CFARM are its soil conditioner from compost, bedding spent from piggery (use as an alternative organic fertilizer), organic concoctions and pulp out of fermented plant juice; coconut bonsai from rejected coconut fruits that can be used as decoration; and “panagang” products or herbal oils using natural products that can be found in the farm.
