NATIONAL LIBRARY OF AUSTRALIA CONSERVATION MANAGEMENT PLAN A management plan complying with s.341S(1) of the EPBC Act 1999 Prepared for the National Library of Australia by Dr Michael Pearson Duncan Marshall 2012 EXECUTIVE SUMMARY This Conservation Management Plan (CMP), which satisfies section 341S and 341V of the Environment Protection and Biodiversity Conservation Act 1999 (EPBC Act), provides the framework and basis for the conservation and good management of the National Library of Australia building, in recognition of its heritage values. The National Library of Australia’s Heritage Strategy, which details the Library’s objectives and strategic approach for the conservation of heritage values, has been prepared and accepted by the then Minister on 24 August 2006. The Heritage Strategy will be reviewed during 2012 in parallel with the endorsement of this plan. The Policies in this plan support the directions of the Heritage Strategy, and indicate the objectives for identification, protection, conservation, presentation and transmission to all generations of the Commonwealth Heritage values of the place. The CMP presents the history of the creation of the National Library of Australia and the construction of its building, describes the elements that have heritage significance, and assesses that significance using the Commonwealth Heritage List criteria. The plan outlines the obligations, opportunities and constraints affecting the management and conservation of the Library. A set of conservation policies are presented, with implementation

Photograph courtesy of Jimmy Sharman Jnr. 48 PROFESSIONAL ABORIGINAL BOXERS IN EASTERN AUSTRALIA 1930-1979* Richard Broome At first glance the money and prestige available to Aborigines through the sport of professional boxing suggest that boxing might have allowed Aborigines to escape the usual subordinate and outcast condition assigned to them by European-dominated Australian society. This paper attempts to examine the truth of this popular conception of boxing. It also seeks to retrieve the Aboriginal experience of the fight game, for of all sports, only football has rivalled the importance of boxing in Aboriginal community and sporting life and Aboriginal folklore. The examination of the Aboriginal experience in the world of boxing should increase our understanding of race relations in Australia. Professional boxing is a distinctive sport because fighters are in the business of inflicting bodily injury for money in potentially tough physical encounters. The professionals are even distinguished from amateur boxers, because the ‘lily-whites’ are protected from injury by rigid rules and very strict refereeing. It is this fact of institutionalized violence which is at the core of the tight-knit nature of this sporting subculture, centred as it is around inner city gymnasiums where the faithful gather to talk their own jargon and watch the hopefuls go through the rituals of shadow boxing, skipping, bag punching and sparring.

In the context of the emerging field of plant ethics, I argue that photography is a vital medium for understanding and fostering ethical attitudes towards botanical life and, more specifically, towards old-growth trees. Whereas the earliest Australian images of karris focused on either the aesthetic or utilitarian value of the trees, contemporary photographers, exemplified by John Austin, demonstrate an acute concern for the ethical treatment of karri forests in the face of intense industrial pressures. Keywords: plant ethics; landscape photography; karri eucalypts; Western Australia Introduction: Plant ethics and old-growth forest photography As a subset of environmental ethics (Desjardins) and an analogue of animal ethics (Gruen), the field of plant ethics has been forwarded in recent years by philosophers (for example, Hall; Heyd; Koechlin; Marder; Pouteau). Whereas the environment, generally, and animals, specifically, have been subjects of ethical theorisation, plants have received less attention. Plant ethicists seek to redress this lack by advocating for the moral consideration of the botanical world in everyday life. On the whole, theorists argue that, while we must eat, drink and use plants, including trees, for our survival, the treatment of vegetable life matters and their lives should have dignity.
